PRESENT: Chuck Harrison (Denton), Judge W. R. Vance, Jake
Canglose, E. E. Burns, Mayor Lloyd Joyce, Charles Phelps,
Louis Odle, Joe Trowbridge, James Presswood, Lee Roy Johnson,
North Bardell, Bill Koehler, Douglas Langua, Marion Byrd,
George Ford, Elroy Ash, Ben Wormeli.
1. Distribution was made of the revised, (Sept. 1976) -
1976 -77 Directory for the Brazos County Civil Defense -
Off ice of Emergency Planning and Operation.
2. A proposed mutual aid agreement (Resolution) was presented
by Jake Canglose and discussed.
3. The updated Emergency Operations Plans were distributed
and discussed. These plans and applicable ordinances for
each - Brazos County, City of Bryan and the City of College
Station had been compiled into one publication. Copies of
these complete sets were distributed to each Political Unit,
including TANK.
4. The proposed schedules and the events of the cooperative -
Emergency Operations Exercise were discussed in detail
using the attached schedule A. Jake Canglose and Chuck
Harrison presented the proposals.
A. A Tornado stricken area with mass casualties
including a public school is planned for Bryan
B. A derailed freight train consisting of tank cars
with inf lamable and poisenous fluids and gases is
planned for College Station.

C. Brazos County will serve as mutual aid to Bryan and
College Station.
5. Schedule B - attached -
This Emergency Disaster Exercise planning schedule of
events was completed to include dates, times, meeting
places, who will attend and what will be the participation and
scope of the November 18th rehearsals at the Bryan EOC and
the College Station EOC. Then on Friday, November 19th
the Disaster Exercises will be conducted.

JOINT RESOLUTION AND MUTUAL AID AGREEMENT
WHEREAS,
Foreign powers have the capability of attacking the United States
with nuclear weapons; and,
WHEREAS,
The cities of College Station, Bryan and Brazos County are vulnerable
to natural disasters, accidental disasters and major domestic emer-
gencies; and,
WHEREAS,
Recognizing that Civil Emergency preparedness is a function of
Government, the cities of Bryan, College Station and Brazos County
hereby agree upon a joint program of Civil Preparedness with objectives
being to coordinate all resources, provide aid and assistance to a
political sub - division upon request for the purpose of saving the
maximum number of lives, protection of property, maintain law and
order, preserve civil government and recover from a major disaster
or enemy attack; now therefore,
BE IT RESOLVED BY THE CITIES OF BRYAN, COLLEGE STATION AND THE COUNTY OF
BRAZOS
As authorized by; County Court Order dated April 13, 1959, College
Station City Ordinance No. 326, Bryan Ordinance dated July 10, 1959;
that,
1. The designation of a Emergency Disaster Council consisting of the
+Mayor of Bryan, the Mayor of College Station and the County
Judge of Brazos County who shall serve as Council Chairmen.
2. The designation of a Disaster Directors Staff consisting of duly
appointed Civil Defense Directors from each political sub - division.
3. The establishment of a county Civil Defense and Emergency Services
Office and the appointment of a County Civil Defense Director who
shall serve as chairmen of the County Directors Staff and is
responsible for the coordination of Emergency Planning, training
disaster services and other duties as authorized and /or delegated
by the officials of Bryan, College Station and Brazos County.
BE IT FURTHER RESOLVED: that,
1. Funding, administration and or operations of the county Emergency
Services Office shall be as authorized by the Emergency Disaster
Council or their designated representatives.
2. The Emergency Disaster Services Council and /or the Disaster
Directors Staff will meet upon call of the Chairman of the

Disaster Council or the Chairman of the Disaster Directors Staff.
3. That officials of the cities and County Govermental Agencies are
authorized to prepare and maintain Emergency plans, operating
procedures and written directives which are necessary for implem-
etation of Emergency Functions as outlined in the Joint Emergency
Plans.
The above and foregoing resolution and Joint Mutual Aid Agreement
was approved and passed by:

Brazos County, College Sta., DPS (State) - Surrounding Areas.
I. Situations: Disruptions - Public Utilities - Water, Gas, power,
Telephone, Injuries, Property Destruction & Warnings issued -
Public IL formation - Firrs - Traffic.
1. Fire: Fire suppression - rescue: aid: County College Station,
DPS(State) - TAMU - Surrounding Counties.
2. Police: Field C.P. - Communications, Traffic - Cordon - C.P. -
Aid: County - College Station - Area Law Officer - DPS
(State), N.G.
3. Public Works - Engineering: Power, Water, Gas, Debris Clearance,
Barricades, Signs, etc. Aid: _County Commissioners,'College
Station, State Highway Dept., State (DPS), Surrounding Areas,
Gas Co., Telephone Co.
4. Damage Assesment: City, County - State
5. Public Information: Emergency News Committee (Press - Radio - T.V.)
6. Food - Shelter - Public Health: Red Cross - County Health Unit.

Mutual Aid & Asst: Brazos County, Bryan, DPS (State)
I. Situations: Explosions, Fires, Poisonous Gases, Traffic Disruptions,
Injuries - Possible evacuations.
1. Fire: Fire suppressions, danger assesments, rescue, etc. - aid:
railroad officials - Bryan, TAMU, State (DPS), surrounding
areas.
2. Public Works Engineering:- Barricades, debris clearances, power,
gas, water signs: etc. Aid: Bryan, Brazos County Gas Co.,
Telephone Co,, Highway Dept. DPS (State)
3. Police: On site command post., Traffic control, evacuation, cordons,
etc. - Aid: Orazos County, Bryan, DPS, N.G., Area law
enforcement.
4. Public Information: Emergency News Committee (Radio - T.V. - Press).

purpose of finalizing our initial plans for the Emergency
Exercise to be held during the first two weeks of November.

action to be taken during the Exercise.
If you are unable to attend, please send someone who can
make decisions for you.
