September 5, 1968 MEMORANDUM TO: CRY Council FROM: IvIlayor SUBJECT: Short and Long Rar,ge Goals - Council Meeting, September 5, 1968 1, Lr an`i3;.pation of the forthcoming meeting or. the above subject, I feel obligatad, as May.,r, to present some goals as a basis of discL--sign. This is in keeping with my recent communication to you. 2. In this connec4';�)n , a review of those I originally presented to the previous council for their consideration, review, Moo 1.AC:wdo—n, and amendment on June 26, '967 w=ts made. As .many of you know, the plan was def ale,i by a 4-3 vote. No counter suggestions mere forthcoming from the majority a;: LIl a., time. 3. Notwithstanding the defeat in the Council, it is interesting to note that, with the help of the citizens primarily, and minority council members, the major goals were accomplished. 4. A copy of this action plan is attached merely for your information. The promise I made therein still stands, however. The responsibility is ours to plan ahead for our City. 5. With the current constructive council, I know we can set some goals, recognizing that changes will, of necessity, have to be made with changing conditions. And, I know that we can achieve many of these goals. 6. My suggestions, for your consideration, are shown in the attachment, under the promise cited in the previous plan. 7. I do wish to acknowledge written suggestions from Councilmen Rhodes, Davis and Holt in the preparation thereof. This need has been expressed over and over again, as a place to dance and have supervised parties. Must be located away from residences. I recommend retaining present building, renting such rooms as are excess to our needs. Present facilities and location will be needed in future for mechanic, storage, possible sub fire station (3), etc. b. PALK FACIl ITIES - GENERAL a. We need to bring out present park areas up to full develop- ment fox use by public. Service clubs will help to a great extent but the city wj.11, of necessity, have to bear some costs. ;,, a need to maintain equipment and to keep such areas mowed. We will need to buy equipment or otherwise provide needs through construction. It is hoped that needs for each park area might be forthcoming soon from the Parks & Recreation Com( il.-iee, such to include areas near water reservoir and water to nk. b. A goodly number of citizens have, from time to time, recommended that the city consider such for use by theatre 1 roups, large conferences, etc. It would be in the natui e of a Community or Convention Center. Such could, but not. ne:;e; ;sa. it -, be considered in connection with a school plant, or placed on city owned land near the proposeC city hall, or area nearby. Another possibility is the LE rge Park. b. I recomr.iend consideration of such proposal by making an objective evaluation thereof, soliciting public reaction thereto . . .. .. . . . de . c. A number of citizens have urged me to consider a library in the long range plans for the c:6.y. PARS & RI CREATIONAL NEEDS 1. LARGE; PARK a. It is deemed imperu;:ive a feel so strongly) that we take immediate steps to acquire a large park area on the periphery of the city while lard acquisition costs are minimal. A park area of 100 acres is recommended as 1968-69 1969-70 x x 1970-71 x or x 1971-72 x x Page 4 1972-73 x 1. LARGE, PARY (continued) a minimum size. On such area can be placed a park recreaticnal structure, nature trails, picnic areas, swimming pool, swimming pool related facilities, future golf course, tennis courts and other recreational needs. Admittedly we can't provide all facilities at one time but the acquisi- tion of acreage for this purpose is desired soon. Federal funds car be obtained for matching purposes. Our Parks & ]Recreation Committee has recommended such. Public demands for such are increasing. b. Take action to explore in detail, with future needs . . . . c. Take steps toward acquisition of land . . . . . . . . . . d. Undertake initial development phases . . . . . . . . . . e. Continue with development, settLig aside a budgeted amount for such purposes . . . . . . . . . . . . . . . . . . . . . . 2. NAVASOTA I AM a. What park facilities the U. S. Government will provide is unknown, if and when funds for development are made. As such, we should keep abreast of developments along this line and if needed, take steps to acquire land for our Take before we are "closed out". NURSERY (At Cemeterv) a. Live oak trees grown in the cemetery area have served a most uk eful purpose in city and park beautification. This area can serve to produce other tree and shrub species in our beautification efforts. With the growth of our parks activity we need to consider a man in Public Works Department to provide better main- tenance . . . . . . . . . . . . . . . . . . . . . . . . .. . 