Old Business
Membershia Lillian said she would help orientate Frances Allen in taking
over Membership. The term is over in June.
Publicity Third -class mail has been reported delivered at different times
to various members.
Ouarterly Meeting The board questioned how the evening of recognition went
for Mr. Bossler. Many members of the agencies and BCCC friends of Mir. Bossler's
came to extend their appreciation.
Rather than have a summer quarterly meeting, Mary Ann suggested we put more
time in planning a good fall meeting. In preliminary planning, Mary Ann asked
for a possible fall session on Medical Services - Rose Ann Barzak, Shirley Plapp,
City Officials, Malva Smith and Health Officials to help set up program.
Another possible problem to tackle or specific area of concern would be low - income
housing. Keep list of people who have handled problems and would be willing to
share experiences with city officials. Housing is causing a health problem.
Dr. Lewis stated a public hearing on needs for the elderly is to be held in the
Medallion Room tomorrow, people can come and speak out on their needs. Studies
have been made, we need to bring them up -to -date. Rose Ann stated the city
taxes go up if the low- income individual fixes up their home. Lillian stated
individuals going in front of the City Council could not get to first base, but
if a concerned group goes, as the BCCC, more pressure could be put on them to
listen.
Frank stated this would give Mary Ann a few ideas to work on for the coming
year - one for early fall and one for winter.
Report of President Frank and Mary Ann are waiting to hear from Doug Ridge
on the Drug Program. Money was cut back from 5700 to U400. Mary Ann will see
Doug next Thursday.
Frank has sent letters of appreciation to City Officials and Judge Vance. He
is in communication with the two community funds board to consider and suggest
names of black and Mexican - Americans to be 'members -at- large.' Vie need to
have names of A &1 High School students who need to get involved.
RSVP Shirley inquired about Human Relations Committee in Bryan. Frank will
write for reactivation. Believe RSVP is meeting most goals.
IP.O Rose Ann reported 16 cases last month. Questioned the use of Bryan and
College Station logo on the top of our stationery. She will contact both
organizations as to their o.k. for promotion.
Two people from ACTION and one from the Governor's Committee will be coming
May 20th to do an evaluation. May 27th - Annual Recognition Ceremony at the
First United Methodist Church at 3:00 p.m. There will be certificates for
volunteers, magic tricks, and the Altrusa Club is providing refreshments;
special award by Lloyd Joyce to Fannie Taylor's husband.
Next meeting will be June 9th. Meeting adjourned at 1:15 p.m.

FOR INFORMATION & REFERRAL, OUTREACH
AND ESCORT SERVICES
1. Continue services under Information & Referral contracts (dated
January 9, 1975) through June 30, 1976.
2. Increase staff to a full time worker (or 2 half- time). (to expand
Information & Referral service hours; do scheduling, dispatching,
and recruiting for transportation services; and provide outreach
services.)
3. Handle reimbursements for volunteers who provide transportation.

4. Provide outreach services to all parts of the county where the
Information & Referral center may not be accessible.
5. Accept collect calls whenever necessary.
6. Handle scheduling and dispatch of transportation system and coordi-
nate these effort with the Brazos Valley Community Action Agency.

June 9, 1975: T,Ionthly meeting was held in the meeting room of the
Varisco Building. The Yav minutes were looked over and approved.

At the beginning of the meeting, new board members were introduced
as follows:

Brenda Williams - A & M Consolidated
Lila Lane - at large
Fr,nees Allen - membership Vice President as of July 1.
Also, Phillir Steen was noted as another representative from A & M
Consolidated, but not present; and Harmon Bell from the City of
Br not present.

