I want to sincerely thank you for the warm reception I received
in your office last week.
Mr. William M. Collier of our Hospital Services Division provided
me with the portion of the Hill - Burton Program which is con-
cerned with fallout protection. Part 24+.2- 3,section KK, in its
entirety, reads as follows:
"Costs in providing reasonable radiation fallout protection
including the cost of space necessary to the establish-
ment of a radiation monitoring station is allowable."
If you need further information, I suggest you write to the Hospital
Services Division of the State Department of Health or contact
the architectural firm of Matthews and. Associates in Bryan.

Dear Sir ;
The U.S. Public Health service has issued a new policy
statement which allows the use of Hill-Burtori funds
for incorporttion of Fallout Protection in the construction
of Hospitals.
The agency's new policy permits payment f,r shelter cost.
Present legislation does not contain any limitation on
the use of Hill-Burton funds and it is permissaole t
consider as eligible costs in any space providing reasonab3 ti4
fallout protection including radiation monitoring station
space.
We can get more detail information from the State Civil
Defense office on this new policy, I believe t‘...iis is
worth looking into. If I can be of any assistance, please

SUBJECT: St. Joseph Hospital Building Project
Dear Mr. Matthews:
In regard to the construction of the new St. Joseph Hospital; this office is very
much interested in the possibility of incorporating radiation sheilding and auxilary
power. \
I have explored the possibility of obtaining funds through Civil Defense Channels for
this purpose and found that the Bill submitted to Congress was defeated. However,
with the permission of your firm we are able to obtain at no cost to you or the
owners a trained specialist to serve as a consultant for the purpose of exploring the
. possibility of incorporating radiation sheilding which would fit in your budget and
design ideas.
As you know hospitals are one of our most vital survival facilities and I feel that
every effort should be made to assure the continued operation of this type facility
under adverse conditions. What we do today could be a deciding factor in our future
vulnerability.
This 6ffice will be at your disposal at all times to provide whatever assistance avail-
able to us from the local, state or federal government in connection with this project.
Your consideration in this matter will be sincerely appreciated and please feel free to
contact this office for any information or assistance you feel we may be able to provide.
