Present: Jake Canglose, Sgt. Freddie Forsthoff (DPS), James
Beamer (SO), Chief Charles Phelps, Ernest Clark,
North Bardell, Mrs. Margie Shenkir (Bryan Hospital)
Charles Clites (St.Joseph Hospital), Harry Stiteler,
Col. Carroll Bell, Capt. Warren Heffington,Ben Wormeli.
Presiding: Jake Canglose
Proceddings:
* Bryan Hospital and St. Joseph Hospital need an ex-
ercise for accreditation. They need two a year,
and Bryan's last one was a small in -house exercise.
They need this one by the end of the year.
Bryan Hospital needs 20 victims, St.Joseph needs
20 to 25 victims. Jake Canglose explained that a
County Command and Control Exercise could be held
in conjunction with the hospital exercise. He sugg-
ested kicking the exercise off with a NOAA radio
announcement.
Both City Managers and the Sheriff's Office agreed
to participate in the exercise.
Mr. Canglose asked Jim Beamer if the Sheriff's Re-
serves (about 30) might be involved. This will be
checked.
A date for the exercise was discussed. A week -end
offers certain opportunities to call in off -duty
personnel, and this was selected. Sunday was agreed
upon but a date will be selected later.
Mr. Canglose asked for selection of a site. Mr. Clites
suggested a chemical spill or train derailment. Mr.
Bardell suggested something involving a football week-
end (simulated). Mr. Canglose suggested a rural pro-
blem. A school bus accident in a rural area was dis-
cussed, as was a truck accident. A chemical accident
at the County Industrial Park was discussed.
A rural accident simulation was chosen. The TAMU Act-
ing Club will be asked to provide "victims."
Mrs. Shenkir and Mr. Clites were asked to select a date,
but not within the next 3 weeks. The date of Sunday
afternoon, December 6th. was discussed and selected,
Another meeting will be called by Mr. Canglose to
finalize these plans.

* An Air Force certificate for Col. Bell was presented.
The certificate is for the Commendation Medal he was
presented earlier.
* Mr. Bardell and Mr. Clark were asked to consider the
possibility of using low water crossing staff gauges.
Mr. Canglose has an opportunity to secure these gauges
free of charge. The gauges measure water height above
a certain level, such as road level.
* The location of rain gauges for flash flood warnings
at City installations which are manned 24 hour per
day was discussed. The staff gauges and rain gauges
will be discussed later after an inventory of rain
gauge locations.
* Problems with the NOAA weather radio were discussed.
The radio sounds an alert so often, that people are
ignoring it.
False alarms for the C.S. Fire Dept. from the Campus
were discussed briefly.
* Jake Canglose participated October 21 in a meeting
sponsored by the Brazos County Chapter of the American
Red Cross to organize the Disaster Relief branch of
the Red Cross in this area. Also present were rep -
prsentatives of the Sheriff's Dept., Bryan and College
Station Fire Departments, Bryan Police Dept., Medical
Service fields REACT Unit and TAMU Safety and Medical
Services.
* Thursday morning, 10 -29 -81 Doyle Casey (NWS) and David
Barham (Region 6 Liasion Officer 9 -81) met with Jake
Canglose to review severe weather programs and update
information on Flood Emergency Plans.