Dr. Lewis reported on the May 12, 1975 public henrinr? on needs for
the elderly. There was a small group in attendance and basically the
same needs were discussed as at an earlier meeting several vuars ago.
Any data gleaned from this meeting will be analyzed for future use.
Mary Ann Parker reported that in talking to Doug Ridge about the
Drug Program, it was decided that the Program not be started until
Sertember, when school starts.
Mary Ann also asked about the Human Relations Committee of Bryan; if
it was active, etc. She suggested that we discuss it at our next
meeting.
RSVP: Shirlev Plapp reported that the negotiations with the Varisco
7state are almost complete as regards rent for RSVP office space
next vear. There will be a reduction in the rent.
Membership: Lillian NcNeely welcomed Frances Allen as the new mem-
ber-hip vice - President and will turn over all her data during June.
She brought up the sending of a membership letter to the various
organizations in town. It was suggested this be done in August.
IRO: Rose Ann Barzak reported 20 cases during May. She also reported
triat a United Wav budget arreal ir due June 16 and that on June 30
a hearing will be held on our request. It was moved that Mary Ann
Parker, Earle Freeman, Dr. J. D. Lindsay and Rose Ann Barzak
go to the June 30 meeting to represent the BCCC. Rose Ann also said
that the "Got a Problem" pamphlets were to be distributed b the
Welcome W "gon in Brvan e.nd College Station. Copies of the new
Social Services Directory were shown F the price of rrinting dis-
cussed. Brenda Williams suggested calling the A & M Consolidated
Schools and checking to see if their printing program could do this
for us cheaply.

BVDC: Pat Lackey of the BVDC Presented a new contract to the BCCC
Pertaining to e xpanpion of the IRO in Personnel and hours. Rose
Ann Barzak was asked if she mmuld take the job full -time; she
turned down the full -time rosition at the salary scheduled; she
offered to step aside if the board preferred one full -time to
two Part -time workers. Action on this was delayed. After dis-
cu '7sion of the contract, Dr. Lewis made the motion to accept it;
Lillian McNeely seconded; motion passed.
Pat Lackey also reported that two vans were being bought for
Brazos County use and that the IRO would help with the scheduling
of these as a Part of its extended contract. Also Road .Runners
would have re- imbursement of 15¢ Per mile.
Dr. Lewis Was appointed by Mary Ann Parker to chair a sub - committee
to finalize details with the Office on Aging about the contract.
Dr. Lindsav and Lillian NoNeeiy will serve with him.
Dr. Le -is mentioned that four Senior Advocates had been hired for
The Brazos Valley Area b the Office on Aging and that Rey Durbon
was serving in Brazos County. He elso mentioned a possible housing
Program, federally funded.
It was decided not to meet in Julv. The nert meeting will be
August 11, 1975. Meeting was adjourned at 1:30.

Greetings, friends! I write to remind you of the important Board
meeting Monday, August 11th. We will meet in the R.S.V.P meeting room
on the third floor of the Varisco Building at 12 noon. Please bring your
sack lunch.
Among items before us at the meeting are a welcome to some new Board
members and a decision regarding my resignation as President effective
August 20th since I have received a call to serve as pastor of St. Peter
United Church of Christ in Houston. Know that Karen and I find it painful
to leave a good congregation as well as many good friends and involvements
in the community. There is much challenge in the new assignment at Spring
Branch that will keep us out of much mischief!
Hope to see each of you on the 11th at noon.

Sept. 11, 1975: Monthly meeting was held in the meeting room of the Varisco Bldg. at
12 noon. The June minutes were looked over and amended as follows:
There will not be a reduction in the RSVP rent for next year; there
will be an increase, but smaller then anticipated.
Dr. J. D. Lindsay gave the treasurer's report as follows:

