Annexationhashistoricallyplayed a veryimportantroleinsustainingthepopulationgrowthofTexas cities.Annexationis animportantgrowthstrategy andhasbeen a criticaloneforTexascitiesinthe past.Citieshavevariousreasonsforinitiating annexation.Theseinclude: -Citiesinitiate annexationinordertoemploygrowth managementstrategies.Orderlygrowthof a cityiscriticaltoitslong-termviability.A municipalityhasaresponsibilitytoitsresident andtaxpayerstomanageitsphysicalgrowthin a sensible,predictable, andfiscallyresponsiblemanner.Annexation,whichprovidesthe abilityto zoneproperty,is anessentialpartofthatprocess. -Thecapacityto annexemerging areasof developmentinto a cityisimportanttoitsongoingsustainability.Developmentjustoutside a city imposesgreaterburdensonthe city’sinfrastructure andfacilities asmoreresidents and businessesdemand accesstocitystreets,governmentalservices,culturalandentertainment venues, andeducational andhealthcarefacilities.Annexationexpandsthetaxbase,thus providingfundstosupportanincreasingregionalpopulation.Thisincludes annexationof areas withdesirable advaloremvalues, areaswith commercial activitiesthatproducesalestax revenues,orareasthatproducecurrentorfutureutilityrevenues. -Annexationbringsterritoryintothe fullregulatory authorityof a city.Whilethe Statestatutesprovide citieswithlimitedregulatory authoritywithinitsextraterritorialjurisdiction(ETJ), annexationinto a city allows applicationof fulllandusecontrols anddevelopmentstandardsincludingzoning authority.Thiszoning authorityhelpstheCityimplementtheComprehensivePlan. -Thistypicallytakestheformof annexationof propertythatisdevelopingorproposedfordevelopmentforsomelandusedeemedundesirableor otherwise a threatifnot annexed and controlled.Examplesincludeheavyindustryuses, annexationof anareatopreclude annexationofthesameby anothercity,oreffortstoincorporate within a City’sETJ. –The Statehas approved severalbillsintherecentpastthatmakeitincreasinglydifficultforcitiestopursue annexation.A recentbillfiledbyRepresentativeBrownrequiringvoterconsentbefore a city annexesproperty isyet anotherexampleofsuch action.
