July 6, 1981 - 5:00 p.m. Civil Defense Office Present: Jake Canglose, Chief Charles Phelps, John Kennedy (College Sta.), Col. Carroll Bell, Capt. Warren Heffington, Capt. Russell Tompkins, Ben Wormeli Presiding: Jake Canglose Proceedings: Seminole Pipeline - June 25, 1981 - Russell Korbe (Brenham) brought a packet containing the Seminole Pipeline EMERGENCY POLICY, a map showing the route of the pipeline, showing the valve sets and a Key for closing a pipeline valve in an emergency. The Seminole Pipeline Dispatcher in Tulsa, Oklahoma (918) 584 -4471 is to be called collect before clos- ing a pipeline valve. This information is an ex- cellent plan and will be kept in our file - A7 - Outside Agency Emergency Plans. We will cooperate on the section of pipeline located in Brazos County. The Sheriffs Office was also given a packet of the Seminole Pipeline Emergency Policy, map and key by Russell Korbe. Shelter Management Handbook - Jake Canglose reviewed the preparation of 125 individually labled envelopes containing the P & B -8 Feb. 1981 - Shelter Manage- ment Handbook and the shelter floor plan layout. These will be kept in the Civil Defense Office ready for quick delivery to each shelter in the event of an impending nuclear threat. MOBDES Officers Russell Tompkins and Warren Heffington prepared this infor- mation. Courthouse Expansion - Jake Canglose reviewed the plan for the location of the Civil Defense space in the additions and changes in the Courthouse that are scheduled for completion in the next couple years. A copy of the sketch of Civil Defense space is attached. MOBDES - June 30, 1981 Col. Carroll W. Bell retired from the U.S. Air Force after 30 years of Service. His active Reserve Duty as a Mobilazation Designee (MOBDES) began June 25, 1973. His effective service in implementing the activities of the Brazos County Civil Defense program will be missed. August 30, 1981 Capt. Russell Tompkins will leave us for new employment with Texas Eastman in Longview.
