SUBJECT: Funds approval for installation of public warning sirens for
civil defense alerting.
The Civil Defense Office is presently engaged in preparing a community
shelter plan for Bryan, College Station and Brazos County.
This plan, when completed, will provide specific directions and instructions
to citizens in the event radioactive fallout protection is needed.
Brazos County has at this time 85,000 shelter spaces and over 120 tons of
shelter supplies stored in shelters. We also have a tornado warning network
that is under the direction of Dr. Vance Moyer, Head of the Meteorology
Department, which utilizes A&M University's radar complex and is supported
by volunteer spotters, State, City and County Police Departments, FAA and other
local agencies.
In order to make our fallout shelter and tornado warning program totally
effective, we must have some type of public warning system.
This office with the assistance of the State Civil Defense Office
requested and obtained an engineering survey of the cities of Bryan and College
Station.
The results of this survey are presented in Attachments 1 thru 3 of this
proposal.
The number and location of sirens are based on minimum requirements and
can be ammended to include additional sirens at any time on a matching fund
basis.
Upon fund approval by the local government, this office will submit
a matching fund project request to the State Civil Defense Office.
Federal matching funds for this type project is 50% of the total
expenditures.

I. Information on civil defense matching fund projects.
A. Total estimated project funds must be approved by local
government.
B. A project proposal is then submitted to the State Civil
Defense Office for approval.
C. Upon approval by the state office, the Local Civil Defense
Office will advertise for bids.
D. The local government will pay for items purchased and
50 of expended funds will be reimbursed by Federal O.C.D.
NOTE: Initial estimate of item cost for matching fund approval need
not be firm. Actual cost can be higher or lower depending
on actual bids received.
If it is determined that additional sirens should be
installed, the additional units can be estimated at
$4,280.00 per unit total cost plus installation. Actual
cost will be 50% of total on matching fund basis.

This is a name now established parlance. Undoubtedly its reputation L.` P
is justified by its preponderant use and growing occeptanc- as "THE" air -raid siren.
CHARACTERISTICS Thunderbolts are component types. They are supercharged to produce sur-
prising sound volume. The sound output is concentrated by the scientifically designed and accurately
constructed projector which projects the sound waves in a directional beam. The projector, rotating through
360", directs the beam, like that of a giant searchlight, for unusual distances.
PERFORMANCE Thunderbolts may be sounded at a maximum pitch for the "Alert" or run up and
tt
down scale for "Take Cover ", like any conventional siren. Unlike the conventional (integral) type siren
which is weak sounding at lower pitches, the supercharged Thunderbolt produces intensive output at low
pitch. Low pitch sounds penetrate better, and will often be audible, in pieces conventional sirens fail
to reach.
Unbiased but experienced people pronounce them the most powerful sirens they have ever heard. In actual
tests they have produced decibel levels from 126 to 140 at a distance of 100 feet. Allowing for varied
test conditions this proves them to be the most powerful sirens per horsepower (10 h.p.) ever produced.
CONSTRUCTION AND INSTALLATION The Thunderbolt is mechanically and elec-
trically simple, dependable, and as trouble -free as conventional electric sirens. A variable speed drive per-
mits selection of different rotational speeds. A selector board permits a choice of maximum pitch without
sacrifice of volume.
The Thunderbolt's greatest advantages he in its superior sound output per horsepower and its flexibility,
which combine to make it very economical to install. Lengths of pipe may be added to raise the projector
above parapets, penthouses or other obstructions without the necessity of costly towers or mounting
structures.
The main portion may be set on the ground or on the roof with the pipe extended to raise the projector and
rotator above obstacles. The main mechanism can even be located on the top floor of a building with the
pipe extended through the roof to the rotator and projector.
The difference in installation cost between the Thunderbolt and other sirens approaching it in power, will
often permit purchase of additional sirens. This alone may be the difference between a complete and a
partial system. (See bulletin No. 3 on instaliotionouggestions.)
TYPES AVAILABLE There are two types of Thunderbolt sirens, the Standard 41000 and the
0003 "Third Signal" Combination. They are almost identical in appearance and dimensions.

THE STANDARD THUNDERBOLT NO. 1000 " 1� ..

This is the well -known siren certified for 125 decibels at 100 feet. It is ordinarily �^s.
furnished for 208-220 volt, 3 phase operation, but con also be provided for 440
volts, 3 phase or 220 volts single phase. For air raid purposes, doubletone is
optional but the single tone version is acceptable to OCD. The above options
should be specified definitely on your order.
THE DUAL PURPOSE THUNDERBOLT NO. 1003 r
APPROVED THREE - SIGNAL TYPE SIREN
Recently introduced, certified for 125 decibels at 100 feet, and approved by OCD for matching funds, this modi-
fied Thunderbolt provides for sounding a distinct "Fire" signal in addition to the regular Alert and Take Cover
The Combination with its supplemental third signal equipment differs little from the Standard in appearance or
specifications. While both single and three phase models can be furnished for 220 volts 60 cycle current, it is not
offered in single tone. The dual tone feature is necessary in creating the fire signal.
EXPLANATION OF "THIRD SIGNAL"
It is quite likely that you are familiar with the sound of the sustained pitch of the Alert and its contrast with the
up and down scale undulated Take Cover. In comparison with these signals, the rapidly alternating high and low
pitch of the Fire signal is a compelling distinctive sound. The following diagrams graphically portray the basic
differences in the sound of these three signals in case our verbal comparison is inadequate.

Most likely an updating of a study done some two years ago will be all
that is necessary. If I remember correctly that study did not crank in
model numbers of equipment but shooed only Db rating at each location.
This will be an OCD matching Hinds project.
