At this meeting we will exchange information from each sub- committee in order to finalize our proposed criteria. The facility should be esigned from a functional viewpoint that permits a variety of programs and activities to be conducted simultaneously, if necessary. Therefore, multi -use type rooms should be provided. In order to function as a "community center ", the facility should be generally centrally located or at least easily accessible to the various age groups and user types for which it is designed. Special consideration should be given to accessibility by_ and t handicaun of all ages as well as to. bicycle s. Barriers which may mitigate free access should be eliminated. The consideration of any site that presents serious obstacles to inhibit such free access should be disregarded or modified to remove such obstacles. T jai t sha 'ng of a community c rater cili y b he school syst hen t he o f c y ivi s is loo on ora y. - Objectives The Community Center Committee has established general objectives as follows: .% -to recommend the construction of:a multi -use community facili y that will serve the needs and interests of all. citizens .v -to recommend the construction of a community facility that will provide physical facilities to accommodate the various social, civic and cultural activities engaged in by residents of the City • o maximize the use of the propo commun center ng i avail for us 1 hool d' t 'cY as well as t see eir c e tion in sharin heir ities that may be appropriate for community use. -to recommend the selection of a suitable location for the proposed community center that meets previously delineated criteria i s generally centrally located and that utilizes the natural characteristics of the land to maximum advantage. *to recommend a preliminary building program, for further Uj development by an architect in conjunction with a selected building committee, that indentifies the spatial requirements that reflect needs with respect to the construction of a community center building. i , -to recommend the construction of a community facility that is functional, flexible and takes into consideration future growth. v -to recommend the design of a building that permits easy access,internal circulation, safety and usability by all members of the community. u - to recommend the construction of a building to accommodate various community needs that: 1) consider climatic factors in the design stage; 2) is designed so as to conform to the characteristics of the selected site; 3) considers life cycle costs, i.e. - takes into account construction and operating costs relative to the life expectancy of the building. 'to recommend the employment of a full -time program director to supervise and coordinate all activities and scheduling of events to take place in the center as well as to recommend the employment of additional supervisory personnel to permit the scheduling of evening and weekend use of the building.
