"STATEMENT HURRICANE BEULAH
THE SEVERE HURRICANE BEULAH AT 5 PM WAS CENTERED ABOUT 145 MILES
a
SOUTHEAST OF BROWNSVILLE AND MOVING NORTHWESTWARD ABOUT 10 MPH.
THE HURRICANE IS A DANGEROUS STORM WITH WINDS OF 175 MPH NEAR THE
CENTER. IT IS EXPECTED TO REACH THE COAST A LITTLE SOUTH OF THE MOUTH
• OF THE RIO GRANDE AROUND 6 AM WEDNESDAY. HURRICANE WINDS
SHOULD REACH THE BROWNSVILLE PORT ISABEL AREA AROUND MIDNIGHT TONIGHT.
TIDES ALONG SOUTH PADRE ISLAND ARE ONLY ABOUT 2 FT MSL BUT THEY WILL
RISE RAPIDLY THE LAST FEW HOURS BEFORE LANDFALL OF THE HURRICANE.
TIDES IN THE VICINITY OF LANDFALL CAN BE AS MUCH AS 15 FT MSL. THIIS
MEANS THAT ALL OF SOUTH PADRE ISLAND WILL BE FLOOD AND THAT PORT ISABEL
WILL BE UNDER SEVERAL FEET OF WATER IN MOST SECTIONS. ALL PERSONS
WHO HAVE NOT LEFT SOUTH PADRE ISLAND AND PORT ISABEL ARE ADVISED TO DO
SO AT ONCE. THIS IS A VERY DANGEROUS STORM AND WILL PRODUCE VERY HIGH
TIDES ACCOMPANIED BY VERY STRONG WIND.
VERY HEAY RAIN WILL ACCOMPANY THIS STORM AND BECAUSE OF ITS SLOW
MOVEMENT THE ACCUMULATIONS IN THE COASTAL SECTIONS OF THE LOWER RIO
GRANDE VALLEY COULD AMOUNT TO MORE THAN 10 INCHES.
WE REPEAT IF THERE ARE ANY PERSONS LEFT IN PORT ISABEL AND SOUTH
PADRE ISLAND THEY SHOULD LEAVE BEFORE THE HIGH TIDE CUTS OFF THEIR
ESCAPE.

INFORMATION FOR THE PRESS FOR IMMEDIATE RELEASE
AUSTIN... GOVERNOR JOHN CONNALLY TODAY ISSUED AN APPEAL TO ALL EVACUEES
FROM THE AREAS STRICKEN BY HURRICANE BEULAH NOT TO ATTEMPT TO RETURN
TO THEIR HOMES UNTIL THEY RECEIVE OFFICIAL NOTICE THROUGH THE PUBLIC
NEWS MEDIA THAT CONDITIONS WARRANT THEIR RETURN.
"THE SOUTH TEXAS AND COASTAL AREA, PARTICULARLY THOSE AREAS IN THE
VICINITY OF BROWNSVILLE, PORT ISABEL, HARLINGEN ANDTHAT GENERAL AREA,
HAS EXPERIENCED HURRICANE DAMAGE AND AN ACUTAL OR POTENTIAL FLOODING
SITUATION AS AN AFTERMATH OF THE HURRICANE WHICH CANNOT BE FULLY
EVALUATED AT THIS TIME," THE GOVERNOR SAID.
"I STRONGLY URGE ALL THOSE WHO HAVE LEFT THEIR HOMES TO REMAIN WHERE
THEY ARE AND NOT TRY TO RETURN UNTIL POSITIVE NOTIFICATION HAS BEEN
GIVEN THAT ROADS ARE CLEAR AND THAT LOCAL OFFICIALS WILL GRANT ENTRY
INTO A GIVEN AREA.
"THIS IS PARTICULARLY IMPORTANT AT THIS TIME SINCE THE WEATHER
SITUATION IS STILL UNPREDICTABLE, AND BECAUSE MANY RIVERS AND STREAMS
ARE FLOODING OR ARE EXPECTED TO FLOOD AREAS OF SOUTH TEXAS. IN ADDITION,
THERE IS THE POTENTIALITY OF FURTHER TORNADOES RESULTING FROM THE
HURRICANE.
"FOR EXAMPLE, FLOODING CONDITIONS PREVAIL AS FAR NORTH AS VICTORIA
AND THE EDNA AREA, AND MAY OCCUR AT OTHER SOUTH TEXAS POINTS IF THE
TORRENTIAL RAINS, IN SOME AREAS AS MUCH AS 16- INCHES, CONTINUE.
"UNDER THESE RAPIDLY CHANGING CIRCUMSTANCES, ANY EFFORT ON THE PART OF
REFUGEES TO RETURN HOME COULD BE DANGEROUS, AND IT SHOULD BE NOTED
THAT EVEN IF THEY COULD REACH THEIR DESTINATIONS, THEY MIGHT FIND
THEIR HOMES DAMAGED, A LACK OF POWER, NO POTABLE WATER AVAILABLE,
AND LACK OF SEWERAGE AND SANITARY CONDITIONS." 1
