for July 24, 2009, August 14, 2009, and August 28, 2009.

AGENDA ITEM NO. 4: Presentation, discussion, and possible action on a change to
the freestanding sign at The Arctic Wolf Ice Center located at 400 Holleman Drive East
which is within the Wolf Pen Creek District. Case# 09-00500177 (MH)
Matthew Hilgemeier, Staff Planner, presented a request to add an aluminum sign to an
existing freestanding sign located at 400 Holleman Drive East. He briefly pointed out the
changes the applicant had made based on the recommendations by the Board members at the
August 14, 2009 Design Review Board meeting.

Katy Jackson motioned to approve the 10"x96" aluminum sign option to be placed below the
existing electronic reader board. The motion was seconded by Jason Kinnard; motion passed
(4-0).
AGENDA ITEM NO. 5: Presentation, discussion, and possible action on a waiver
request to Section 5.6.B.6 of the Unified Development Ordinance relating to off-street
parking for a proposed multi-family development located at 401, 403, and 405 Second
Street, next to Traditions Apartments. Case #09-00500171 (LH)
Lauren Hovde, Staff Planner, presented a waiver request to Section 5.6.B.6.c Off-Street
Parking Standards of the Unified Development Ordinance to allow a proposed multi-family
development to reduce the amount of parking spaces by 10% resulting in the construction of
34 spaces.
Alan King motioned to approve the waiver to Section 5.6.B.6.c Off-Street Parking Standards
to allow for 34 parking spaces. The motion was seconded by Katy Jackson; motion passed
(4-0).

AGENDA ITEM NO. 3: Presentation, possible action, and discussion on a waiver
request to Section 5.6.B.8.b.2 of the Unified Development Ordinance relating to
Northgate District Sidewalk Standards for the Northgate Restrooms project, located at
300 Church Street and generally located along Church Street, north of the Northgate
Promenade. Case #09-00500190 (LH)
Jennifer Prochazka, Senior Planner, presented the waiver request to the sidewalk width
requirement of the Northgate District. She further explained that the applicant would like to
allow the existing 5 foot sidewalk to remain with an addition of a landscape strip abutting the
recently constructed motorcycle parking facilities. This item was previously approved with a
condition by the Design Review Board on March 13, 2009. Because the condition was not
met with site construction, the waiver request is being reheard.
Jason Kinnard motioned to approve the waiver request to Section 5.6.B.8.b.2 and the addition
of a landscape strip as submitted. The motion was seconded by Hunter Goodwin; motion
passed (4-0).

ITEM BACKGROUND: Chuy's is proposing to construct a new freestanding location
near the southeast corner of Harvey Road and the Earl Rudder Freeway Frontage Road
in the Post Oak Mall parking lot. The requested color scheme is a part of the Chuy's
corporate brand and has been used at other locations throughout Texas.
STAFF RECOMMENDATION:
Staff is unable to make a recommendation at the time of this report. When the
application was submitted, the applicant did not provide examples of all other

color/material schemes that the chain had used for other locations. After discussing the
issue with the applicant, it was agreed that they would provide examples of other
color/materials schemes for the Design Review Board to review at the meeting. Without
meeting all the requirements listed in the Unified Development Ordinance regarding
alternate color schemes for chain/franchise restaurants, staff did not feel that any
recommendation could be made regarding the applicant's request.
ISSUES / ITEMS FOR REVIEW:
Section 7.9 of the Unified Development Ordinance requires that "all building facades
and roof shall consist of only colors from the color palette approved by the City Council
as amended by the Design Review Board." The Design Review Board may grant a
variance for these standards of up to one hundred percent (100°/x) to allow alternate
colors and materials on each fagade if the applicant shows that:
a. The applicant is a franchised and /or chain restaurant to be developed as a
single detached building (not integrated into a multi-tenant building); and
b. The proposed colors/materials are part of its corporate branding; and
c. The applicant provides all of the alternative color/materials schemes the chain
has used.
Color samples will be provided at the meeting for the Design Review Board to review.

Thank you for taking the time to review Chuy's schematics. Chuy's is excited
about the idea of joining the City of College Station. As you may be aware, this
concept has become renown throughout Texas for its eclectic look, vibrant
atmosphere, and made from scratch authentic Mexican Food. Chuy's now has 14
locations throughout Texas; 6 of which have opened within the last year.
Enclosed in the packet you will find a Chuy's approved set of colored elevations,
a materials legend, and a percentage calculation of the materials on each facade.
During you're review, please keep in mind that Chuy's success has been built on
the characteristics that make this restaurant unique. From the thatch patio roof, to
the red and blue wainscot, Chuy's has continually built brand awareness and a
brand identity that customers across our state have come to know.
The City ordinance requires that Chuy's "conform" to the look of Post Oak Mall.
As you are aware, Post Oak Mall consists of one color and lacks both windows
and articulation. While we fully understand and appreciate the purpose of
ordinances/design standards relating to conformity, we feel that Chuy's will bring
this development new appeal and energy. Chuy's has the full support of CBL
(Owner of Post Oak, Mall) with their preliminary design. We hope to have your
support as well.