Dr. R. D. Lewis reported the the Brazos County Governor's Committee on Aging was
investigating the possibility of opening a senior citizen center in Bryan.- Roy
Durbon, 9VDC senior advocate for Brazos County, checked out a senior citizen center
in Temple and has reported on it to the committee as to financing, etc.
Rev. Frank Dietz brought up the subject of a successor to himself. He suggested
having the spring nominating; committee meet and hrinm names to the Board as soon as
possible for vote on a new president. In the interim, Mary Ann Parker will preside.
The nominating committee was Mary Ann Parker, Felice Klein and Robert Bossler.
Rose Ann Barzak said that Malva Smith from the RVDC wanted to have the other part -
time employee, as specified in the July, 1975 contract, hired by Sept. 1. Rev.
Dietz said he would contact Mr. Robert Bossler, chairman of the IRO advisory board
and get something; started nn it.
It was suggested by Rose Ann Barzak that Dr. J. D. Lindsay, treasurer, be authorized
to sign the pay vouchers needed to be sent in monthly to the 1 ,3VDC. He was so
authorized. Rev. Dietz suggested that Dr. Lindsay also be authorized to sign the
RSVP forms ordinarily signed by the president. It was so authorized.
Frances 1llen, membershin VP, asked when the membership letter for the coming year
should be sent out. Sept. 15 was settled on as a good date. She reported that as
of June 30, 1975, there were 81 members as follows:

4 life members
Dr. Lewis expressed thanks for the Board to Rev. Dietz for all the time and effort
he has expended in behalf of the BCCC and he wished him well in his new undertaking.
After Rev. Dietz left, Mary Ann Parker reported on the reception for the Dietzes.
She reported that our share of the expense would come to about $27.00, but t ?at she
would get the exact figure for Dr. Lindsay later.
Rose Ann Barzak reported she had dropped the 823 -5543 number, since the number of calls
received did not warrant two lines, and thet RSVP had taken it over. This will lower
the BCCC bill by about 113.50 montbl,y; she also got the federal tax dropped from the bill.
Our two answering - service clients were contacted about paying the listing; fee which
is charp;ed to our bill. The American Cancer Society h9s already paid the year. The
ACLU had not been paying but said they would on receipt of a letter stating the amount.
There his been no reply to the letter sent; so the ACLU listing was dropped from the
new directory.
Rose Ann Barzak asked about the '?400 worth of financial aid listed as an expense in
the budget prepared for the Bryan and College Station United Funds. It was decided
not to give financiat aid from BCCC funds. Rose Ann will present the budget for BVDC
funds as soon as the figures are available from the 9VDC.
Rose Ann Barzak reported she had sent out 200 letters requesting; Road Runner
volunteers - there has been no response yet. S'.e also said the had finished the
second directory and that approximately 126 copies of each had been delivered. She
also asked if the "where to Call for Fielj " booklet should be updated and distributed
in quantity if a "backer" could be found to pay for it. It was decided to do so.
There were 18 cases in June and 17 in July in the IRO.
Rose Ann Rarzak reported thRt tl Welfare Office wants us to sponsor a child -abuse
film nut out tkK by the International Order of Foresters. All we would need to do
is find a place to have it and furnish the publicity. It was decided that Rose Ann
should contact Karen Smith from Welfare and see if they could wait until late October,
at which time we could use this as our fall meeting program.
The meeting was adjourned at 1:30. Nexi meeting will be held Sept. 8, 1975.

