AGENDA ITEM NO. 1 Consideration of absence requests.

Mr. McLean made the motion to approve the requests. Mr. Trainor seconded the
motion, which passed unopposed(5-0).
AGENDA ITEM NO. 2: Approval of meeting minutes from October 24,2003.
Mr. King made the motion to approve the minutes. Mr. Ware seconded the motion,
which passed unopposed(5-0).
AGENDA ITEM NO. 3: Discussion,consideration and possible action on a site
plan for Cavendar's Boot City located at 2300 Earl Rudder Freeway South.
(02-264).
The applicant is planning to redevelop the old Wolfe Nursery site, expanding the existing
building and eventually adding on to create multiple lease spaces. The property is also in
the process of being replatted into two lots, which will be viewed as a building plot. The
proposed Cavendar's site plan on lot 2-R block 1 of the Sutton Place Subdivision may be
approved separately from future building additions on lot 1-R, which will have to return
to the DRB for consideration when they are ready for development.

Ms. Hitchcock went over the proposed site plan.
. Mr. Shafer expressed his concern is the lack of interesting features on some facades that
would be very visible to motorist or trail users as the area develops in the future. There
will be more of a visual connection needed to what we now think of as the rear of this
building.
Mr. Trainor made the motion approve the site plan with the following
recommendations:
Clean up the reserve area at the corner of Holleman and the Feeder Road.
Place masonry walls around the rear A/C units and on three sides of the
dumpster area. Gates should also be installed on the dumpster enclosure and
painted to match the building
Extend wainscoting around to include back of the building.
Add more polestars to the back of the building to duplicate the front facade.
Add overhead awning to rear door similar to the front door awning.
Add simulated windows along the back of building.
Mr. King seconded the motion. As part of the approval the Board asked that city staff
review the resubmitted site plan with the DRB recommendations. If the resubmittal is
not what the DRB proposed, it would then come back before the Board at a future
meeting. The Board voted(5-0).
AGENDA ITEM NO. 4: Discussion, consideration and possible action on a
• concept plan for Castlegate Section 5 located north of Green's Prairie, west of
proposed State Highway 40.
The Developer wishes to continue the development as it was originally envisioned and
implemented in the previous Section 1-4 of the Castlegate Subdivision. The Planned
Development District is the only available district that provides for the meritorious
modifications of the regulations.
Mr. King made the motion to approve the site plan as submitted Mr. Trainor seconded
the motion, which passed(4-0-1). Mr. McLean abstaining from voting.
AGENDA ITEM NO. S: Discussion,consideration and possible action on future
agenda items.
Discussion on the parking agreements for the City Parking Garage located in Northgate.

In the design districts (including the WPC, NG-1, NG-2, and NG-3 districts), all
substantial maintenance (including but not limited to rehabilitation, fagade work, and
change of exterior materials or other construction, including the replacement or alteration
of signs) shall be subject to the design district building and sign review process.

Applicant: Andrew Barry
Item Summary: The applicant is proposing a rehabilitation of the former Aggie
Cleaners to serve as a nightclub. The rehabilitation will require
minimal changes to the exterior of the building and the addition of
• signage to both the front and rear facades.
Item Background:
Site Desiqn and Facade Treatment
Changes to the exterior of the building include repairing and repainting the window and
door trim and awning on the front and rear fagades and reconstructing a 12'10" X 25'
awning on the rear of the building to accommodate outdoor seating. All trim and
awnings will match the submitted green paint sample as shown in the elevations.
The alternative plan for the ramp may be used if permission is granted by the adjacent
property owner.
This property is considered Medium Priority by the Northgate Historic Resources study.
The UDO requires properties with such a designation to be treated using methods and
materials in accordance with the Secretary of the Interior's Standards for Rehabilitation.