8. FEDERAL FUNDS a. We need to explore all possibilities toward securing federal grants to aid in all areas of park development. Some effort has been made by the Parks and Recreation Committee along this line. 9. PARKS - ST( RAGE TANK & WATER RESERVOIR a. Our Parks and Recreation Committee have recommended to the Council the development of the water tower site as a community park. b. The Council needs to approve such so the committee can wgrk on this aE pect. . . . . . . . . . . . . . . . . . . . . . . . . c. Development of the above area should follow . . . ... . d. Playground equipment for children could also be located (though temporarily) on the water reservoir site, pro- viding some recreation in this area. PUBLIC HI ALTH 1968-69 1969-70 1. SEWAGIE DISPOSA L a. As anticipated, the Brazos River Authority will determine our future sewer disposal needs. In addition, we will have an intermediate report from CodiE Wells soon on this subject. It is known by us all that in three years we will need additional future disposal facilities, whether or not the grant is av4ilable from the B. R. A. to undertake the survey on needs and point out more specifically what v e should do. Also, we know we have, and will h,,ive in our city boundaries, areas which we we cannot serve with our present sewerage facilities without lift, pumps. This is an important consideration to us at this time. There is also the matter of providing sewer facilities west of the railrcad track. b. We need to think seriously at the present time of future expansion to existing plant, if such is recon mendation of Wells, and acquire necessary land zt present for this purpose while land costs are more minimal . .... . . . ... . . . . . x x c. "EWAOI DISPOSAL (continued) d. Consider (evaluate) what city must do to finance lift pump stations in areas important to economic development of city, in areas that cannot be served by I ryan or A&M. Make decision to finance. . . e. Look forward to financing expansion of sewerage disposal facilities that may well be $80, 000 to $90, 000. In this connection, some cooperative venture in disposal may be possible but we must look ahead fiscally since it will still cost money . . 2. LISPOS1 L AREA a. Cf importance is the acquisition by the city of a land fill area for disposal of garbage and trash. Sucl will need to be at a distance from the city for obvious reasons of sight, etc. Possibly, a minimum of 50 acres will be required. Eventually, we xAll be f-reed by A&M to do so and we need to face up to the problem. Land of lesser value can be used for this purpose. b. InvEstigate areas suitable for such (solicit aid of SCS) and get an option on land . . . . . . . . . . c. Acquire land . . . . . . . . . . . . . .. . . . . d. It sl ould be pointed out that we will need a full time man to handle this facility, with tractor unit, when constructed . . . . . . . . . . . . . . e. As a protection to our citizens we should consider a meat ordinance, a matter that has been discussed previously. A&M has such. I have favored such since my tenure as Mayor, bringing the matter up to a jcint meeting of the Bryan Commission and City Corncil. The Health Committee formerly endorsed. Currently, we await effect of Federal Act recently passed by Congress, following which we can act .. x x IV. INDUSTRIAL DEVELOPMENT 1. INDUSTRIAL AREAS a. My concern is our zoning of appropriate areas for indt strial use to attract desirable industries to our core munity. We need to give serious consideration to this matter, zoning in advance, what with the extension of our city boundaries in the near future. Undertake such . . . .. . . . . . . . . . . . . . . x b. Zoning for business areas is equally of importance for the development and growth of our city. 2. CITY BRC CHURE a. Pric r to the death of Norman Anderson, he and I had started on a publication (brochure) to cite virtues of College ;station and to build our image. Industrial oppor- tunities for desirable businesses would have been a part of such. Recently, the Commercial Levelopment Corr mittee indicated plans to proceed with such. We need to encourage them to the end that this project will bear fruition and might be accomplished this fiscal year. . . x Page 10 1970-71 1971-72 1972-73 V. WATER NI EDS AND EXPANSION 1. WArl ER SUPPLY a. We need to get with Bryan soon to resolve the matter of water supply (next joint meeting) at the close of contract in November 1970. Action thereon can be taken following this meeting .. 