Airport Zoning Board of Adjustment

MEMBERS PRESENT: Chairman Henry, Vice Chairperson Baker, Members Lane,
Smith and Alternate Member Kennady.
MEMBERS ABSENT: Member Sawtelle and Alternate Members De Loache, De
Otte and Phinney.
STAFF PRESENT: Senior Planner Kee, Staff Planner Kuenzel, Assistant City
Attorney Coates and Planning Technician Thomas.
AGENDA ITEM NO. 1: Call to Order - Explanation and Functions of the Board.
. Chairman Henry called the meeting to order and explained the functions and limitations of
the Board.
AGENDA ITEM NO. 2: Consideration of a height variance request by Dal-Mac
Construction for placement and operation of a 100 ton crane to be located on Texas A & M
University property
Senior Planner Kee presented the staff report and explained that the City's Zoning Board of
Adjustment also acts as the Airport Zoning Board of Adjustment (AZBA). The AZBA is
authorized by ordinance to hear and decide specific variances to height limits. The major
consideration in the determination of whether to grant a height variance is the impact that
the proposed height of the structure will have on airport operations. Variance requests
should be accompanied by a determination from the Federal Aviation Administration (FAA)
as to the effect of the proposal on the operation of air navigation facilities and the safe use
of airspace. Variances shall be allowed where it is found that a literal application or
enforcement of the regulations will result in unnecessary hardship and that relief granted will
not be contrary to the public interest, will not create a hazard to air navigation, will do
substantial justice and will be in accordance with the spirit of the ordinance. Richard
Arnold, Easterwood Airport Operations Manager is present to give his report. A simple
majority vote is all that is required for the granting of a variance.
Richard Arnold approached the Board and stated that the FAA has approved the location
of the crane on the west campus of Texas A & M University with the following conditions:
(1) The FAA is notified 48 hours prior to the construction crane going on
• site. Such notice is required because all standard instrument approach
procedures (SIAP) serving the Easterwood Field must be modified to
accommodate the construction crane. In addition, the FAA shall be
notified when the project is complete and the construction crane is
removed from the site.
(2) The construction crane is obstruction flagged and lighted in accordance
with FAA Advisory Circular 7017460-i, "Obstruction Marking and
• Lighting':
(3) The construction crane is lowered to the maximum extent possible
between sunset and sunrise.
(4) At the request of the College Station Air Traffic Control Tower
(ATCT) personnel, the construction crane shall be lowered to a height
of 167 feet above ground level (AGL) / 500 feet above mean sea level
(AMSL) The crane shall remain at this reduced height until notified
otherwise by the College Station ATCT. To facilitate this condition, the
crane operator shall furnish the College Station ATCT with a local job
site telephone number.
Mr. Arnold added that the FAA noted that the construction crane will cause the following
effect on the all SIAP's at the Easterwood Field in College Station: increase the circling
minimums for Category A, B, C aircraft for all SIAP's from 800 feet AMSL to 920 feet
AMSL for Category A aircraft and from 880 feet AMSL to 920 feet AMSL for Category B
and C aircraft. Mr. Arnold stated that he agreed with the FAA in that the proposed
construction crane will not create unsafe conditions on airport activities. There will be no
impact on visual flight rules. The closest runway to the crane is 422 which is currently
closed. If this runway opens anytime in the near future, he will coordinate additional crane
operating requirements with the FAA and Dal-Mac Construction.
