Consolidated Independent School District t � + Meeting Board of Trustees, Wednesday, January 8, at 8 p.m. I '2';'" High School — /9 AO i Present: Vezey, Howell, Yeager, Leland and Superintendent Edge Minutes of the meeting of September 6, 1940, were read and approved on motion of Mr. Breland, seconded by Mr. Vezey the Board voted to authorize Mr. Vezey to appoint a committee to investigate the insurance coverage on school buildings and report on the l advisability of transferring the insurance to a mutual company prior to March 10, 1941. Mr. Vezey appointed Mr. Breland as a committee of one to make this investigation and report. .!i Mr. Vezey read the following petition: / To the Honorable Members of the School Board of the A. and M. Consolidated School District: It is understood that there is a possibility of providing a com- bined auditorium, gymnasium, cafeteria, and community center; and a negro high school, and an athletic field by certain readjustments without further raising of taxable values. Since there is great interest in this possibility among the residents of this community, we, as a committee of citizens, respectfully request the Honorable School Board to investigate this possibility and to present the findings in a public 1 meeting at its earliest convenience. The petition was signed by nine persons. 0 n motion of Mr. Leland, seconded by Mr. Breland, the Board authorized Mr. Vezey to appoint a committee to investigate the possibility ' of providing a combined auditorium, gymnasium, cafeteria and community center and a negro high school and an athletic field. Mr. Vezey appointed the following persons to this committee: E. J. Howell, Chairman; Jim Breland, Vice - Chairman; A. A. Jakkula, Ford f Munnerlyn and Superintendent Paul Edge. Superintendent Edge submitted a }report of receipts and disbursements ' for the period to December 5, 1940 and a list of disbursements. Breland to transfer the three grades from Wellborn beginning September 1, 1941, and to provide. • . a position for Miss Laura Eidson at the College Station Sohool, the exaot assignment to be contingent upon enrollment in the primary grades,'aid to . make available the sohool building at Wellborn as a community house if it is wanted and needed for suoh purpose. In the discussion of the motion Mr. Yeager and Mr. Wade indicated that as representatives of the Wellborn community they opposed the transfer. The motion carried by a vote of four in favor and two against. . On motion of Mr. Howell, seoonded by fir. Breland, the Board went on record as opposed to any program of school plant expansion that would involve a higher rate of property valuation for sohool purposes. ' The Board instruoted Superintendent Edge to inform Mies Eidson of the action taken and the intention of the Board to provide a plane for her at College Station Sohool. CONSOLIDATED SCHOOL BOARD meeting, July 9, 1941 Present: Leland, Breland, Gabbard, Jones, Yager, Gandy, Edge, and Elms Absent: Gandy Minutes of the meeting of July 3rd were read and approved. Superintendent Edge reported that the bonds had been tenta- tively approved by Messrs. Chapman and Cutler and were being printed and that the money for the bonds would be forthcoming within a few days. On motion the Board rejected all fence bids and instructed the Superintendent to return checks. Mr. Jones reported on possibilities of buying college houses. He reported that there would be a sale of four houses in the near future . and that Mr. Holmgreen indicated that the school would get preference where possible. The building committee was asked to contact Mr. Ole Martinsen regarding the probable coat of refitting campus houses for the Negro school. On motion the Board accepted the bid of Ole Martinsen of $4545.00 for bus garage and bleachers. On motion the Board agreed to accept the offer of a release from H. D. Mayfield, Jr., and pay him.in accordance with the terms of the release. The Board asked the Superintendent to write to Mr. Horn in the State Department for his opinion on refitting campus residences for use as 4 I a Negro school. Mr. Jones was asked to serfe on the Building Committee. Mr. Edge reported that Mr. Armstrong was working on the deed to the Negro School site. ,'The Board asked the superintendent to contact Mr. Broesohe in regard to drawing plans for an au4itorium- gymnasium and request his rate for the drawing. CONSOLIDATED SCHOOL BOARD 4 MEETING, MONDAY, JULY 28, 1941 ` Present: Leland, Breland, Gabbard, Jones, and Elms Absent: Allen, Yager, and Gandy z t Supt. Elms reported that the City National Bank had offered to place State warrants as collateral against the portion of the bond money not covered by the Federal Deposit Insurance. On motion the Board ' accepted this offer and directed the Superintendent to get a receipt to this effect. On motion the Board authori a loan of $6500 from the Build- • ing Fund to the Maintenance fund in order to save interest on short.term ' loans. I• Tho Superintendent was instructed to write Mr. Broesohe in re- Bard to including wiring for the public address system in his plans for the auditorium- gymnasium. ■ Mr. Breland reported and presented bids on repairing the old bus. On motion the repairs on the bus were awarded to the Aggieland Service Station for ;99.35 The Superintendent was instructed to write Messrs. Chrestman, Brundidge, Fountain, Elliott and Bateman, stating that it was the Board's opinion that the A. and M. Consolidated School District was not liable for the premium on the bond of J. C. Carll during the past year as suf- • ficient release had been given the bonding company. On motion, Elbert Walker was elected for a period of one year to fill the vacancy of J. R. Badgett as shop teacher on the State Salary Aid Schedule. ■ On motion, the Board authorized the Superintendent to complete I arrangements for admitting the children from the Providence School Dis- trict and lowering the