I know that you did this with a great deal of forethought, and I can certainly appre- ciate all of the mental strain that you have been under these past months. In cases such as this it seems exceedingly unfair to me in the decisions that our higher courts some- times render. It makes me wonder what really is justice. I hope that this decision that you have made will turn out as what is best for you and your family. Please keep in mind that I stand ready to continue to help you to relocate a new federal building in College Station and that prelimi- nary contacts with Senator Tower's staff have been made in behalf of College Station. They are willing to listen to any proposals that you might make. If I personally can be of assistance to you in any matters, business or personal, please do not hesitate to call on me. I would like for you to help me with the other remaining members of the City Council, as they are definitely still looking to you for guidance and leadership. I have requested that we be placed on a special call session during the month of July in hopes of expediting annexation and water and sewer services to our property. Ranchco would very much like to retain you on a consultant basis for a period of at least six months to help us with the various details that will be nec- essary in the completion of these projects. If it is agreeable with you, Andy, we would like to pay you $100.00 a month for your assistance as a consultant to Ranchco. We are very much looking forward to working with you on this project, as we feel like there is a definite need for this Nursing Home in the College Station, Bryan area. You might point out to Dr. Miller that in the area, there are only 329 nursing and convalescent beds. There has been some rumor that the LaSalle Nursing Home in Bryan, which as you know is the old LaSalle Hotel, is to be closed down. This nursing home accounts for the greatest number of vacancies among the three. As mayor, I endorsed the nursing home project and still do. Other council members held to the same opinion. It would be an asset to our city and is a facility badly needed. As your records will no doubt reveal (I seem to recall some survey figures you had), Sherwood and Crestview are full and have a waiting list. At least, this is the information I have. As to the La Salle, I hear a rumor it will be closed down. But regardless, in this growing, dynamic area, we have but 329 (yes, 329) nursing and convalescent beds, all in Bryan. And as you know, our population is growing rapidly. We need the proposed facility in College Station and it is for this reason that I write to seek your aid. Before the Texas State Department of Health will consider the request, Dr. Charles H. Miller, Jr. , M.D. , Director of the Brazos County Health Unit will have to attest as to the need. Because of our ages and the age of •irs. T)oyle's mother, who lives with us, this need may arise at any time. Discussion with medical men of our area indicates that existing nursing home facilities of Brazos County are badly overtaxed and that introduction of patients requiring nursing; care into the Senior Citizens facility has to some degree negated the purpose of that establishment. We are informed that the College Station City Council has twice endorsed a nursing, home project for this area and that approval of the State Depart- ment of Health is needed. The first step in securing a Federal Building is for a request to be made of the General Services Ad- ministration to conduct a survey of the area and the requirements of the Federal Agencies. Such a survey was conducted in 1966, and in 1969 the General Services Administration expended some $162,000 in the conversion of the vacated Postal facilities in Bryan for the pur- pose of housing the offices of representatives of the Federal Government. The head of the Public Buildings within General Services Administration advises that the next survey of the area would not be conducted un- til 1986 - in other words, they do a survey of areas every 20 years. Of course it appears from the Bryan - College tele- phone book that the Federal Agencies are still spread around in town between different locations. I think if a comprehensive report could be gotten together in that vein that it could help. On the other hand, they -2- may be just living out a lease prior to being moved to the refurbished postal facilities. I write to express my concern and to earnestly solicit from you some council action with respect to the nursing home, to the benefit of elderly citizens in the city of College Station. Z. My concern is based on the fact that unless some specific action is taken at the next council meeting, the folks who are ready to build will drop the project and take it to Bryan. They are serious about this. And, it isn't an idle threat on their part since I took a half -day of annual leave to meet with them to explore the matter in depth. It should be obvious why they will make such decision. 3. As you may know, need - approval must be based on need in the county and they had difficulty in establishing such with all the "red tape" involved. I was personally involved in such in an effort to expedite project following unanimous approval by the council. And, they have FHA approval. What I am leading up to is that it would be difficult, if not impossible, to get another nursing home in our area should they move to Bryan. College Station would be the loser. And, I don't want such to occur. 4. In my action to seek Brazos County Public Health approval on behalf of the group who plan to build the nursing home, I com- municated with several elderly citizens in our city. It was then that I realized more than ever that the interest in such was great. There was much more interest than I realized. Thus it is, on be- half of these folks and our (my) city that I write earnestly, soliciting council action. Why should we lose it? And, why the delays ? 5. I am not unmindful of the matter of the right of way width for State Highway 6. I checked in depth on this with the THD and have seen the map. I can see no problem here. I know the city has checked with the TML attorney on the matter of zoning and there a is no problem there. And lastly, I have checked on "other ramifica- tions. " Putting it all together, I see no reason why the council can't take action now, to the benefit of our elderly citizens and our city. 6. There is, of course, no need to recapitulate in detail council action on the project. You all know that it was on April 26 that the then council went on record as unanimously endorsing it, asking the city manager to have such placed on the agenda the following month (with ordinances and an extension policy). I was mayor at that time. 7. I was also mayor when an extension of time was requested at the May 24 meeting, with Councilmen Dale, Brison and Ransdell being appointed as a committee to further study the matter. 8. At the July 26 meeting, this committee further endorsed this project. From the floor, Cliff Ransdell and I spoke on its behalf. The council concurred. 9. You are acquainted with the more recent problem as it per- tains to the proposed widening of State Highway 6, as it affected action, delays in the development of the utility extension policy, etc. 10. Now it is November, eight months from the inception of the project for the nursing home. And, with the possibility of the group "throwing in the towell ", I am concerned, as a citizen of this community, that we stand to lose it. I, therefore, plead with you to take some action to get it rolling for the benefit of our citizens. 11. Might I suggest that you de -annex that portion of the strip covered by one ordinance as passed (widest strip), that would protect the city, and proceed with the public hearing thereon? And, then proceed, subsequently, with an additional ordinance to take in the remaining area (strip) to the land on which the nursing home is to be built. 12. As you fully know, our city would be out no money on this development. It is true we would cover the area, so to speak, from the standpoint of police and fire protection, and provide water. In turn, we would bring in revenue of $4500 to $5000 annually, as I re- call. And, this would be but the beginning of the development of this area which would be environmentally very desirable for the elderly folks of our city. 13. These apartments will be directed to the student market and will be in the semi - luxury class. We are asking FHA for a combined mortgage amount on these two projects of some $3.5 million dollars.
