Dozier, Hughey, Garrison, Ruesink Messrs. Pedulla, Pina, Fitch, Vinzant, Mims, Steen SUBJECT: Meeting of Program Sub - Committee of Community Center Committee 1. On January 19, 1977, a meeting of the aforementioned committee will be held at the College Station City Hall, Time is 7:30 P.M. 2. Fitch, Vinzant, Steen and Mims, though not "official" members of the committee, are invited as before because of their valued input to the committee work. 3. Purpose of the called meeting is to review a Community Center Proposal and Program Needs as developed by Pedulla. You will recall that, at the conclusion of our December 1 meeting, we turned over our evaluation to him for further refinement. He has, additionally, prepared the Proposal. 4. A copy of each item is attached for your review. Please review critically and come prepared to discuss and resolve these matters. I do have reservations, personally, on portions of the Proposal but my comments can best wait our get - together. 5. The facility should be designed from a functional viewpoint that permits a variety of programs and activities to be conducted simultaneously, if necessary. Therefore, multi -use type rooms should be provided. In order to function as a "community center ", the facility should be generally centrally located or at least easily accessible to the various age groups and user types for which it is designed. Special consideration should be given to accessibility by pedestrians, and the handicapped of all ages as well as to bicycles. Barriers which may mitigate free access should be eliminated. The consideration of any site that presents serious obstacles to inhibit such free access should be disregarded. Since a number of outdoor recreational type activities should be considered an intergral part of a community center, consideration should be given to cooperative planning of the center in conjunction with both the College Station Independent School District as well as the College Station Recreation Committee. The possible selection of a site that satisfies physical and access requirements that is located adjacent to a school or park having recreational and /or other physical facilities that may be mutually shared should be critically evaluated. The joint sharing of a community center facility by the school system when not scheduled for community acitivities is looked upon favorably. -Objectives The Community Center Committee has established general objectives as follows: -to recommend the construction of a multi -use community facility that will serve the needs and interests of the citizens of College Station of various ethnic and age groups and having varying physical and mental capabilities. -to recommend the construction of a community facility that will provide physical facilities to accommodate the various social, civic and cultural activities engaged in by residents of the City of College Station. -to maximize the use of the proposed community center by making it available for use by the local school district as well as to seek their cooperation in the sharing of their facilities that may be appropriate for community use. -to recommend the selection of a suitable location for the proposed community center that meets previously delineated criteria, that is consistent with the neighborhood concept, and that utilizes the natural characteristics of the land to maximum advantage. , to recommend a preliminary building program, for further development by an architect in conjunction with a selected building committee, that indentifies the spatial requirements that reflect needs with respect to the construction of a community center building. -to recommend the construction of a community facility that is functional, flexible and takes into consideration future growth. *to recommend the design of a building that permits easy access,internal circulation, safety and usability by all members of the community. *to recommend the construction of a building to accommodate various community needs that: 1) consider climatic factors in the design stage; 2) is designed so as to conform to the characteristics of the selected site; 3) considers life cycle costs, i.e. - takes into account construction and operating costs relative to the life expectancy of the building. *to recommend the employment of a full -time program director to supervise and coordinate all activities and scheduling of events to take place in the center as well as to recommend the employment of additional supervisory personnel to permit the scheduling of evening and weekend use of the building. -to recommend the creation of a "Building Use Committee'! to establish rules, regulations, fee schedules (where required) and other policies related to building use and to periodically review such rules, and policies as necessary.
