EXPERIENCE: Local level:
1. City Council member from 1982 -1986; from 1987 -1996; served as
Mayor Pro -Tem prior to being elected Mayor, served as Mayor 1996-
2002
2. Current Board member of Brazos Animal Shelter, Metropoliton
Planning Organization, Brazos Valley Solid Waste Management
Agency, Brazos Valley Council of Government.
2. Past board member of Brazos County Health Department, Brazos Arts
Council, Brazos Beautiful.
3. Serve on Fund raising committee for Brazos Valley Children's
Museum; serve on St. Joseph Futuring Committee.
4. Served as past chairman of the Regional Planning Committee of
Council of Governments, currently work as vice -chair of that
committee.
As Mayor, kept council moving forward during two years of a split
council. Have demonstrated a leadership style that can bring varied
groups with diverse viewpoints together to focus on common goals; yet
can make the hard decisions when necessary. Have ability to work with
municipal, educational, and county leaders. Several accomplishments of
the city occurred during my tenure due to the strategic planning process
and the council's vision statements: The City of College Station's bond
ratings were up- graded. Our financial condition is sound, our Police
department received accreditation and recently was re- accredited. We are
one of a select few police departments who have received this
accreditation nation wide. Our City has received several awards in the
financial area, as well as, the planning department, from their professional
organizations. Worked with staff and council on the strategic planning
process, now in full use. Started the Citizen's University Program, and the
Mayor's Brunch . I wrote the draft and presented it to the council of our
Council Relations and Code of Ethics policy that was adopted by the
council. I have been a speaker at Texas Municipal League and
Association of Mayors, Councilmembers, and Commissioners annual
meetings covering topics on Council/Manager Relations and Code of
Ethcis for Councils. I have been called upon by other Mayors and
elected officials to share with them how to work with difficult
councilmembers and work with them on council retreat programs. Our
City staff are also called upon as speakers to share with other cities what
College Station is doing. Under my leadership and encouragement, other
councilmembers are involved in TML and National League of Cities. Our
City council had five of its members receive the TMLI award for
continuing education.
Regional level:
1. Served as President of Texas Municipal League Region X, covers
from B /CS to Austin, South to La Grange. Was the first region in the
State to offer continuing education programs for elected municipal
officials during my tenure.
2. Started the seven county regional planning group with Judge Haney
from Grimes county. Addressing several areas including:
transportation, open space and environment, legislative, water districts,
economic development and tourism. Will host a regional
transportation summit this spring with the COG and City of College
Station, including Houston and surrounding counties.
State level:
1. Served as President of the Association of Mayors, Councilmembers
and Commissioners. Started an inter -faith breakfast during my tenure
that continues today. Started an awards program for continuing
education credits at our annual conference. Was elected to this
position and the TML Region X position at the same time.
Membership grew at the regional meetings during my tenure. Was
responsible for all programs offered at both AMCC annual meeting
and TML Regional meetings.
2. Served on the Texas Municipal League Board of Directors. Was
active on several committees during this time.
3. Started the Texas Municipal League Leadership Institute with several
other elected officials. This program has grown tremendously since it
began and provides leadership and municipal training for elected
officials. They earn an award for 42 hours of CEU's or an award for
52 hours of CEU's.

4. Serve on TEX -21 board. Tex -21 is a statewide organization working
on transportation for the 21 century. I serve on two sub - committees
with this organization.
5. Served on the Texas Attorney General's Municipal Advisory
Committee under Dan Morales and John Cornyn
6. Currently serve as an advisory board member to the Texas Municipal
Retirement System.
