The College Station City
Council rejected an appeal from
Mrs. Leatrice Alani to rezone
her property in College Park
subdivision during Monday
night's meeting.
Mrs. Alani requested that her
property be rezoned from single
family dwelling to apartment
dwelling during the March 2
Planning and Zoning Com-
mission meeting, but her
request was denied.
She stated that some of the
lots adjoining her property do
not conform with the city's
zoning ordinance.
"I feel it is inequitable for
my property to be R -1 when
everything that touches my
property is duplex, but by the
owner's own admission, the
property next to mine is being
used as an apartment. I feel
because my property is so close
to the university an apartment
would be better for the students
and would improve the ' neigh-
borhood," Mrs. Alani said.
Frank Coulter of 204 A
Fairview presented a one -page
statement of his objections to
Mrs. Alani's proposal to the
council.
"We object to having our
future jeopardized by an in-
dividual who chooses to live in
another community and to allow
the character of a neighborhood
to be changed for personal gain.
We do not want College Park
area," Coulter said.
Anderson read, on request, a
letter from property owners in
the College Park Subdivision.
The letter protested the zoning
change saying it violates their
rights as homeowners.
The council agreed to ask the
city engineer to plat Holleman
Drive and to proceed with the
engineering estimates, including
the bridge. Boswell said two
property owners have not
signed quitclaim deeds.
Arthur E. Martell of 1211 Orr
objected to signing the quit-
claim deeds.
"I don't see why deeding over
the property is necessary. I
don't think it is necessary for
the relocation of Holleman
Drive," Martell said.
"Our objective is to get this
through -town street and get it
soon. We want the street
through there and badly and not
immediately behind your
house," Councilman C. H.
Ransdell said.
In other business, the council
approved Boswell's rec-
commendation for the site of
the proposed sanitary landfill.
Boswell said the 56 -acre tract
is west of the Texas AXM
University's Heavy Equipment
School beyond Easterwood
Airport.
. Boswell said the agreement
with Don Angonia, owner,
requires the city to pay $500
per month for three years and
at the end of three years pay
the owner $32,000. The monthly
payments will apply toward the
purchase price.
"As of June this year the
university asked us to refrain
from using their facilities,'
Anderson said.
In other business, the council
approved the master
preliminary plat of the West
Knoll Subdivision and the
preliminary plat of section I,
West Knoll Subdivision. The
proposed subdivision is bor-
dered by the proposed extension
of Southwest Parkway on one
side and Welch on the other.
"What will we do with all the
cars until Southwest Parkway
is built to Highway 6? It seems
it is only adding to the bot-
tleneck of traffic," a woman in
the audience said.
Councilman Bill Cooley said
the subdivision will be built
before Southwest Parkway is
complete. He added that there
are no immediate plans for the
completion of Southwest Park-
way.
"I see; you approve the plat,
he builds it, and I fight the
traffic, right," the woman said.
Developer Bill Fitch said all
of Southwest Parkway will be
built along the development
area.
"We have to approve a plat
with a plan with Welch and
Dexter on it to take the traffic
off of Glade Street," Holt said.
"Quite frankly, the only
reason — I'd get on this counicl
again is to see the thoroughfares
through," Ransdell said.
In other business, the council
approved the final plat of
Runaway Acres subdivision,
which falls within the city's
extraterritorial jurisdiction. The
24 -acre site is owned by Dr.
William Davis.
The council also approved a
request from the Brazos Valley
Development Council for - ne
city's approval of a proposed
water line extension in the
Wellborn Water Supply Corp.
"This is simply some of the
governmental red tape. The city
is not extending a water line,
it is simply approving a request
from the BVDC," Anderson
said.
The councilmen agreed to
hold public hearings for
rezoning four lots in the Kap-
chinskie Subdivision and a 10.84
acre tract at the Southwest
corner of Welsh and Southwest
Parkway.
"The public should be made
aware of zoning requests to
apartment or commercial
zoning because it means an
increase in taxes because of an
increase in value. The taxes
would go up considerably for
people with zoning requests;
maybe as high as three times,"
Concilman James H. Dozier
said.
