As the first state institution of higher education, it was inaugurated in 1876 and was located four miles south of the City of Bryan amid sparsely settled farmlands. Because of the school's isolation, school administrators provided facilities on its campus for those who were associated with the college. The campus became the focal point of the community and its development. The area was designated "College Station, Texas" by the Postal Service in 1877. The name was derived from the train station located to the west of the campus. The integration of the community and the college influenced the development and future of the municipality. College Station wasyineorporated in 1938, when the University had grown to the point that school officials could no longer furnish the necessary facilities for those who lived on campus. During the 1940's and 1950's, municipal amenities began to be developed for residents. The 1960's was a period of rapid expansion in the City as female students began to be admitted to the University. f One of the City's primary goals has been the emphasis of municipal planning and the incorporation of self- sufficiency. The City continues to welcome commercial development and industry to improve the City's tax base. r College Station residents are able to enjoy a high quality of life because of the foresight and planning of its early leaders. College Station, TX 77842 764 -3516 City Secretary 764 -3541 Administrator for municipal elections; local registrar for vital statistics and responsible for city records including council minutes, ordinances, resolutions, birth and death certificates and cemetery files. Government Incorporated in 1938, College Station is a home -rule city and operates under the council- manager form of government. The mayor and six council members are elected at -large by place, in city -wide elections; terms of office run for two years and are staggered. Meetings The City Council meets on the 2nd and 4th Thursday at 7 p.m. in the College Station City Hall. Usually a workshop meeting is held at 4 p.m. on the preceding Wednesday. Council meetings are open to the public. In addition to these regularly scheduled meetings, special meetings may be held after notice of such meeting is properly posted and publicized. Citizen Committees The following citizen committees are appointed by the City Couricil. For information concern- ing the activities of these committees and how to become a member, call 764-3541. 1 City of College Station 4 Citizen's Handbook • Cemetery Committee - Advise the City Council regarding policies relating to the city owned and operated cemetery. • Community Appearance Committee - To advise the city and to promote a better community appearance. • Electrical Examining Board - The board reviews applications for electrical licenses. • Historic Preservation Committee - Aid in the collection and preservation of history of the City of College Station and to provide for a historical education of the city for citizens. • Parks & Recreation Board - Advise and recommend to the City Council on matters concerning the establishment, maintenance, and operation of parks within the city. The board also appoints the Lincoln Center Advisory Committee and the Conference Center Advisory Committee. A Teen Center Advisory Committee, made up of teenage members, is appointed by the Conference Center Advisory Committee. • Joint Relief Funding Review Committee - Members appointed from both cities to review and recommend level of funding for outside agencies by the cities. a i- • Community Development Loan Committee - Review applications from citizens applying for Community Development Block Grants for low income housing. • Joint Easterwood Airport Zoning Board - Recommend to the City Council the boundaries of the various zones to be established and regulations to be adopted therefore in order to protect flight zones designated to Easterwood Airport. • Planning & Zoning Co mtmisslon - Serves as a review board to recommend changes in the zoning or to the City Council. • Zoning Board of Adjustments - Hears and decides on appeals where it is alleged there is error in any order, requirement, decision, interpretation or determination made by the Zoning Official. • Construction Board of Adjustments and Appeals - Hears appeals of decisions and interpretations of the Building official and considers variances to the terms of the Technical Codes. Copies of the zoning ordinance and zoning map are available from City Hall at printing cost. Any subdivision of land must be approved by the city according to Subdivision Regulations. City of College Station 8 — I -- Citizen's Handbook Building Inspections 764 -3741 The Building Inspection Division is responsible for protecting the lives, health and welfare of the public as it relates to the building environment. They provide assistance in building design and construction to the home owner, builder, architect and engineer to assure that