RSVP FISCAL POLICIES
Sept. 1, 1975 -Aug. 31, 1976
1s _ Personnel - Eompensation
a. The compensation of Shirley Plapp, RSVP Director, shall be increased
from $10,414 to $10,935 per annum. The Director's local travel
allowance shall be increased from $60 to $75 per month. These in-
creases would become effective for the year beginning Sept. 1,
1975 and ending Aug. 31, 1976.
b. The compensation of Nancy Willis, RSVP Administrative Secretary,
shall be incresed from $6,361 to $6,679 per annum. The Administra-
tive Secretary's local travel allowance shall be $25 per month.
These rates would become effective for the year beginning Sept. 1,
1975 and ending Aug. 1, 1976.
C. Monies for conference travel shall include the following workshops;
a regional, a state, and an area during the fourth year. These
workshops would include expenses for a total of 6 days at $25 per
diem with a maximum of $20 for miscellaneous expenses for the re-
gional and state workshops in San Antonio. Transportation to these
conferences would be by public carrier or automobile. Reimburse-
ment would be given upon receipt of public carrier vouchers and /or
mileage records at 120 per mile.
2. Personnel Fringe Benefits
a. The grantee shall provide $640 per annum for FICA taxes for the
employer share of Director's salary and $391 per annum for FICA
taxes for the employers share of Administrative Secretary's
salary.
b. The grantee shall provide $77 for Workmen's Compensation for
Director and Administrative Secretary.
C. Any staff p trticipation in other retirement and /or insurance
plans shall be optional and these expenses shall be borne by the
individual.
3. Travel Policies
a. Reimbursement for per diem confrence travel performed shall be
in accordance with standard government travel regulations unless
restricted by ACTION guidelines for grant administration.
b. The authority for RSVP conference travel is authorized by ACTION
and approved by the BCCC'president or his /her designee.
4. Space Costs
a. Office space for RSVP quarters shall be $150 per month cash with
$32 per month in -kind from the Varisco Estate. These rates will
be in effect from Sept.l, 1975 to Aug. 31, 1976.
1, Financial Disbursements
a. Volunteer transportation reimbursement shall be given at a
rate of 120 per mile and provided for those who file the reimburse-
ment form on a monthly basis.
b. Volunteer meal reimbursement shall be given at $1.25 per meal
for those volunteers who serve at least four consecutive hours
and file the monthly reimbursement forms. In -kind budgetary
credit will also be accepted by RSVP from Volunteer Stations
who provide free meals to those serving at least four consecutive
hours. A maximu in -kind rate of $1,25 per meal per volunteer
shall apply when signed records are available on a monthly basis.
C. Approval of other disbursements relating to volunteer expenses
and other expenses in the approved budget categories as required
by ACTION shall be a function of the RSVP Director.
d. A petty cash check shall be issued to and accounted for by the
Director as neccessary.
e. A Fiscal Agent appointed by the BCCC shall co -sign all RSVP
checks for disbursements. This agent will also be available to
RSVP for financial counseing and assistance as needed.

. 11, 1975: Monthly meeting was held in the meeting room of the Varisco Bldg. at
12 noon. The June mimates were looked over and amended as follows:
There will not be R reduction in the RSVT' rent for next year; there
will be an increase, but smaller then anticipated.
Dr. J. D. Lindsay gave the treasurer's report as follows:

