1. TML LEGISLATIVE MEETING
We have made reservations for each member of the City Council to
attend the TI"IL Legislative meeting on February 2nd. We have made
hotel reservations in the Marriott Hotel for the evening of
February lst. This is the same hotel in which the meeting will be
held. I recognize that a couple of you were tentative on your
ability to make this meeting. Should you find out that you
definitely will not be able to attend please let us know so we can
cancel the reservations. Fred Brown has offered to transport
everyone to Austin and back in his "bus ". I would suggest to you
that we leave at approximately 3:30 p.m. on Sunday afternoon. If
we plan to leave later than that I think we will have to make a
late guarantee on the hotel rooms. We will follow up with you
later to finalize the travel arrangements.
2. MEETING OF THE AD HOC COMMITTEE ON ECONOMIC DEVELOPMENT
I think all of you are aware that a committee has been formed to
further study the feasibility of consolidating the economic
development activities of the cities of Bryan and College Station
and the Brazos County Industrial Foundation. That committee met
for the first time last week at the Chamber of Commerce offices.
Mayor Ringer and I serve on that committee along with the Chairman
of the City of College Station Economic Development Foundation.
The first meeting was held and it was primarily an organizational
meeting to determine when the committee will meet and where it
will meet. As the committee begins to discuss more substantive
issues I will try to keep you abreast of the progress through this
Council memo.
3. SOCIAL SERVICES FUNDING COMMITTEE
I have previously discussed with the Council the concept of
developing a Social Services Funding Committee. As you know the
federal and state sources of funds for social service activities
are drying up. I anticipate that more and more requests will be
coming to the local agencies for funding. I think this will place
a tremendous burden on the City Council at budget time if you
don't establish some mechanism for handling it. I have previously
suggested that you establish a fixed amount of money each year
that will go to social services funding and to then appoint a
committee to hold hearings with the agencies to determine how to

disseminate that money. That activity, budget requests, will be
beginning soon and I wanted to remind the Council of the possible
problems you might encounter.
4. COUNCIL BUDGET RECOMMENDATIONS
I took notes at last Thursday's Council meeting on the issues that
the City Council identified during the preliminary budget
recommendations agenda item. I have put that in the form of a
memo to all department heads and I am including a copy of that
memo with this memo for your review. If this memo does not
mention something that you would like to see considered in the
upcoming budget then please bring it to my attention as soon as
possible. If the memo does not correctly state your
recommendation from last Wednesday then please bring that to my
attention so I can correct it.
5. BUY LOCAL POLICY
I recently read a newspaper clipping from the Denison Herald
newspaper. This newspaper clipping was about the travails of the
Denison, Texas City Council as they attempted to implement a "buy
local" policy in their purchasing procedures. I am including a
copy of this newspaper clipping for your information. I thought
that you might find it interesting to see that your counterparts
in other cities around the state are struggling with some of the
same difficult issues as you are here in College Station.
6. CAPITAL IMPROVEMENTS PROJECT REPORT
Included with the memo is a copy of the latest Capital
Improvements Program Quarterly Report. This report is a
comprehensive restatement of all of the cities current capital
projects. The report also indicates the status of each of those
projects.
7. HUMANA HOSPITAL OPENING
I attended a meeting at Humana Hospital last week where we were
briefed on the tentative preliminary plans for the opening of
Humana's new building in College Station. They have scheduled the
public dedication of the new facility on April 8th and are
planning to transfer patients to the hospital on April 18th. At
that point they will be fully operational at their new building in
College Station. Recently there have been several meetings
between city officials and Humana officials to coordinate a number
of different activities. There will undoubtedly be some snags
between now and the opening but we have a good open cooperating
spirit between their people and ours. I don't foresee any major
problems and we will work the small ones out.