protection. • Building permits are required for construction other than ordinary minor repairs. Minor repairs include repainting, reroofing (up to 25 %) and the replacement of single items like windows and doors. For information, call 764 -3741. Community Development Administrator 764 -3778 Community Development is responsible for administering programs that will provide "decent housing, suitable living environments and expanded economic opportunities, principally for persons of low and moderate income." Their mission is to prevent Toss of fife and resources from natural and man -made disasters and emergencies. Budget, planning, and policy development are the primary responsibilities of Fire Administra- tion. Reactive Services Unexpected emergencies such as fires, rescues, and emergency medical incidents are handled by skilled, well- trained crews supplied with state -of -the art and apparatus. They also have a strong commitment to the preparation of residents in dealing with the emergency until professional help arrives. Use the 911 number for this type of emergencies. Proactive Services Fire prevention activities include public education in such areas as emergency medical care, CPR, fire extinguisher use, home fire safety, and proper use of the 911 emergency telephone number. Residents and businesses also receive public education, information, fire code compliance, fire inspection, arson investigation, and explosives mitigation as a result of fire prevention activities. Residential fire safety surveys are conducted upon request. For this type of service, call the non - emergency telephone number listed above during the regular business hours, Monday through Friday, between 8 a.m. and 5 p.m. Tours Tours for groups or individuals may be given between 8 a.m. and 7 p.m. daily. For advance arrangements, call Central Fire Station at 764 -3700. Fire Suppression This division is responsible for all fire and rescue calls within the city as well as Texas A &M. Other services include response to automobile accidents, aircraft emergencies and hazard- ous materials incidents. City of College Station 10 Citizen's Handbook Fire PreveMlon This division offers fire prevention and investigation services to College Station residents and businesses. These services include code enforcement, business inspections, residential inspections upon request, public education programs, fire and arson investigations along with calls involving explosives. Training The training division is responsible for program development for in -house training, and arranging for specialized training and public education programs. Emergency Medical Services The Emergency Medical Services division offers advanced life support emergency ambulance services, as well as a variety of public education programs. College Station, TX 77842 764-3683 City Judge 764 -3649 The Municipal Court is the judicial branch of the city and handles all Class C misdemeanors, which include traffic and parking violations, assault, theft under $20, public intoxication, violations of city ordinances and stray animal cases. The Court also handles all Texas Alcoholic Beverage Commission (TABC) Class C violations. Trials There are two types of trials. One by the judge alone and one by a jury of six citizens. You may choose either. If you do not wish to have a trial by jury, please notify the court in writing as soon as you make that decision. Procedures Before Trial Before any case can be considered by the Court, the defendant must inform the Court of his/ her plea. There are three pleas to a complaint: -"Guilty", if you violated the law as charged in the complaint. - "Nolo contendere" (no contest), 11 you violated the law as charged in the complaint but do not want the judgment to be used in a civil suit. (A civil suit arises if someone sues you for damages suffered in this incident.) - "Not guilty", if you did not violate the law as charged. Conviction is punishable by fine only. Kids Klub The Kids Klub is an after school recreation/enrichment program for elementary and middle school students in College Station. Hours of operation are from 3:15 to 5:45 each day that ti school is in session. The program operates at each elementary school and at the Middle School Campus. Call 764-3486 for more information. Shenanigans Teen Center Located adjacent to the Conference Center, the Teen Center is operated by Conference Center Staff. Students in grades 5, 6, 7, and 8 in College Station are eligible for membership. Call 764-3720 for information. Lincoln Recreation Center The College Station Lincoln Recreation Center, located at 1000 Eleanor St., has many recreational programs designed to provide a wide variety of quality leisure activities for all age groups. All instructional programs operate on a seasonal basis. Call 764-3779 for information. City of College Station 13 Citizen's Handbook City Cemetery Since 1948, the city has owned and maintained the College Station City