Oris M. Holt was a retired professor of Agriculture Education at Texas A&M before becoming mayor. He had already served four years on the City Council, earned advanced degrees in school
administration and had gained experience in school supervision in the State Department of Education. Holt ran on a platform that included plans for completion of the University Drive
and County Road extensions, construction of a City Hall, police and fire headquarters and an upgrade to the sewer system. Mayor Holt’s term: • Revision of City’s Charter • Beginning
of city’s movement to establish their own utilities 1974 Oris M. Holt 1976 • Motel Room Tax instituted • 1975 -Capital Improvements Committee formed • New commercial and industrial developments