8. ELECTRIC BILL COMPLAINTS
The Utility Billing Office has received several complaints over
the last couple of weeks from apartment dwellers in College
Station. I have also been informed that several Council members
have received calls complaining about high bills during December
and January. Linda Piwonka, Utility Billing Office Manager,
informs me that this phenomena occurs at this time almost every
year. She says that the students leave during the Christmas
holidays and leave the heat turned on with the thermostat turned
down to 55 or 60. This is done to prevent the pipes from bursting
in the case of a hard freeze. As a result the heaters run for
long periods of time when the temperatures get down. Since almost
all of the apartments are equipped with electric resistance
heating we have a large amount of electricity consumed by these
apartment units while the students are gone. They return
anticipating very low bills and find instead a rather high bill.
Linda Piwonka has offered to meet with the apartment managers and
residents of the apartment complexes to discuss their concerns.
To date, no one has arranged a meeting with Ms. Piwonka.
9. LIBRARY OPENING
Just another reminder that the grand opening of the College
Station Library is scheduled for February 1 from 2:00 p.m. until
4:00 p.m. This opening will be held at the site of the library in
the Shiloh Place Shopping Center. Numerous invitations are being
sent out. I anticipate that there will be a large crowd for that
opening provided the weather is good.
10. PUBLIC OFFICIAL LIABILITY INSURANCE
Steve Beachy, Director of Parks and Recreation, recently received
an inquiry from a member of the Parks and Recreation Board as to
whether or not they were covered by the City's Public Official
Liability Insurance Policy. I have sent this request to Glenn
Schroeder and asked him to review the policies and respond. Of
course, we don't have any Public Official Liability Policy at this
time, but, when we do get a policy we anticipate that it will
specifically cover all members of all commissions and committees.
Glenn also points out that these individuals and groups are also
covered for exposures that may be covered under the City's General
Liability Policies. A copy of Glenn's memo is included with this
memo for your information.
11. COUNTY TAX COLLECTION EXPENSES
As you know we have transferred the responsibility for collection
of advalorem taxes to the county. When Buddy Winn appeared before
the City Council he told you that there would be no costs
associated with the county collecting our taxes. Subsequent to

that meeting we have received a letter from Mr. Winn indicating
that he had forgotten to mention a $1,700 charge for the
conversion of the City's computer tape. He has now sent that bill
and asked us to pay it. Glenn Schroeder has sent him a letter
back with the Council minutes indicating that Mr. Winn said there
would be no cost to the City. We may very well end up having to
pay that charge but we are going to wait and see what happens.
12. TRAFFIC SIGNAL AT FM 2818 AND FM 2347
We have received notice from the State Department of Highways and
Public Transportation that they intend to install a traffic signal
at the above mentioned intersection. Currently this intersection
is controlled by stop signs. I simply wanted to bring that to
your attention for your information.

SUBJECT: Council Budget Recommendations
At Wednesday's Council meeting I had an item on the agenda
for the City Council to give the staff some preliminary input on
their budget priorities for the 1988 fiscal year. Following is a
listing of those items mentioned by the City Council that they
would like to see addressed in the coming fiscal year.
1. A general consensus was stressed by the City Council
that we should maintain our emphasis on street repairs
and street maintenance at its current level.
2. Councilman Jimmy Bond indicated that the completion of
Dartmouth Street through to the east by -pass overpass
was a high priority to him. I explained that this would
be funded through the Capital Improvements Program if
funds were available. He indicated that he wanted this
program funded if it necessitated taking funds from the
General Fund.
3. Mayor Larry Ringer indicated that he would like for the
staff to review user fees and permit fees and to raise
these feeogliknecessary to get thus cios.er to paying , for
the cost of the services. Councilman Bond indicated
that he did not favor the use of user fees and was more
inclined to fund programs out of General Tax Revenues.
4. Councilman Dick Haddox indicated that he would like to
see a major event or facility in College Station that
would serve to attract tourism and visitors to College
Station.
5. Councilman Tongco indicated that she would like to see
the implementation of the Data Processing Study recom-
mendations in the budget for fiscal year 1988.

RE: Denison Bid Policy
I spoke with Larry Evans, City Attorney for the City of
Denison. He is an attorney in private practice. The City of
Denison is one of his clients. He told me that the Council did
not pass a policy giving preference to local bidders. The Coun-
cil did look at the possibility of altering bid specifications in
order to give some preference to local bidders. No specifics
could be agreed upon and the Council began to be concerned that
there would be "pitfalls" to giving local bidders an advantage.
He concluded that the only policy in Denison is to award con-
tracts to the lowest responsible bidder.

