REGULAR MEETING
WEDNESDAY, OCTOBER 14TH, 1992 - 7:00 PM

I. CALL TO ORDER:
The meeting was called to order at 7:10 p.m. by Gary H.
II. APPROVAL OF MINUTES:
The minutes were approved after a correction. The resignation of Eric Schulte
was inadvertently left off.
III. REVIEW OF APPLICATIONS:
There were no applications to review.
IV. INTRODUCTION OF NEW MEMBER:
New member Gary Basinger introduced himself. Gary works for the Brazos
Valley Development Council in Bryan. He is married with two children.
V. ROCK PRAIRIE SCHOOL AND CHURCH MARKER DEDICATION:
The dedication will be on Sunday, November 22, 1992, around noon, just after
the morning service. According to the Pastor Johnnie Sloan, he will cut services
short and have everyone go outside so that someone from the Historic
Preservation Committee can present the plaque to the church. The church
may also have a pot luck supper.
VI. SUBCOMMITTEE ON BLACK EDUCATION IN BRAZOS VALLEY:
Deborah Jasek researched the availability of information and read the packet
given to her by David. She found two thesis in the library archives, as well as
several books which may have some information in them. She recommends
that the committee expand the information from black education in College
Station to black education in the College Station area, thus taking the area that

is now the Consolidated School District into account. In this way Wellborn and
Peach Creek, the schools that consolidated together to form Lincoln School, will
be included.
James Steen, who is the head of the Lincoln School of Former Students, is
putting Deborah in touch with several of the former students who attended
early Lincoln School and who also taught at Lincoln School. Lincoln Center
staff also will put her in touch with some of the older parishoners at
Washington Chapel Baptist Church and at St. Matthews Baptist Church, who
might know of any existing records. Deborah stated that she will tape and
transcibe all interviews verbatum, so that they may be cited, thereby avoiding
any criticism as in years past.
VII. COLLEGE STATION TRAIN DEPOTS:
Draft of the application for the historic marker was reviewed and discussed. A
few errors will be corrected and an updated copy returned. The goal is to turn
the application in to the county by November.
There are several shots of the depot in the film "WE'VE NEVER BEEN LICKED" and
some thought was given as to whether someone with the right type of camera
could make pictures of the depot from the film. Gary H. looked into having
photographs made from the video by a professional, but it was too expensive.
There was some discussion about where the marker should be placed. Since
the depots were located near Albritton Tower where Wellborn Road is today,
someone suggested near The Grove - the old outdoor theater. Permission will
have to be granted by A &M before the marker can be placed on campus. Gary
H. stated that a letter would have to be written to Dr. Mobley after he and David
walked the area. Availablity of the marker to visitors will be taken into
consideration. A motion was made and seconded, to approve the application,
forward it to the county and locate a spot for the marker.
VIII. OTHER COMMITTEE CONCERNS:
Gary H. visited the tombstones at the Richard Carter gravesite and commended
David for the fine job he did. He also reminded David about putting up a
descriptive plaque for the statue. Gary B. recommended that a sign be placed
on the bypass stating the location of the Richard Carter Park and Homesite,
since it is difficult to see the park from the roadway.
David informed the committee that at the next Parks Board Meeting on
November 10, 1992, there will be a public hearing discussing the possibility of a
playground to be placed at Richard Carter Park. The committee made a
recommendation that if a playground goes in, it be located at the far end of the
park - away from the historic area. The look of the play equipment was
discussed and everyone agreed that they would like for the play area to have a
rustic look, so that it would blend in and not detract from the historic theme.
The money to pay for this equipment will be an issue when the decision is
made, as there is very little money in that area. David suggested that anyone
interested should go to the public hearing and voice their opinion.
David asked that everyone read the TEXAS REGISTER and fill out the "Request
For Comments" section and return to him. He will compile them and send them
in to the Texas Department of Transportation.
The new secretary Pam Einkauf was introduced by Bridgette George.

Now would be a good time to set the date of the marker dedication. (A guide to planning a
dedication ceremony is available from our office upon request). Because this is a state '
program, we recommend that your state senator and representatives, as well as the county
judge and commissioners who appoint your county historical commission, be invited. Enclosed
is a form for announcing the dedication in the THC's monthly newsletter, The Medallion, once
details have been finalized.
We also would appreciate having photocopies of any newspaper clippings (rather than the
original clippings, which aren't archivally stable) or photos about the dedication ceremony
to complete our file on this marker.
