MEETING: FEBRUARY 5, 1979 - 5 P.M.
COURTHOUSE - CIVIL DEFENSE OFFICE
PRESENT: Warren Heffington, Ernest R. Clark (new Bryan City
Manager, Feb. 1, 1979), Hubert Nelson, Bill Koehler,
Jake Canglose, Judge R. J. Holmgreen, North Bardell,
Joe Ellison, Charles Phelps, Carroll Bell, George
Huebner, Ben Wormeli

TOPICS: 1. Introduced Ernest R. Clark to the members present
and the scope and process of these monthly meetings.
2. The Annex E - Crisis Relocation Plan for Robertson
County has just been received. We have received
these plans for Burleson and Grimes Counties.
These three are Host Counties for Brazos County in
the event of an eminent nuclear attack. These
plans were prepared by the State Disaster Emergency
Service. The local plan for the responsibilities
of key people will be prepared.
3. For the Hazardous Materials Plan the news media
list has been prepared. Also the lists of Emergency
Team Members, and Emergency Consultants and Assis-
tants have been updated.
4. Mr. Canglose again discussed the need for a Mobile
Command Post. This could be a trailor with radio
and telephone outlets. Representatives of the
Cities and Counties present agreed with the need
but discussion didn't pass the awareness stage.
5. The February 20 and 21 Annual Preparedness Con-
ference in Austin was discussed and several have
indicated that they will attend the session on
the 20th in a pool car. The Administration
Officer will attend both days.
6. The April 9 -13 Area Radiological Defense Officer
Training Course was reviewed, several more are
planning to take HS -3 Radiological Monitoring Home
Study Course which is a prerequisite. This includes
Capt. Howard Hill of the Bryan Police Department.
7. Local Emergency Radiological Survey people are
needed. There are two radiation units in our
county. This plan needs to be coordinated with
the Texas A & M University Plan.

8. Jake Canglose reported the complimentary state-
ments in Houston by the Railroad people on the
excellent activity by the Bryan personnel during
the recent train derailment. Mr. Canglose has
been invited to participate in a Railroad Safety
(transportation) April Meeting in Houston to dis-
cuss our Hazardous Materials Plan.
9. The problem of Railroad track quality in our two
cities was reviewed and the need for improvement
emphasised. The current Railroad Study to be
conducted with $90,000 Federal Grant money by
Wilbur Smith - Consultants of Houston should
provide a basis for action. It may take a year
to complete this study. P. D. Williamson is the
chairman of the local committee on this subject.
TAMU made a major input into securing the grant
money.
10. Mr. Canglose commented to Judge Holmgreen that
the updated list of Civil Defense appointments
for the next 4 years needs to be completed.
Also the Brazos County Emergency Planning Direc-
tory can then be updated.