grade school tuition rate to $3.00 per month'. He was also instructed to complete arrangements to take the Negro students for the state apportionment if. the Providence District desired to send ■ them. • On motion, Luther Jones was authorized to engage C. E. Sandstedt for supervision`of the building program at a fee of $50.00 for the bus garage and bleachers, $50.00 for the Negro school, and $200 for the audi -. toriurm- gymnasium. , The Board instructed the Superintendent to list items that can be transferred to the Building Fund, but which have already been paid out of the Maintenance Fund. On motion, the Board authorized payment of •$600 for County for grading of football field. Mr. Leland reported to the Board that he planned to be absent during the month of August. Present; Leland, Breland, Gabbard, Jones, Yager, Allen, and Elms Absent; Gandy Minutes of the meeting of July 28th were read and approved. The Superintendent read and explained the proposed budget for the sohool year 1941 -42. Questions were brought up and answered concern- ing items in the budget. On motion the Board adopted the budget as pre- sented by the superintendent. . A report from the Equalization Board concerning their problems and their work was presented by Dr. Fred W. Jensen. On motion the School Board voted to extend their sincere appreciation for the efforts of the Equalization Board in their work in preparing the tax roll for the coming year. In this motion, it was recommended that at least two of the old members of the Equalization Board should be retained for the Doming year. Mr. F. W. Hensel appeared before the Board and requested per- mission to tie on to the school's sewer line, this being the only possible / way in which Mr. Hensel could get a sewer outlet for his new home. On motion, the Board granted permission to tie onto the school sewer line providing there was no opposition from the college and that g proper Dover- \ age was made by Mr. Hensel. On motion the Board instructed Mr. J. C. Carll to assess the REA lines of the City of Bryan and send them a tax notice to this effect. Mr. Jensen requested that a large, up -to -date map of the school distriot be obtained for the use of the next Equalization Board, saying that this is a necessity for the work that they are required to do. Mr. Breland gave a report from the Building Committee as to the progress in the building program. On motion, the Board approved the tax roll as presented by the tax assessor. On motion, the Board voted to employ Mrs.M. E. Park as a teacher in the elementary sohool on the State Aid Salary schedule and to pay Mr. ; M. E. Park a salary on the Rural Aid Salary schedule plus expenses to make the amount $1300 per year. On motion, the Board elected Mrs, Ruthia M. Bacon to teach in the colored elementary sohool upon the recommendation of the Superintendent. On motion, the School Board authorized the President and Secre- tary jointly to make notes for short time loans in favor of the school. Elms Absent: Gandy There was a discussion of the bids .which had been reoeived and. opened on the gymnasium- auditorium. As the bids were higher than the es- timate and the amount of money left in the Building Fund, various alterna- tives were discussed. Mr. Leland reported that the Howell Lumber Company had offered to finance any excess amount that the contract called for at 55 for five years. On motion, the Board requested the Building Committee to scale down the price in the contract as far as possible and determine means for financing any excess cost. i Mr. Leland called a Board meeting for the night of August 26th. The Board instructed the Superintendent to prepare a delinquent' tax roll. On motion the Chairman of the Board was asked to see Mr..ir. T. McDonald and to terminate the contract for collection of delinquent taxes if there is no positive assurance given that collection of these taxes will be carried to completion and to instruct Mr. Carll to contact delin- quent tax payers and impress the need for taxes and the School Board's determination to collect delinquent taxes. Further, the Chairman of the Board was asked to make provisions to turn the delinquent rolls over to a responsible lawyer or firm for suit. On motion the Board elected E. M. Cunningham as Vocational Ag- riculture teacher and principal of the Negro schools at a salary of $1350 per year with the provision that he reside in this district. On motion the Bed.elec'bed Mrs. A. The delinquent tax situation was discussed with Mr. Carll, the Tax Assessor - collector. On motion the Board requested the return of the delinquent tax roll by Mr. McDonald and a report on the letters he had written. • On motion the Board asked the Superintendent to contact Pritchard and Company of Fort Worth, Texas, to file suits for collection of delinquent taxes. On motion the Board adopted the State Aid Budget. On motion the Board agreed to accept in the budget an expense account of 011.00 per month for the Superintendent. Mr. Leland was authorized to go ahead with plans for having books for the current year audited. On motion Willie A. Tarrow was elected to fill the vacancy in the Colored School. On motion the Board authorized movement of the Washington Cha- pel School building by National Defense class with the provision that the expenses not exceed 0125.00. Meeting called to order by the chairman and Mrs. Reynolds presented Mrs. Lancaster who presented a petition asking that music be placed in the school on a full time basis through the High School. Various possibilities were dis- cussed for orchestra and public school music. Mrs. Reynolds presented a recommendation for concrete sidewalks and for a tennis court. A proposed plan drawn by Mr. McGinnis was discussed and left with the school board for their consideration. Mrs. Carter then made a showing of the pictures which were to be presented to the rooms who had the greatest attendance at the