2. EX1 ENSION OF WA„T UPBLY a. With contemplated growth of our community, we will need to extend our water lines further out, particularly, will this be necessary with growth to and beyond the by-passes. While developers will be involved for the most part in cost, our contributions are evident in terms of large size of pipe. We need to be mindful of such and provide for such budget -wise .. . 3. EX7 ENSION OF WATER SUPPLY WEST OF TRACKS 1968-69 Vi a. Should bond monies remain following present water improvement construction, I would recommend that we extend water facilities west of the City so as to provide for future growth in this area . . . . . . 9 . . 0 . x 1969-70 x 1970-71 X 1971-72 x 1972-73 x Page 11 VI. ELECTRICAL NEEDS 1. ELECTRICAL CODE AND LICENSING STANDARDS a. Such action toward this end is underway by elec- trical consultant and Dulaney. It is hoped that such can be accomplished this fiscal year. With con- terrplated growth, it is most important that our code be updated and that qualified individuals undertake wiring. Our goal toward this end must be this fiscal year . . . . . . . . . . . . . . . . . . . . 2. UNEERGF OUND WIRING a. Cne developer is now using underground wire in his development. What should our position be in future developments to rid the city of unsightly poles, etc. , looking toward the future? The Council needs to give consideration to this matter and come to some conclusion that will represent policy . . . . . . . VII. PIESONNEL 1. With the growth of the city and the services which it provides, it will be necessary for additional personnel to be hired. Among our needs will be: a. Parks Man - to devote full time to parks need and develop plans for their utilization and development. With increased amount of equipment to service and maintain a full-time man will be needed, freeing present individual to perform road maintenance of increasing importance . . . . d. ]Land Fill Man - As explained earlier, a full time man will be necessary when we establish such an area . . e. Firemen -- With establishment of fire station, we will need four men on full time, perhaps on two 24-hour shifts . . . . . . . . . . . . . . ... . . . .. . . . . f. Dispatcher for Fire-Station/Police Purposes - We will need at least one man, with supplemental dispatching hell- coming from one of the firemen for dispatching purposes (with police as stand-by). . . . . . . . . g. Pudic Works Head -- With broad experience in city government . . . . . . . .. . .. . . . . . . . . . h. In other cities, alleys are being used as driveways so that garage or etungs .face to t1he rewr of the proparty. Also, ,uch alley ways are used for garbage pick-ups, making for a cleaner city. We should consider this with respect to new developments and possibly present city areas. Throughout our city are a number of hazardous inter- sections caused by shrubbery, fences, trees, etc. From the standpoint of public safety, we need to take some positive action regarding such. I am hopeful recor mendations may be forthcoming frora our Beautification Committee on this matter during the year. If not, I recommend the council study such and n ake some decision. «. An underpass (north -south) at the old "Circle" area on University Drive would be valnabI6 to relieve traffic fron the University. This could be a TOPICS project. Steps have been taken by the Council to initiate action towards acquisition of land for widening of avenue to Tarnow. It is deemed desirable to also consider extending such to University Drive while land values are more reasonable. P. I. C. S. a. We need to keep in touch with authorizations made by Congress for this program and, where possible, and advantageous to the City, take advantage of such. Council Action was taken on this matter, whereby owners were asked to deed property to city, with action to be taken only when title to all the road section is in. We need to stay behind this project. This road would be important to the industrial development of the area ... X 8. COUNTY ROAD .9. Action has been taken to construct road from Glade to Highway 6. In order for this street to best serve the needs of the community for east -west travel, it should be extended from Glade to Welborn Road. Particularly, we should take action soon on that section from Winding Road to Glade. (1) Construct Road from Winding Road to Glade . .. . Purchase vacant lot on Jersey Street, at the end of Ec uston Street, with the long range plan of making Welsh a through street to western by-pass. b. It is evident from a review of city publications issued by various agencies that sidewalks are "coming back". This probf.bly is due to the number of people who are now walking.
