BRAZOS COUNTY CIVIL DEFENSE COUNCIL MEETING
February 4, 1985 5:00 p.m.
Call to Order
Business:
1) Statewide WHITEWATER I Exercise February 28, 1985
(State Planning Seminar in Austin Feb. 26).
2) Annual State Emergency Management Conference for Judges,
Mayors, Directors, and Coordinators Feb. 19 -21 in Austin.
3) Annual District Emergency Management Planning Seminar for
Local Governments Feb. 8 in Waco.
4) BVDC District -wide Emergency Medical Services Exercise
(Proposed for March, 1985).
5) Review of duties of County Civil Defense Office.
6) Progress Report on updating of County Court Orders and
Civil Ordinances on Emergency Management.

A. Discussion of Statewide White Water I Exercise.
1. Exercise to be Feb. 28, 1985.
2. Planning seminar in Austin, Feb. 26, 1985;
we will attend seminar.
3. Brazos Center will be E.O.C. on Feb 28th.
B. Discussion of attendance at annual State Emergency
Management Conference.
1. In Austin Feb 19 -21.
2. We will have representatives from Bryan, College
Station and Brazos County.
C. Discussion of attendance at annual District Emergency
Management Planning Seminar.
1. In Waco Feb. 8, 1985.
2. Bryan & the County will be represented.
D. Discussion of BVDC District -wide Emergency Medical
Services Exercise.
1. Proposed for March, 1985.
2. Proposed 200 casualties
3. Do not know if we will participate.
E. Review of duties of County Civil Defense Office
1. Each member in attendance received a blank basic
guidelines form to fill out and return to Civil Defense.
2. Each member is to give his own ideas of the duties and
responsibilities of the Brazos County Emergency Manage-
ment Organization.
F. Progress Report on updating court orders and city ordinances
on Emergency Management.
1. County Court Order passed.
2. College Station passed ordinance, however, not
satisfactory.
3. Bryan waiting until College Station has satisfactory
ordinance.

A. Duties and responsibilities:
NOTE: All recommendations should apply to the function of the
Brazos County Emergency Management Office in the areas of
coordinated joint operations and planning and not on the individual
political sub - division operations and planning.
The concept of the joint County Office is to provide a
coordinated common interest disaster planning and training function
along with operations as approved by the cities and the County
chief executives.
For example, the County Coordinator who has appointed respon-
sibilities as delegated by the County Judge for the county
jurisdiction may have different duties as delegated by the City
Mayors in each political sub - division for joint planning and operations,
i.e., CRP, fallout shelter programs, Radiological Defense,
Military Reserves, severe weather, etc. -
