HomeMy WebLinkAbout04 BCCD Meeting Minutes 04.03.1978 BRAZOS COUNTY CIVIL DEFENSE MEETING COUNTY COURTHOUSE - CIVIL DEFENSE OFFICE MONDAY - APRIL 3, 1978 - 5:00 P.M. Attending: Jake Canglose, Ed Burns, Warren Heffington, Carroll Bell, Charles Phelps, Tom Brymer, James Presswood, Harry Stitler, Ben Wormeli Presiding: Jake Canglose Topic: HAZARDOUS MATERIALS Mr.Canglose outlined plans to call a meeting of the Hazardous Materials Committee within the next two weeks to consider: 1. A warning systerm - sirens, radio & TV - to warn all people and how and where to evacuate. Develope an organized system of putting out information to prevent unresponsible reports. Also develope an organized system of notifying people when it is safe to return. There is a need to understand and follow the system. The outlines for Tornado Warning will be adapted. 2. Tom Brymer reported that the Bryan City Council approved the first reading unanimously of a new set of hazardous cargo route regulations. A second reading and vote is required before they take effect. 3. On March 28, representatives of the Southern Pacific and Bryan and College Station made a railroad track inspection. The inspection showed the tracks to rate class two. The lowest is Track 1. 4. Jake suggested consideration of engaging an independent engineering firm that is qualified to inspect and evaluate the railroad tracks. 5. The Missouri Pacific will be contacted to review their track condition. -2- 6. James Presswood emphasized the need for safety guards and overpasses along the tracks in the TAMU area. This is emphasized by parking areas and new classrooms now across the tracks. Today, one girl student crawled under a standing freight car and was hit when the cars were humped (Near the old dairy mfg. bldg.) Another ssudent pulled her to safety. Also another student was hit by a humped train car at the F & B road. He was riding a bicycle thru an opening between cars. This information will be forwarded to Chancellor Williams. 7. The question was raised about the need for a competent Search and Rescue Team to check from building to building for people after damage in the area. The Fire Depts. and TAMU have trained men. Civil Defense Meetings of March A. Hazardous Materials Accident Team, March 2, 1:00 p.m. in Commissioners Courtroom. B. Crisis Relocation plans for Brazos County reviewed by Rufus Woody of Austin. This was part of the program of the Monthly Civil Defense Meeting, March 6, 4:30 p.m., in the Commissioners Courtroom. C. Severe Weather and Tornado Warning Plan, March 21, 5:15 p.m., in the 0 & M Bldg. Rm. 112, attendance 54. A 'Proclamation' making April, Brazos County "Severe Weather and Tornado Preparedness Month" was signed by Judge Vance and Mayors Bravanec and Joyce. D. "The Day of The Killer Tornados ". This film was shown on KBTX -TV Saturday, April 3 at 7:00 to 7:30 p.m.
