HomeMy WebLinkAbout07/18/1969 - Workshop Minutes - City CouncilMINUTES INFORMAL COUNCIL MEETING July 18, 1969 Members Attending: Cliff Ransdell, Dan R. Davis, O. M. Holt, Jim Dozier and D. A. Anderson; and City Manager Boswell Members Absent: Joe McGraw and Bill Cooley 1. Following discussion concerning antenna on water tower, Council gave approval for Mayor to explore further. Council saw no objection to such installation. 2. Anderson advised members of current action underway on drainage survey. Soil Conservation District has endorsed. Council concurred in having mayor sign and send out application for assistance under PL 566. Reviewed briefly was a letter from Bob White soliciting job of making a survey. With respect to "free labor" and equipment that will be available, Boswell was asked to have engineers set stakes for work that we might acquire. 3. A status report on emergency phone number 911 was given by Ransdell and Anderson. A meeting with Bryan and Council officials will be held soon to explore possibility of all joining together in this project, with a further report and recommendation to the Council to follow. 4. Discussion was had on weed control ordinance. Dozier suggested placement of weed control under the nuisance ordinance. Holt said weed control fell in two areas, one concerned with vacant lots, the other lot owners. Dozier was to review Ordinances 67 and 175 with respect to incorporating such legally and specifically in the nuisance ordinance. Boswell was to make survey of attended costs to mowing vacant lots with recommendations to follow to the Council as to cost factor for this service. Con- sideration would include, if necessary, man and equipment to do the job. True cost for service would be assessed. 5. Regarding discussion on city hall, Davis presented some considerations. It was agreed that all city facilities would be maintained for city use. Further discussion on facilities will follow at a later date. A metal shed need was cited. 6. Discussed by Ransdell was need for an understanding, or philosophy, on part of council and Planning and Zoning Commission. Following comments by those present, Ransdell was asked by Mayor to place his considerations in writing and send to council members. We shall discuss at a near future meeting and subsequently with Planning and Zoning Commission members. 7. Council agreed to early meeting with Bryan Commission, such being left up to Mayor to arrange, along with Agenda. )S Informal Council Minutes Page 2 July 18, 1969 8. It was agreed that little could be accomplished at present with respect to Mrs. Upham's letter. 9. The Council accepted the mayor's suggestions (earlier discussed and mutually worked up by Holt) as guide for remaining part of fiscal year (memorandum of July 14, 1969). 10.