Is there wasnot a quorum present, most of the followin was done in the manner of
a report or authorization by the President.
Dr. R. D. Lewis reported the the Brazos County Governor's Committee on Aging was
investigating- the possibility of opening R senior citizen center in Bryan. Roy
Durbon, 3VDC senior advocate for Brazos County, checked out a senior citizen center
in Temple and has reported on it to the committee as to financing, etc.
Rev. Frank Dietz brought up the subject of a successor to himself. He suggested
having the springy; nominating committee meet and bring names to the Board as soon as
possible for vote on a new president. In the interim, Mary Ann Parker will preside.
The nominating committee was 1 Ann Parker, Felice Klein and Robert Bossler.
Rose Ann Barzak said that Malva Smith from the MIN wanted to have the other part -
time employee, as specified in the July, 197- contract, hired by Sept. 1. Rev.
Dietz said he would contact Mr. Robert Bossler, chairman of the IRO advisory board
and get something; started on it.
It was suggested by Rose Ann Rarzak that Dr. J. D. Lindsay, treasurer, be authorized
to sign the pay vouchers needed to he sent in monthly to the 3VDC. Iie was so
authorized. Rev. Dietz suggested that nr. Lindsay also be authorized to sign the
RSVP forms ordinarily signed by the president. It was so authorized.
Frances Men, membership VP, asked when the membership letter for the coming year
should be sent out. Sept. 15 was settled on as A good date. She reported that as
of June 30, 1975, there were 81 members as follows:
42 regular members
21 organizational members
10 sustaining members
4 expediting members
4 life members
Dr. Lewis expressed thanks for the Board to Rev. Dietz fir 8.11 the time and effort
he has expended in behalf of the 13CCC and he wished him well in his new undertaking.
After Rev. Dietz left, Mary Ann Parker reported on the reception for the Dietzes.
She reported that our share of the expense would come to about $27.00, but t;,at she
would get the exact figure for Dr. Lindsay later.
Rose Ann Barzak reported she had dropped the 823 -5543 number, since the number of call's
received did not warrant two lines, and that RSVP had taken it over. This will lower
the BCCC bill by about $13.50 monthly; she also got the federal tax dropped from the bill.
Our two answering - service clients were contacted about paying the listing fee which
is charged to our bill. The. American Cancer Society has already paid"for the year. The
ACLU had not been paying but said they would on receipt of a letter stating the amount.
There has been no reply to the letter sent; so the ACLU listin? was dropped from the
new directory.
Rose Ann Barzak asked about the 1400 worth of financial Rid listed as an expense in
the budget prepared for the Bryan and College Station United Funds. It was decided
not to give financiat aid from BCCC funds. Rose Ann will present the budget for BVDC
funds as soon as the figures are available from the RVDC.
Rose Ann Barzak reported she had sent out 200 letters requesting Road Runner
volunteers - there has been no response yet. S'.;e also said hhe had finished the
second directory and that approximately 126 copies of each had been delivered. She
also asked if the "Where to Call for Field" booklet should be updated and distributed
in quantity if a "backer" could be found to pay for it. It was decided to do so.
There were 18 cases in June and 17 in July in the IRO.
Rose Ann Rarzak reported that t] Welfare Office wants us to sponsor a child -abuse
film put out idea by the International Order of Foresters. All we would need to do
is find a place to have it and furnish the publicity. It was decided that Rose Ann
should contact Karen Smith from Welfare and see if they could wait until late October,
at which time we could use this as our fall meeting program.
The meeting was adjourned at 1:30. Nex+ meeting will be held Sept. 8, 1975.

The Brazos County Community Council is beginning a new year. With
this beginning, we hope for significant accomplishments in 1975 -76.
In order to realize that goal, we will need your support and help.
Since 1968, the Brazos County Community Council has been at work
seeking to:
"work with all community organization in partnership
with comcerned citizens, in the encouragement and
orderly development of a balanced program of essential
health, welfare, recreation and other community services, with
the least amount of duplication."
In order to move on beyond our work with the Information and Referral
Office, Roadrunner Service, Retired Senior Colunteer Program and
Quarterly meetings to inform the public and hear from citizens, we
need your membership, support and participation.
Our County continues to need an organization with a broad scope
and vision that is concerned about persons and the kinds of com-
munities these persons live in. We solicit your assistance now
with the enclosed information and membership requests.
We want to work with you in 1975 -76, and, we want you working with
us. Together we can strive to do what we know we cannot accomplish
separately.