The Unified Development Ordinance (UDO) allows attached signs in NG-1. They shall
not exceed a total of two square feet per linear foot of the main or entry fagade. With
24.25 feet of frontage on College Main, the maximum amount of signage allowed is 48.5
square feet. The current proposal is for a total 59 square feet of signage, which exceeds
the allowable area by 10.5 square feet. Two frosted clear vinyl signs are proposed for
the two windows along College Main, and a black and white aluminum will be placed
above the canopy on College Main and above the awning on the rear fagade.

The "Northgate Design Guidelines" provides guidance on the placement and design of
• signs as follows:
• Signs should relate in placement and size to other building elements.
• Signs should not obscure other building elements such as windows, cornices, or
decorative details.
• Sign material, style, and color should compliment the building fagade.
• Individual shop signs in a single storefront should relate to each other in design, size,
color, placement on the building, and lettering style.
• Wood or metal is recommended.
• Illuminated plastic signs are strongly discouraged.
• Letters exceeding 14" in height are discouraged in pedestrian oriented areas.

Location: 400 Holleman Drive East
Applicant: Fidelis Ventures, L.L.C. — Bill Mather
Item Summary: The applicant is proposing the construction of an ice skating rink at
400 Holleman Drive East, which is located within the Wolf Pen Creek Design District.
The proposed development is a 45,000 square foot building with 223 on-site parking
spaces.
The development is required to comply with the non-residential architectural standards
for building mass and design, Section 7.9.D of the UDO. Currently, the south and north
elevations do not meet the requirements. The applicant is requesting that the DRB
consider the design in view of the specific functional requirements of the facility.
Approval of the building elevations as submitted will require a waiver from the
requirements of the UDO.
In order to open in August for the fall semester, the applicant must break ground by
February 2, 2004. Because of this time limitation, the applicant will approach the board
on two separate occasions. He understands that not all submittal requirements have
been met at this time and plans to return to the subsequent DRB meeting with items
such as color samples, material samples, sign proposals, and other design elements.

2. Further consideration be given to the finish of all raw CMU walls used for screening.

2. The curb detail provided is not an approved detail. Approved details for curbing with
concrete pavement are included with this memo.
3. Since the final sidewalk location is shown on both public and private property, a
Public Access Easement (PAE) is needed to cover the portion that lies on private
property.
4. Please show the location of the irrigation meter.
5. The CMU used for screening will need to be treated or finished if visible by the
public. Please provide a detail for the DRB.
6. The frontage along Richards is not 143' as indicated on the plan for streetscaping.
Please re-calculate.
7. FYI: A detail of the wall along Richards will need to be approved by the DRB. You
may choose to do this at the same time that other material and colors are
considered by the Board.
8. FYI: All signs are permitted and approved separately and not as part of the site or

Item Summary: This is the location of the former Texadelphia Restaurant on the corner
of College Main and Patricia Street. The applicant is proposing the following changes
to the building:
• cover the existing wood siding facade in brick,
• • paint all areas not bricked,
• extend the existing outdoor patio area to the edge of the sidewalk, and
• create a roof top patio area and exterior stairs leading to this area.
To meet the landscaping requirements in Northgate, the applicant is proposing to leave
the existing plantings along College Main as they are and relocate the shrubbery along
Patricia Street to adjacent City property at the end of the promenade. This will require a
Private Improvement in a Public right-of-way Permit (PIP). The applicant has not yet
applied for the permit. The applicant is proposing decorative brick and iron railing
around the outside seating area to meet the landscape / streetscape requirement on
Patricia Street. The Board may also require additional trash receptacles, benches, etc.
to help meet the requirement.
The applicant has future plans to submit the PIP application in order to relocate the
plantings from private property to public property, screen a transformer from the
promenade, and add a sidewalk on public property.
The applicant is proposing two signs at 16 square feet each, with open channel
exposed neon, and located on the canopy facing Patricia and on the rear of the
structure facing the promenade. Material and color samples will be provided at the
meeting.
• This site will also require 3 bicycle parking spaces.
• Item Background: The renovation for Texadelphia Restaurant received final approval
from the Northgate Revitalization Board in 2000.