Cemetery on Texas Avenue. Also included in this property is a tract of land used for burial since before 1870. For information on the purchase of property in the cemetery, call the Cemetery Sexton at 764- 3738. The use of artificial flowers and planting of shrubs, flowers and trees at the discretion of space owners is prohibited by ordinance No. 1864. For information on the Memorial Fund, call 764 - 3738.E Park Usage Rentals Picnic pavilions and athletic fields may be rented at the Parks and Recreation Department. All reservations are made on a first come first serve basis from this office and payment must be made before the time of the reservation. Park Rules • Advertising in city parks is prohibited. ,, • Park curfew for all parks: 1 a.m. - 5 a.m. • Dogs must be on leashes at all times. • All wildlife in city parks is protected. • It is unlawful to litter in city parks. • • It is unlawful to cut or destroy vegetation. • All vehicles must park in designated areas. • It is unlawful to swim in park ponds. • All firearms and airguns are prohibited. • All vendors must have an approved permit. Other activities include accident investigations, school crossing protection and major event coordination. 764 -3600 Criminal Investigation Division is responsible for follow -up investigations of narcotics, juvenile services and criminal incident reports. 764 -3616 Services Bureau 764 -3605 The Technical Services Division is responsible for providing special support functions within the Police Department, such as record keeping, property''andd evidence control, and maintenance of vehicles. 764 -3636 The Special Services Division is concerned with education, training and public relations. It consists of crime prevention, recruitment and training, tours and community relations activi- ties. Crime Prevention 764 -3611 Recruiting and Training 764 -3611 Animal Control 764 -3600 The City requires all dogs and cats to be licensed and physically restrained at all times. Licenses may be obtained through your local veterinarian for $5 or the Brazos Animal Shelter for $7.50. Fees are subject to change and are set by the Animal Shelter. Animal Control picks up stray animals and delivers them to the Animal Shelter where they will be held for 72 hours before being adopted or euthanized. To report stray animals or a case of abuse, call the College Station Police Department at 764 -3600. If your pet is missing, you should call the Animal Shelter at 775 -5755 or go by 2207 Finfeather Road, Bryan. City of College Station 17 Citizen's Handbook Public Services Department P. 0. College Station, TX 77842 764 -3690 Director 764 -3690 The Public Services Department is responsible for sanitation services, streets, traffic signs and markings, fleet services, and drainage maintenance. Sanitation Household Garbage The city provides curbside pickup of regular household garbage once a week. There are two very important requirements for this service: •Garbage should be in automated garbage containers provided by the city. •Garbage may not be set out before the morning of the collection day and the container should be removed from the curb once it is emptied. Call 764 -3690 for day of pickup. Pickup of other trash Heavy trash (leaves, grass clippings, limbs, brush, appliances, furniture, newspapers or dead animals) is not collected with household garbage. To find out your pick -up day for these materials, call 764 -3690. • Recycling Information Glass (brown, green and clear), aluminum cans and newspapers are collected once a week. To find out your pickup day, call 764 -3690. Landfill The Brazos Valley Solid Waste Management Agency (BYSWMA) landfill is located on Rock Prairie Road (east). With a current, paid Bryan or College Station utility bill receipt, you may take garbage to the landfill free of charge. If you have questions, call the Landfill at 690- 0780. Street and Drainage Maintenance If you have a concern pertaining to drainage or street maintenance, call 764 -3690. Traffic Signs and Street Markings If you have a concern pertaining to traffic signs or street markings, e.g. lane lines, buttons, stripes, etc., call 764 -3690. City of College Station 18 Citizen's Handbook Utilities Service Public Utilities Department P. 0. Box 9960, 1601 Graham Road College Station, TX 77842 Assistant City Manager /Operations Group 764 -3660 Utility Repair /24 -Hour Dispatch 764 -3638 The Public Utilities Department is responsible for providing electric, water and sewer service. It constructs, maintains and services all utility lines to the customer service connection. The Public Utilities Department provides actual service delivery. Information relative to individual customer bills should be directed to the Utility Billing Office (See p. 21). After hours, the dispatch service does not have access to utility billing information. Public Utilities Administration 764 -3660 The Public Utilities Administration Division is responsible for the general management