CONTINUING PROGRAMS OF BRAZnS COUNTY COMMUNITY COUNCIL
1975 -76
INFORMATION AND REFERRAL OFFICE
is open five mornings a week, under the direction of Mrs. Rose Ann 9arzak. This office
is the listening ear for all unmet needs relating to health, economic, and other needs
of community citizens. Referral is then made to the proper source of help to meet the
need. When such referral is not possible, a way is usually found to solve the problem.
Three directories are also produced by this office for the benefit of individuals and
agencies. They are : the "Where to Call for Help Directory" to assist more people in
getting; the help they need, the Directory of Community Services of Brazos County, which
Includes the function of each agency, and the Directory of Social Services, which lists
and briefly describes the various social service Agencies in our area.
ROAD RUNYPR SFRVICF
Is manned by volunteer staff, under the direction of Mrs. Rose Ann Barzak. This
service functions five week_ -day mnrninos, and prnvides essential transportation for
people who Are unable to provide their own to receive medical, economic or other much
needed services. 375 Road Runner missions were accomplished from July 1, 1974 through
June 30, 1975.
R1 TIRED SENIOR VOLTJNTEER PROGRAM OFFICE (RSVP)
is open all day, five days a week, and is coordinated by Mrs. Shirley Plapp, employed
professional. Sponsored by the 9razos County Community Council, this program is for
the purpose of utilizing the skills, talents, and energies of retired persons, over
60 years of age, on behalf of the numerous non - profit agencies of our community.
Volunteer services to these agencies are coordinated by the RSVP office. Approxi-
mately 20,000 hours of service were given by 165 RSVP volunteers for the benefit of
40 social service agencies of our community from Spptember 1, 1974 through August
31, 1975.
BRAZOS COUNTY COM ITNITY rn1JNCIL QUARTERLY FORTUI OR PROGRAM
is open to the public for the purpose of presenting end discussing general community
concerns. Here is how you can help with this quarterly meeting:
Elect a representative to attend from your agency. This repre-
sentative should be ready to express ideas regarding unmet needs,
or suggest ways to improve our community. Agencies, groups, and
individual members will be mailed notices of quarterly programs.
Your individual and agency financial support is needed to insure the continuance
of the above programs. We will appreciate your support.

The Brazos County Community Council met at 12 noon in Room 310 of the Varisco
Building on October 13, 1975. Frances Allen, Vice - President for membership, presided.
The minutes were corrected as follows: substitute "proposed fiscal policies were"
for "financial report was" under RSVP; under Governor's Committee of Aging, delete "The
problem is a Community Center versus Senior Citizen Center." The minutes were accepted
as corrected.

Frances Allen reported that the membership letters had been sent out and that we
had aprroximately 21 replies to date.
A report from Mary Fell.en arras given to tle effect that letters announcing our
Oct. 23 quarterly meeting will Po out Oct. 14, 1975. �bo 200 will be sent out to
members, churches, PTA groups, etc. It was asked that any suggestions for future
meetings be given to the Vice- President for Programs.
IRO reported 14 cases during September and indicated that the outreach part of our
program is moving, but slowly.
The nominatin committee to fill the vacant positions on the Boards was Robert Bossler,
Chairman, Felice Klein, Charlotte Wells, D. A. Anderson and Rev. Hugh Beck.
The nominating committee rer,ort was given as follows:

Jim Thompson - VP for Programs and Planning
Mr. 9ossler moved for approval of the Board; Lila Lane seconded. Potion carried. Rev.
John Leonard was in attendance as a possible candidate for President. He will make
known his decision soon.
Shirley Plapp gave a brief explanation of RSVP for Rev. Leonard's benefit.
Dr. Lewis called attention to Rev. Leonard's articles in the Pictorial Press and the Eagle.
Yr. 3ossler announced a series of dudobon Society films and lectLres to be sponsored by the
Jr. Yuseum and the BISD. The first one is Oct. 16 at 7 :3n at the Civic Auditorium.
Mr. Bossler moved to adjourn; Lila Lane seconded. Feeting was adjouned at 1:00.
Next meeting will be N.iv. 10 at 12:00 noon.
Rose Ann Barzak
The Brazos County Community Council met on September 8, 1975, at noon
in the meeting room of the Varisco Building. Dr. Lewis presided in
the absence of Mary Ann Parker.
The minutes of the August meeting were approved as corrected. Dr.
Lindsay gave the treasurer's report as follows:

Governor's Committee on Aging Dr. Lewis reported the Resolution Forms
were given to Shirley, these are to indicate an interest. Is in the
discussion stage now. The problem is a Community Center versus
Senior Citizen Center. We need the forms circulated for signa-
tures to show interest.
Quarterly Me eting: Discussion as to whether to carry it out as planned
on Child Abuse, with Mary Ann Parker. It was decided to ask Mary
Fellenz and Francis Allen if they would make the arrangements,
send out letters, ands everyone would cooperate to help in any way
possible. October 23rd at 7:30 p.m. was the date and time set for
the meeting. Rose Ann will arrange for a room and Karen Smith will
furnish the film.
RSVP The fiscal report was presented and discussed. It was moved that
we accept the report. Motion carried. Under 1 4e' Shirley re-
quested Lester Womack be appointed. Motion made to accept re-
quest. Motion carried.
IRO Mr. Bossler, Topaz Hughes and Malva Smith came up with a new
budget which is a combination of the old and new. A motion was
made that the new budget be approved. Motion carried.

