Call to Order and Announce a Quorum is Present With a quorum present, the Special Meeting of the Citizens' Charter Review Commission was called to order by Chair Lynn McIlhaney at 4:03 p.m. on Wednesday, July 27, 2011 in the City Council Chambers of the City of College Station City Hall, 1 101 Texas Avenue, College Station, Texas 77842. 2. Presentation discussion and possible action on direction received from the City Council at their July 25, 2011 Regular Meeting as it relates to possible charter amendments for November 8, 2011 election. MOTION: Upon a motion made by Commissioner Ellison and a second by Commissioner Gendron, the Commission voted five (5) for and none (0) opposed, to recommend to the Council a charter amendment election on November 8, 2011 to change the three -year terms to four -year staggered terms, with term limits of eight years, in May of odd- numbered years. The motion carried unanimously. Staff was directed to draft ballot language for the Commission's consideration at the August 3 meeting. SM072711 Minutes Page I The Commission will hold a Public Hearing regarding this recommendation to Council on August 3. 3. Presentation, discussion and possible_ action on Article 10, Initiative, Referendum and Recall, within the City Charter. Commission consensus was that the election date /terms are the most critical to deal with, and they should focus on that issue for 2011. The Commission would continue to work toward completion of their charge and prepare for charter amendments in 2013. MOTION: Upon a motion made by Commissioner Ellison and a second by Commissioner Gendron, the Commission voted five (5) for and none (0) opposed, to not provide a charter amendment on recall at this time. The motion carried unanimously. Chair Mellhaney and Commissioner Bochner will draft the rationale to provide to the Council. 4. Adiournment MOTION: Upon a motion made by Commissioner Childers and a second by Commissioner Bochner, the Commission voted five (5) for and none (0) opposed, to adjourn the Special Meeting of the Citizens Charter Review Advisory Commission at 5:01 p.m. on Wednesday, July 27, 2011.
