Nevi l : It is my understanding that Professor Jack Keese has discussed with you the interest of the Texas Transportation Institute in developing either a demonstration project or research project under the National Emergency Aid 'adio ( EAR) program. He has bean assured that we will have support from our local F.C.C. Chartered volunteer REACT Team and feels that imple- mentation of the NEAR proqram can improve the response system under four Highway Safety Standard areas: Standard 11 - Emergency Medical Services Standard 15 - Police Traffic Services Standard 16 - Debris, ,Hazard Control and Cleanup Standard 17 - Pupil Transportation Safety To conduct a meaningful project will require that the Institute secure full cooperation of the following agencies and units: Department of Public Safety Department of Health State Department of Highways and Public Transportation Texas Education Agency City of Bryan City of College Station Brazos County Brazos County Sheriff's Department Bryan Independent School System College Station Consolidated School System Mid -Tex Ambulance Service Brazos County REACT Team 3386 Brazos County Civil Defense Mr. 4evi1 -2- December 29, 1977 Before we devote staff time to developing a proposal and before we involve the numerous agencies in a formal way, we would appreciate your reaction to this proposed effort. After careful consideration of this NEAR program, it is our opinion that the a :.ergency response system can be improved by involving the motorist in the system through the use of CB radios. It is strongly felt that an effective system of communication involving the motorist will have a positive effect on the use of CB radios for transportation safety. The popularity of C3 radios is a good indication of the desire on the part of the motorist to have in- vehicle comunication capability. r�zos County, is an ideal location for this project since it is the regional medical center between Houston, Waco- Temple and Austin. The area is developing rapidly and Texas A &M University is not at about 30,000 students. +e can ,e assured of adequate local support to make the project successful. ?ith your encouragement, ,,,e will proceed to develop a formal proposal for your consideration.