last Motherst Club meeting. All Committees then withdrew and the board went into its regular discussion. Minutes of last meeting were read and approved. The matter of purchasing land adjoining the negro schoolvas presented. Motion by Bonnen seconded by Jones that a committee be appointed by the chair to investigate the purchase of more land and make recommendations to the board. Jones and Breland were appointed. Letter from S. R. Wright concerning buying of sewerage pump to supplement the one now in operation was read. Motion by Brown seconded by Moseley for chair to appoint committee, to investigate. Motion carried. E. E. Brown, C. A. Bonnen, and Frank Brown appointed as committee. Br&land made a report on the school land adjoining the present negro sohool, stating that part of the land had been sold and the owner would not sell or traded Another piece about a block from the sohool could be seoured at a prise of $600.00. The committee asked for additional time for study Before making recdommendations to the board. Brown made a motion, seconded by Bonnen, that the property known as the circle entrance to the IIkh School be designated as part of the city street system for maintenance by the City. Motion oarriedo Supt. was instructed to write a letter of appreciation to the City Council for the help given by them in putting the entrance in good condition. A report was made by Bonnen on the sewerage pump owned by the city to the effect,that the pump was not worth buying. It was suggested that a new motor of the same type as the one now Iperating be purchased. The committee reoeommended that the present set up be continued until such time as more satisfactory arrangements can be made. A report was made by Brown on the toilet facilities for teachers in the Elementary sohool. Several suggestions were made and discussed pro and eon. Motion made by Jones seconded by Moseley that the matter be deferred until such time as adequate finances and workman were available. Motion carried. Motion was made by Brown seconded by Bonnen that the Supt. oontaet Mr. Saxon for the purpose of obtaining a second hand urinal and install the same in the boys rest room. Motion carried. Motion'made by Bonnen seconded by Allen that Mr. McGinnis be asked to mark the trees in the wooded area of the school ground to be pulled and that Burkhalter be contacted about pulling said trees. Motion by Bonnen seconded by Allen that the President, E. E. Brown and the Secretary, L. R. Hiokman be authorized to secure short time loans in the name of.the A & M Consolidated Ind. School Distriot. Motion carried. A letter to the parents from the Supt concerning oourses to be offered next year was read and disoussed then approved with minor ohanges. A letter from Mrs. Jack D. Hudson in which she stated that she would not be able to teach ###ii in the sohool for the coming year was read by the Supt. The election of the negro teachers was disoussed and then deferred to the next regular meeting. Motion i# by Moseley, seconded by Bonnen that the name of the negro school be changed and that the negro faoulty be requested to suggest a name or names for adoption by the board. Motion carried. 'ecre ary Minutes of Called Meeting Held May 21, 1946 Present: Brown, Hickman, Allen, Bonnen, Godbey, Moseley. Absents Carroll. The meeting was called to order by the chairman and the matter of use of buses for outside trips was disoussed. Motion by Allen seconded by Bonnen that Brown and Hickman serve as a bus oomrdttee to assist the Supt. in deciding whether the bus should be used when requested for speoial trips. Motion carried. The question of trade in land value with Bryan was disoussed and it was agreed for brown to proceed with whtrtever gains he might make with the Bryan committee. Brown•reported on the termite condition which had been checked by Dr. Little who stated the damage to be slight and suggested means of control. The Supt. was instructed to proceed with the suggestions made. Godbey made report for oommittee an applications for superintendent and re000mmended Mr. A. M. Whitis, John C. Rogers Jr., and A. W. Akridge in the order named. Motion by Allen that Mr. A. M. Whitis be selected for Supt. to begin his tenure August 1, I946 with a one year contract at a salary of *3600.00 was seconded by Bonnen and parried by a unanimous vote. Letter from Lloyd Smith, City Manager of City of College Station, Bill the school for $1049.98 in a � payment of street and entrance improvements about the school was read. The meeting was called to order by the chairman and the minutes of the last meetinc were read and approTed. Br &land made a report on the school land adjoini„g the present negro school, stating that part of the land had been sold end the owner would not sell or trade. Another piece about a block from the sohool could be secured at a price of $600.00. The committee asked for additional time for study Before making reodommendations to the board. Brown made a motion, seconded by Bonnen, that the property known as the circle entrance to the IIk h School be designated as part of the city street system for maintenance by the City. Motion carried. Supt. was instructed to write a letter of appreciation to the City Council for the help giTen by them in putting the entrance in good condition. A report was made by Bonnen on the sewerage pump owned by the city to the effeot.that the pump was not worth buying. It was suggested that a new motor of the same type as the one now Iperating be purchased. The committee receommended that the present set up be continued until such time as more satisfactory arrangements can be made. A report was made by Brown on the toilet facilities for teachers in the Elementary school. SeTeral suggestions were made and discussed pro and eon. Motion made by Jones seconded by Moseley that the matter be deferred until such time as adequate finances and workman were aTailable. Motion carried.
