These excavations are required by the Texas Antiquities Code for the preservation and protection of cultural resources. The enclosed cost estimate for the Carter site excavations is based on a maximum of four days field time plus 12 days preparation of the report L required by the Texas Antiquities Committee. The TAMU Anthropology Club will provide free labor and the TAMU Archeological Research Laboratory will provide a vehicle and equipment use at no charge. Box 9960 College Station, Texas 77841 Re: Richard Carter Park Development Dear Mr. Beachy: (h Thank you for meeting yesterday with Ms. Shawn Carlson and me at the Richard Carter Site. I hope you felt the meeting was constructive and informative. Based on my observations and our conversation, the Committee agrees that Ms. Carlson's proposal is adequate and the scope of work is viewed as a minimal requirement considering the importance of this historic site and the amount of development planned by the city. Alterations to Ms. Carlson's plan could be devised, as we did yesterday, but ultimately I believe the overall scope of work and probably your costs will remain close to the estimates Ms. Carlson has given you. Ms. Carlson's current proposal could be altered to concentrate archeological testing outside of previously surveyed and tested areas, but that plan would limit information collection within the main cabin complex area and not necessarily cut your costs. You would achieve more generalized information about sensitive zones over a larger area of the proposed park, but you would give up more detailed information on the main cabin complex, which could be helpful in providing archeological data for your interpretive center. The fact that your office is willing to modify your development plans to avoid major impact to sensitive areas is quite helpful and will, no doubt, avoid the need for mitigative archeological excavations, thus saving the city money. But, there is really no way to cut back on needed test excavations prior to development. Low P.O. ARCHEOLOGICAL STUDY FOR RICHARD CARTER PARK I have been informed by Mr. Mark Denton of the Texas Antiquities Committee that further archeological work is required at Richard Carter Park prior to any development occurring. I met with Mr. Denton and Ms. Shawn Carlson, Archeologist with TAMU, at the site on October 1, 1985 to determine the extent of this additional work. I have enclosed copies of letters from both Mr. Denton and Ms.Carlson for your study. The total cost of the work by Ms. Carlson and her staff is presented at $4,144.61, A detailed cost estimate is enclosed with her letter. Funding would be from the 1984 Bond (Neighborhood Park Development) that is being used to develop the park. I have also enclosed a copy of the archeology permit issued by the State to Ms. Carlson for this work. I regret the delay in forwarding this information to you for consideration. Hutchins Bryan, Texas Dear Norma, . ince T will not be able to attend the N07. 1 - 1e , ,-;';in-J . information is being sent to you which you may dish to disperse to members attending in either a capsule form or perhaps simply by reading. * * * On Monday August 30, after several attempts to doihad failed, former Arts Council president Jane Wolfe, Bill Koehler, College Station engineer, Louis Dulaney, retired College Station engineer, Alfred Miller, long -time city employee and myself went to the approximate site of the Richard Carter Cemetery. The eight to eleven headstones and iron fence marking the old emetery disappeared a few years ago and have not as yet been re- ,overed. Dulaney and Miller had become quite familiar with the Carter land, much of which has been turned into housing subdivisions in the past, few years. The remaining developed land is owned by Tenneco Realty Inc. of Houston. An old wel is sill easy to locate and because of obvious hazards was choked many years ago. Both Miller and Dulaney recalled land characteristics nearby the cemetery and our small group began searching for some of those qualities. After investigating several spots it was agreed that the most likely but still not definite spot was a dense area near a big oak tree with a bent oak close by. Both men agreed that it is particularly difficult to find the cemetery because of grass, shrubs and tree encroachment, and with no special markings the cemetery plot seems similar to the land around it. For more specific identification both men suggested talking with either Steve Dominik who works at Lone Star Gas or Albin Dominik, a Bryan Police Department detective. Both men spent their boyhoods ^n the land and Dulaney believes that Steve Dominik especially might able to walk right to the cemetery site. The location of the cemetery as a project would be an appropriate undertaking for CHP, I believe, in that a bit of local history would be preserved, it ;could expand CHP interests to include :ollege Station which certainly does not have the wealth of building and sites of local historical significance that Bryan has and it would enable CHP to work with a major realty company that could conceivably capitalize on the significance of some- thing they now own as well as appreciat`g efforts by CHP. Koehler, with City Manager North Bardell's permission, has volunteered city equipment for use in definite establishment of the cemetery site. The actual process involved would be the scraping off of the then layer of top soil at the grave site by a maintainer. Another piece of equipment could then allow a photographer to be placed many feet off of the ground to take pictures of the site in a bird's -eye view. By this method the outlines of the graves are visible because of disturbing the soil for burial even a hundred years ago and can readily be detected. Since the graves are at least that age or older the site could qualify for special attention with some sort of marker. A couple of additional thoughts on adopting the cemetery locating as.a CHP project. 4 ' ,„ First, I am assured that the Dominik brothers would welcome'an investigation and would cooperate in supplying any information they may have. Second, the city of College Station would welcome such a project and would be most cooperative in any way possible. Third, and perhaps of vast help at this point, is that Dr. and Mrs. Wendell handmann have slides taken by their sons of how the cemetery looked before the markings disappeared. Fourth, it may not help a great deal but a copy of Richard Carter's • will is available which is at least of relative interest. I hope this will provide adequate information.
