N 0 rrt MILL/CAN 13 R /VER RURAL FIRE PROTECTION SERVICE OCTIDBER 1967 ANNEX OFFICE OF EMERGENCY PLANNING FOR BRAZOS COUNTY • BRYAN • COLLEGE STATION • TEXAS ABM BRAZOS COUNTY CIVIL DEFENSE RURAL FIRE • PROTECTION PROGRAM BASE PLAN DATE: October 1967 Approved by the Brazos County Civil Defense Directors Staff and Council, November 4, 1967 '/ _-/d1/4 Si: ed/ County Direc .- Rural Fire Protection Program MISSION: To establish a rural fire protection program for Brazos County which would serve rural residents on a day to day basis and provide an auxiliary fire program to cope with fires caused by a national or severe local disaster at minimum cost through community self -help participation. I: Rural Fire Protection Committee: A. Purpose: To function as a coordination committee which will act in a ad- visory capacity to provide recommendations and support in areas of rural fire protection planning. B. Advisory Committee members: 1. County Judge 2. County Civil Defense Director 3. Bryan Civil Defense Director 4. College Station Civil Defense Director 5. Bryan Fire Chief 6. College Station Fire Chief 7. County Sheriff 8. County Commissioners 9. USDA County Defense Board Chairman 10. County Agent 11. Civil Defense Fire and Rescue Coordinator 2 II: Brazos County Civil Defense Rural Fire Protection service will be under the direction and control of: A. Brazos County Civil Defense Fire and Rescue Coordinator, Bryan Fire Dept. Chief- Deputy Coordinator College Station Fire Chief- Deputy Coordinator III: The Civil Defense Fire protection service will: 1. With advice, recommendation and assistance provided by the rural fire service committee establish: a. A survey of all water resources, equipment, etc. which can be utilized in rural areas for on the spot fire fighting. b. Identify rural fire reporting areas by district and unit numbers which will be used when reporting fires. This will enable fire fighting units from Bryan and College Station to immediately identify the fire area and reach it by the shortest route. c. Develop and publish a map showing fire reporting grid numbers which will be used for reporting fires. d. Recruit and train rural fire fighting brigades in each fire district who will make use of local fire fighting assets and assist regular fire fighting units. e. Publish a pamplet for each rural resident outlining fire reporting procedures and purpose of the rural fire protection program. 3 IV: Civil Defense Auxiliary Fireman General: a. All auxiliary fireman will be registered and accept office as Brazos County Civil Defense auxiliary fireman. b. For coordination and supervision purposes, all auxiliary fireman will be under the direction of the Bryan Fire Department, for the north zone and the College Station Fire Dept. for the south zone (see Figure B). c. Uniforms authorized - Kakhi pants and shirts with Brazos County Civil Defense auxiliary fireman patches. d. Fireman badges will be available at cost to members who desires them. V. Organizational: a. Each fire brigade will have a brigade captain who will be in charge of auxiliaries in his area. (See Chart) TRAINING: All training will be provided by the Brazos County Civil Defense office under the direction and supervision of the Brazos County Fire Coordinator, the Bryan Fire Chief and the College Station Fire Chief. OPERATIONAL PROCEDURES: 1. Each Brigade member when made aware of a fire in their district will alert all other members in his district and take immediate 4 fire control action. Upon arrival -of the fire chief, all fire fighting efforts will be directed by the fire chief. 2. Each fire Brigade captain should establish a coordination and fire alerting procedure for his district. 3. Each fire Brigade captain will maintain his Brigade by recruit- ing new fire fighting members and requesting training when needed. November, 1967 RURAL FIRE PROTECTION SERVICE OFFICERS I. a. John R.