functions of the department's six divisions: Technical Services, Electrical Distribution/Trans- mission, Water Production, Water Distribution, Wastewater Treatment and Wastewater Collection. Technical Services • Traffic Signals, Electrical Power Stations, Dispatch 764 -3660. This division is responsible for the installation, maintenance and operations of the traffic signaling system, electrical power substations, commercial and residential metering, radio and telecommunication systems. Dispatch operations serve all City departments, except the Police and Fire Departments. Electrical Transmission and Distribution 764 -3660 This division provides the construction of new facilities needed to extend electrical service to new consumers, to perform repairs and maintenance as needed to maintain the electric system, and for the installation and maintenance of street lights and rental lights. City of College Station 19 Citizen's Handbook Water Production Dowling Road Pump Station 764 -3671 Water Production personnel operate and maintain the City's four water wells, which have a combined capacity of 17 million gallons per day. They also operate and maintain 15 miles of transmission lines, one transfer pumping station and two high service pumping stations. These two stations deliver a minimum of 7 million gallons per day and a maximum of 12 million gallons per day to the water distribution system. Group tours of this facility are avail- able upon request. Water Distribution 764-3638, 764 -3660 Responsibilities of this division include emergency and scheduled maintenance and construc- tion of the water distribution system, which includes service connection, elevated storage facilities and over 200 miles of distribution lines. Wastewater Treatment Wastewater Treatment Plant 764 -3665 The Wastewater Treatment Division operates and maintains the 9.4 million gallons per day treatment plant, grounds and related facilities. They treat wastewater from the collection system and dispose of sludge. The division provides the best treatment possible to comply with regulatory agencies' requirements of the final effulent, and io ensure that the receiving streams are free of pollution and do not endanger marine life, animals or humans. Group tours of this facility are available upon request. Wastewater Collection 764-3638, 764-3660 Responsibilities of the division include the emergency and scheduled maintenance and construction of the sewer collection system, which includes manholes, service connections and over 200 miles of collection lines. Box 10230, 1101 Texas Avenue South College Station, TX 77842 1 I t information, Connects and Disconnects 764-3535 Office Manager 764-3522 The City of College Station's Utility Billing Office connects/disconnects and bills for electric, water, sewer and garbage. Applications for utilties may be made in person or by mail. A deposit and connect fee is required for all accounts. However, the deposit may be waived if an acceptable letter of credit from another utility is provided. This letter should include: the name of the utility; the customer name; the number of service months; and the payment history on the account. A deposit may also be refunded when acceptable credit is estab- lished with the City of College Station. Customers have 15 days from the date the bills are mailed to make payments. Past due bills are charged an additional fee which cannot be waived or relieved. Efills may be paid at City Hall between 8:00 a.m. and 5:00 p.m., Monday through Friday. There is also a night deposit box at City Hall for use on nights, holidays and weekends. In addition, bank drafts and Visa/ Mastercard may be used for payments. All payments should show the account number and must be received on or before the due date, to avoid late charges.and/or service disconnec- tions. Services disconnected for non-payment cannot be restored until all outstanding balances, including penalties and re-connection fees, have been paid. Utility bills are computed per monthly readings of electricity and water meters. Copies of the utility rates may be requested at the utility counter in City Hall. Meters are the property of the city and are not to be turned on or off except by authorized city employees. Unauthorized connection of a meter is illegal under state law. The city has the right of access to meters whenever necessary. Utility accounts may be listed in one name only and the person whose name appears on the account is responsible for payment of bills and is entitled to the deposit refund when the account is closed. (The city is not responsible for agreements made between roommates). Auditors will perform a professional evaluation of how each home uses and /or wastes energy. The auditor will then discuss the results of the audit with the homeowner and recommend methods of conserving energy. Citizens will also receive estimates of the cost of recommended improve- ments and possible energy cost savings.
