GOVERNOR JOHN CONNALLY TODAY ISSUED AN APPEAL TO ALL EVACUEES FROM THE AREAS STRICKEN BY HURRICANE BEULAH NOT TO ATTEMPT TO RETURN TO THEIR HOMES UNTIL THEY RECEIVE OFFICIAL NOTICE THROUGH THE PUBLIC NEWS MEDIA THAT CONDITIONS WARRANT THEIR RETURN. "THE SOUTH TEXAS AND COASTAL AREA, PARTICULARLY THOSE AREAS IN THE VICINITY OF BROWNSVILLE, PORT ISABEL, HARLINGEN ANDTHAT GENERAL AREA, HAS EXPERIENCED HURRICANE DAMAGE AND AN ACUTAL OR POTENTIAL FLOODING SITUATION AS AN AFTERMATH OF THE HURRICANE WHICH CANNOT BE FULLY EVALUATED AT THIS TIME," THE GOVERNOR SAID. "I STRONGLY URGE ALL THOSE WHO HAVE LEFT THEIR HOMES TO REMAIN WHERE THEY ARE AND NOT TRY TO RETURN UNTIL POSITIVE NOTIFICATION HAS BEEN GIVEN THAT ROADS ARE CLEAR AND THAT LOCAL OFFICIALS WILL GRANT ENTRY INTO A GIVEN AREA. "THIS IS PARTICULARLY IMPORTANT AT THIS TIME SINCE THE WEATHER SITUATION IS STILL UNPREDICTABLE, AND BECAUSE MANY RIVERS AND STREAMS ARE FLOODING OR ARE EXPECTED TO FLOOD AREAS OF SOUTH TEXAS. IN ADDITION, THERE IS THE POTENTIALITY OF FURTHER TORNADOES RESULTING FROM THE HURRICANE. "FOR EXAMPLE, FLOODING CONDITIONS PREVAIL AS FAR NORTH AS VICTORIA AND THE EDNA AREA, AND MAY OCCUR AT OTHER SOUTH TEXAS POINTS IF THE TORRENTIAL RAINS, IN SOME AREAS AS MUCH AS 16- INCHES, CONTINUE. "UNDER THESE RAPIDLY CHANGING CIRCUMSTANCES, ANY EFFORT ON THE PART OF REFUGEES TO RETURN HOME COULD BE DANGEROUS, AND IT SHOULD BE NOTED THAT EVEN IF THEY COULD REACH THEIR DESTINATIONS, THEY MIGHT FIND THEIR HOMES DAMAGED, A LACK OF POWER, NO POTABLE WATER AVAILABLE, AND LACK OF SEWERAGE AND SANITARY CONDITIONS." 1 TEX DPS AUSTIN AUS21 1334MH TORNADO SAFETY RULES TO ALL RADIO AND TV STATIONS FOLLOWING IS A LIST OF TORNADO SAFETY RULES.