ITEM SUMMARY: The applicant is proposing to add attached signage consisting of one
back-lit aluminum sign and two internally illuminated window signs. The proposed colors
are red, black, white and brown (see color samples). The back-lit aluminum sign
includes black lettering with a graphic element of an "O" painted in red. The two
illuminated window signs are circular and also incorporate the graphic element of an "O"
within the sign.
The square footage of all proposed attached signs is 42 square feet, which is less than
the 77 square feet allowed. As such, the proposed signs meet the technical
requirements of the Unified Development Ordinance, Section 7.4.1 Attached Signs, as it
relates to allowed square footage and placement.
ITEM BACKGROUND: Red Mango is proposing to add attached signage to their
commercial tenant lease space at The Lofts at Wolf Pen Creek. As part of the
requirement for the Wolf Pen Creek Design District, all signage must be reviewed and
approved by the Design Review Board prior to receiving a sign permit from the Planning
& Development Services Department.
STAFF RECOMMENDATION:
Staff recommends approval of the sign package as described above, as it is in staff's
opinion that the sign colors and materials are restrained and harmonious with the
existing building, that the number of graphical elements are being held to a minimum,
and the signs are utilizing back-lit lighting similar to that of the existing signage at The
Lofts. In addition, the proposed signage meets all technical requirements of the Unified
Development Ordinance, Section 7.1 Attached Signs.
ISSUES / ITEMS FOR REVIEW:
1. Signage - The UDO provides the Design Review Board with the following guidance
when considering signs in Wolf Pen Creek:
Section 5.6.A.11 Signs
a. Every sign shall be designed as an integral architectural element of the
building and site to which it principally relates.
b. Every sign shall have good scale and proportion in its design and in its
visual relationship to buildings and surroundings.
c. The colors, materials, and lighting of every sign shall be restrained and
harmonious with the building and site to which it principally relates.
d. The number of graphic elements on a sign shall be held to the minimum
needed to convey the sign's major message and shall be composed in
proportion to the area of the sign face.
e. Each sign shall be compatible with signs on adjoining premises and shall
not compete for attention.
f. Identification signs of a prototype design and corporation logos shall
conform to the criteria for all other signs.

ITEM SUMMARY: The applicant is proposing to add an aluminum back-lit attached sign
that incorporates three colors including black, white, and red (see color samples). As
proposed, the sign lettering is predominantly black with a portion of the sign utilizing
white lettering surrounded by red.
The proposed attached sign is approximately 41 square feet in size, which is less than
the 95 square feet allowed. As such, the proposed sign is meeting the technical
requirements of the Unified Development Ordinance, Section 7.4.1 Attached Signs as it
relates to allowable size and placement.
ITEM BACKGROUND: Honey Baked Ham and Cafe is proposing to add an attached
sign to their commercial tenant lease space at The Lofts at Wolf Pen Creek. As part of
the requirement for the Wolf Pen Creek Design District, all signage must be reviewed
and approved by the Design Review Board prior to receiving a sign permit from the
Planning & Development Services Department.
STAFF RECOMMENDATION:
Staff recommends approval of the proposed attached sign described above, as it is in
staff's opinion that the colors and materials proposed are restrained and harmonious
with the existing building, the number of graphical elements are being held to a
minimum and the signs are utilizing back-lit lighting similar to that of existing signage at
The Lofts. In addition, the proposed sign meets all technical requirements of the Unified
Development Ordinance Section 7.4.1 Attached Signs.
ISSUES / ITEMS FOR REVIEW:
Signage - The UDO provides the Design Review Board with the following guidance
when considering signs in Wolf Pen Creek:
Section 5.6.A.11 Signs
a. Every sign shall be designed as an integral architectural element of the
building and site to which it principally relates.
b. Every sign shall have good scale and proportion in its design and in its
visual relationship to buildings and surroundings.
c. The colors, materials, and lighting of every sign shall be restrained and
harmonious with the building and site to which it principally relates.
d. The number of graphic elements on a sign shall be held to the minimum
needed to convey the sign's major message and shall be composed in
proportion to the area of the sign face.
e. Each sign shall be compatible with signs on adjoining premises and shall
not compete for attention.
f. Identification signs of a prototype design and corporation logos shall
conform to the criteria for all other signs.