Re: Bicentennial Resource Volunteers
The purpose of RSVP is to offer meaningful service opportunities to
local residents over 60 years of age. These Senior Volunteers are
then placed in local non - profit agencies and organizations to per-
form their activites.
Recently we received a request from a kindergarten class to pro-
vide some Senior Volunteers who could talk to the class about school
days of yesteryear. Two RSVP'ers participated in this successful
classroom experience - - one had taught kindergarten for nearly 30
years and the other was a former principal.
RSVP is seeking to serve the community through the local Bicen-
tennial Committee by developing a Bicentennial Resource Group
suitable for presentations before young elementary students.
We would like to begin setting up an appointment schedule for these
Bicentennial presentations. Please contact our office any week-
day between 8:30 and 5:00.
This encounter could prove to be a most suitable way to celebrate
the past, present, and future themes of the Bicentennial - - a
piece of the past as compared to the _present and received by the
future leaders and teachers of America!

Jim Thompson presided in the absence of Rev. Leonard. Minutes of the Novem-
ber meeting were approved as read. The treasurer's report was accepted as follows:

Quarterly Mtg .: The next Quarterly Meeting will be planned in January. Several
topics suggested were Senior Citizen Center, IRO and Outreach, and medical and
dental help for the needy. Mr. Bossler reported the Dental Assoc. is trying to
set up a facility for a half day a week for this. Also, a new program will be
starting in Jan. for testing of hearing by the Rehab. Center, and will be worked on
a referral basis to begin with.
RSVP Shirley reported for October the cost per hour was $1.13 and the cumulative
rate was $1.14 175 volume with 146 active and 2,000 hours - or 4,108 hours for two
months cumulative. Shirley wrote to ACTION asking for amendment to the third -year
grant, has finally received approval.
IRO Rose Ann reported 216 letters have been sent out to people over 60 explaining
services for them, and had received 8 -10 calls the first week. Visited 44 Road-
runners 27, and 25 office visits.
Publicity Mary Ann Shutes inquired as to our needs for publicity, and suggested
she run an article in the Eagle about the new officers.
Old Business Mr. Bossler reported for the committee on By -Laws that they have re-
duced it by about one - third, rearranged some things and will have a set prepared by
the January meeting for approval by the board, for action by the membership.
Rose Ann reported Com. Action is now looking to lease vans instead of buying them.
New Business
Auditing of BCCC books Mr. Bossler suggested Ed Packinham be asked; will be
referred to the President.
Emergency Cash Fund was discussed for cases that used to be taken care of
through Bill Elkins, from county funds. Rose Ann suggested we set up a fund
with $50 for this, and a motion was made that the treasurer be authorized to
write a check to Rose Ann for a loan fund to satisfy the needs of people in
dire need. Motion carried.
After a discussion of getting the cities and city govIt involved to have funds
restored to Bill Elkins, a motion was made that a committee be appointed to
draft a plan of specific action. Motion carried.
Dr. Lewis reported on the progress of establishing a center for senior citizens.
They will be going to administrative offices, getting specific estimates of costs,
and will have more to report next month.

cumulative program cost of $1.15. This is for September, October figures
are not available yet. This is an improvement over last year's figures.
New Business Dr. Lewis recommended we re- examine our by -laws, with emphasis
upon representation. John Leonard agreed to appoint a committee for this
purpose which would bring a preliminary report to the January meeting.
