College Station City Hall Bush 4141 Conference Room (First Floor) College Station, TX 77840 REGULAR MEETING 1) Welcome and Open Meeting -Pledge of allegiance to the United States and Texas Flags and Invocation. 2) Public Comments Regarding Items Not on the Agenda -Individuals who wish to address the Policy Board must fill out a Public Comment Card describing the topic(s) they wish to address. Public comment cards may be obtained from Lisa Lyon of the MPO staff prior to the start of the meeting. Please limit your comments to three minutes per topic. 3) Approval Of Minutes from the June 26, 2024 Policy Board Meeting -Consider adoption - Action Required. (See attachment) 4) Staff Report • Metropolitan Transportation Plan Progress Report • Congestion Management Process Update • FHWA/FTA PL Funding Distribution • Annual Listing of Projects Direction 5) Unified Planning Work Program Amendment Two -The Unified Planning Work Program (UPWP) needs a minor amendment to reflect a 5% cost of living adjustment (COLA) approved by the County Commissioner's, for all county employees. The only change to this version qf the document are in the Funding Summary Tables for each task and the Budget Summary Table for FY 2025. No changes in the actual work tasks or subtasks have been made. The TAC has recommended that the Unified Planning Work Program Amendment Two be adopted by the MPO Policy Board. Staff has completed a 15-day public comment period for citizen review. Policy Board Member Note: In the funding summary tables, the 5% COLA has been applied to the Executive Director's salary. Under our bylaws, the salary for the Executive Director can only be set by the Policy Board. Adoption of this amendment as presented will result in a 5% increase in the Executive Director's salary. The Policy Board may approve this COLA by adoption of this amendment. If the Policy Board is not comfortable with this change, the amendment should be tabled so that revised funding summary tables can be prepared for the November Policy Board meeting, subject to TAC approval. Page 2 6) Comprehensive Safety Action Plan -Since October of last year, the Technical Advisory Committee (TAC) and the Planning Steering Committee (PSC) have worked with our consultants to complete a Comprehensive Safety Action Plan, for Brazos County. Through a series of four meetings with each group, a citizen safety event at the Brazos Center, and thorough review by the TAC and PSC, the plan is now complete and the 30-day public comment period has closed. The TAC has recommended approval and adoption of the Comprehensive Safety Action Plan by the Policy Board. Mr. Payton Arens, P.E., with Kimley- Horn will provide an overview of the plan including its reliance on the Safe System Approach that is the cornerstone of Federal Highway Administration and TxDOT's Safety plans.
