Call to Order and Announce a Ouorum is Present With a quorum present, the Citizens' Charter Review Commission was called to order by Chair Lynn Mcllhaney at 4:00 p.m. on Wednesday, July 6, 2011 in the City Council Chambers of the City of College Station City Hail, 1101 Texas Avenue, College Station, Texas 77842. 2. Hear Visitors There were no citizen. comments. 3. Presentation, discussion and possible action on minutes for June 1 20_11 Regular Meeting. MOTION: Upon a motion made by Commissioner Bochner and a second by Commissioner Greer, the Commission voted seven (7) for and none (0) opposed, with Commissioner Childers absent from the room, to approve the June 15, 2011 Regular Meeting minutes. The motion carried unanimously. RM070611 Minutes Page 1 4. Presentation, discussion and possible action on Article 9, Nominations and Elections, within the City Charter. MOTION: Upon a motion made by Commissioner Prewitt and a second by Commissioner Childers, the Commission voted eight (8) for and none (0) opposed, to direct the City Attorney to draft new language for Section 82 for the Commission's review at the next meeting. The motion carried unanimously. MOTION: Upon a motion made by Commissioner Childers and a second by Commissioner Bochner, the Commission voted eight (8) for and none (0) opposed, to accept the changes as proposed by the City Attorney and City Secretary for Sections 77, 78, 79, 80, 81 and 118, and to move Section 17(d) language to Section 82. The motion carried unanimously. 5. Presentation, discussion and possible action regarding proposed language for Article III The City Council, Section 21 Vacancies. MOTION: Upon a motion made by Commissioner Ellison and a second by Commissioner Childers, the Commission voted eight (8) for and none (0) opposed, to accept the changes proposed by the City Secretary for Section 21. The motion carried unanimously. 6. Presentation, discussion and possible action regarding proposed language for Article XII General Provisions, Section 117, Relatives of Officers Shall Not be Appointed or Employed. No changes were made to this section. 7. Presentation, discussion and possible action on Article 3,_ The City Council, within the City Charter to address issues including, but not limited to, length of terms, term limits, and residency place systems. MOTION: Upon a motion made by Commissioner Ellison and a second by Commissioner Childers, the Commission voted eight (8) for and none (0) opposed, to add "in accordance with Section 36 of this charter" to Section 24, and amended to change Section 26 language from "if it deems it advisable" to "upon the advice of the City Manager ". The motion carried unanimously. MOTION: Upon a motion made by Commissioner Prewitt and a second by Commissioner Ellison, the Commission voted eight (8) for and none (0) opposed, to postpone discussion on length of terms, term limits and residency place systems until after the Council has been briefed on legislative changes. The motion carried unanimously. 8. Presentation, discussion and possible action on the attached Plan of Work, any items on the Plan of work and possible criteria to be used in order to add items to the Plan of Work. There was no action on the Plan of Work. 9. Discussion and possible action on future agenda items. Future agenda items included: RM070611 Minutes Page 2 Discussion on August meeting dates Discussion on when the charter amendment election may occur and the timeline necessary. 14. Adiournment MOTION: Upon a motion made by Commissioner Prewitt and a second by Commissioner Greer, the Commission voted eight (S) for and none (0) opposed, to adjourn the Regular Meeting of the Citizens Charter Review Advisory Commission at 5:34 p.m. on Wednesday, July 6, 2011.