Dear Cindy:
Just a few lines to follow up on our telephone conversation.
Our vendor, Bob Shephard, is at least two weeks late
delivering the remainder of the library furnishings. His 120
days was about 17 weeks from Aug. 28 which ended about Dec.
.26. He is monitoring the factory progress every day, and
calls if he has any word as to when it will leave
Pennsylvania. I talked with him Monday and Wednesday, and
the news is still the same - - -- sometime around the 16th he
expects it to leave via truck transport for texas.
On Monday, 17th, the rest of the paperback shelving and the
other components for the check out desk are to be installed,
along with some other minor adjustments to the shelving. I
expect. by Tuesday that all that will be accomplished.
I talked with David Alexander about weatherstripping for the
hack doors, and he agreed he would tend to that. 1 called
his office today because the staff was unable to make the
heating unit in the office work. His office staff said they
would give him the message. We had only t-tsed the other two
systems prior to yesterday. I'm sure he will have a
solution. He also said they would put out some rat poison in
the attic that would drive out any rats, mice, etc. I killed
a very small mouse about _. weeks ago - -it was moving along the
wall next to the front door. I have seen no bugs at this
time, but we will monitor the situation.
We have lust finished shelving another 20 boxes of books,
bringing the total now to 7,694 books as of today. That
includes 2,413 new and/or donated books; 2805 non fiction on
1 oan from Bryan; 1304 adult fiction on loan; and 1 172
iuveni 1 e books on loan--it looks impressive. We continue to
add to the on loan collection daily.
We have hired the part t i m e servi ce worker. Her name is
Brenda Fields, and she went to worI- :: this Monday. She is
learning to shelve books, and has been helpful in moving
boxes of hooks around in the branch, as well as moving books
around here at the library. We will be cleaning in the
bathrooms at the branch, as we have been using them, and she
w i l l be learning how the vacuum worI. : :s as the week progresses.
A security alarm devise, battery powered, has been installed
on the e x i t door near the bathrooms. I t is like the one we
have here on our second floor that leads to the descending
fire escape.

I am responding to your inquiry concerning liability coverages for
members of the city's different appointed commission, boards, and committees.
Those members would be covered by the Public Official Liability policy as
the named insured in the bid document is "the City of College Station and
its Mayor, Council and employees and members of commissions, committees,
and organizations of the City, all volunteers and members of volunteer
organizations while acting in behalf of the City of College Station."
We have also specifically listed fourteen boards and commissions when
completing the applications for this type of coverage. These individuals
and groups are also covered for exposures that may be covered under general
liability since the named insured is the same. Previous general
liability policies have included these boards and commissions by endorsement.

Attached for your file is a copy of the Authorization For Traffic Signals
which provides for the installation of a fully actuated traffic signal
with safety lighting at the intersection of FM 2818 and FM 2154 in the
City of College Station. This signal installation has been approved for
funding by the 1987 Federal Safety Improvement Program. However, since
Congress has not currently passed a Federal Budget, this project remains
unfunded. Our office will proceed with the development of contract plans
with the assumption that funds will soon become available. We are project-
ing a September, 1987 letting date for this project. Plan development of
the signal will be coordinated with Mr. John Black.

Dear Mr. Cole:
On January 15, our school experienced what was thought to be
a fire in the attic above the cafeteria kitchen. In reality, it
was a false alarm.
Nevertheless, I felt I should inform you of the quick and
efficient response by the fire department. Both a fire truck and
ambulance were dispatched to the school. The children were still in
the process of being evacuated as the truck arrived.
We in College Station are grateful to have a fire department
which responds so quickly and effectively.

Dear Sir,
On behalf of the Channel 3 News Department I would like to
thank Sgt. Gary Norton for his assistance in disseminating
information during the investigation into the murder at Julie's
Place Restaurant. Sgt. Norton handled his responsibilities
professionally and was conscientious about making himself
available to answer press questions.
Murder investigations are difficult for everyone involved. Sgt.
Norton made the job a little easier by providing sufficient
information to media representatives, thus allowing the
detectives to continue their work without interruption.
Coordination between those investigating the murder and Sgt.
Norton was impressive. Without the detectives feeding
information to Norton, he would have been unable to answer
our questions. As it was, the only information he would not
release were those details witheld to help pinpoint the criminal.
Again, I would like to thank you for the cooperation shown
during this investigation.
