Services The basic function is one of planning programs in various areas for the several governments in the area. Some of the areas include: public works, industrial park planning, land use, water and sewage, criminal justice planning, health -care planning. They also have an alcohol and drug -abuse program; implement an emergenev medical system program; run a manpower program aimed at finding employment for and training of disadvantaged persons; offer loans to small businesses; are in charge of the Area Office on Aging.
