PARKS AND RECREATION ADVISORY BOARD AGENDA

Council Present:
None
1. Call meeting to order and consider absence requests. With a quorum present,
the Parks and Recreation Advisory Board was called to order on Tuesday, November
12, 2024 @ 6:00 p.m. Thomas Marty, Don Hellriegel and Anthony Branch were
excused.
2. Hear visitors. Neo Jang spoke about Spring Creek Trails.
3. Informational Items
3.1 Presentation and discussion by the Director of Parks and Recreation on
matters pertaining to the Board. 156 volunteers helped plant 151 trees at Lick
Creek & Bee Creek Park. A Culvert will be installed at the southern crossing of
Butterfly Alley, along with excavating a drainage channel to run parallel to the trail
along with riprap. Kelsey gave an update on 2022 Bond Park Projects and Christmas
in the Park, she also spoke about Michael Isermann, Assistant Director and Cheletia
Johnson, Lincoln Center Supervisor retiring at the end of the year, also we have
added a new Volunteer & Community Engagement Coordinator.
3.2 Presentation and discussion on Parks and Recreation Department Purpose
Statement. This item has been tabled.
4. Regular Agenda
4.1 Presentation, discussion, and possible action on the approval of minutes
from the previous meeting. Upon a motion made by David Scott and a second
by John Polasek, the Parks and Recreation Advisory Board voted six (6) for and none
(0) opposed to approve the minutes as written. The motion passed unanimously.
4.2 Presentation, discussion, and possible action regarding dedication of
Additional parkland for approximately 5.447 acres within the Preliminary
Plan Of Midtown Reserve & Midtown City Center Subdivision on
approximately 272 acres, generally located east of the Medical District,
between Rock Prairie Road and Midtown Drive. Case # PP2024-000010. Upon
a motion made by David Higdon and a second by David Scott, the Parks and
Recreation
Advisory Board voted six (6) for and none (0) opposed to recommend this
Dedication to P&Z as presented.
4.3 Presentation, discussion, and possible action regarding off-street shared
use paths including the proposed Spring Creek trail. Jason Schubert, Planning
and Development Services stated that staff has begun the process to re-write the
Bicycle, Pedestrian, and Greenways Maser Plan as the Active Transportation Master
Plan with an anticipated adoption in Fall 2025. Currently there are 40.6 miles of
shared use paths constructed. Jason went over the Adopted Bicycle Plan, Unfunded
project prioritization Methodology, Spatial Analyst Model and future plans for Spring
Creek Trail. This was informational and no action was taken.
4.4 Presentation, discussion, and possible action regarding the December Parks
and Recreation Board meeting. Upon a motion made by David Scott and a
second by John Polasek, the Parks and Recreation Advisory Board voted six (6)
for and none (0) opposed to cancel the December meeting.
5. Discussion and possible action on future agenda items. Baseball fields
6. Items of Community Interest. December 12th residential tree giveaway @ VPAC
7. Adjourn. Upon a motion made by David Scott and a second by John Polasek, the
Parks and Recreation Advisory Board voted six (6) for and none (0) opposed to
adjourn the meeting 7:13 p.m. The motion carried unanimously.
