Airport Zoning Board of Adjustment
CITY OF COLLEGE STATION, TEXAS
City Hall Council Room

MEMBERS PRESENT: Chairperson Baker, Members Sawtelle, DeOtte and Birdwell.
MEMBERS ABSENT: Member Gaston and Alternate Members Phinney, Davis,
DeLoach and McKean.
STAFF PRESENT: Staff Planner Kuenzel, Planning Technician Thomas and
Assistant City Attorney Coates.
AGENDA ITEM NO. 1: Call to order.
• Chairperson Baker called the meeting to order.
AGENDA ITEM NO. 2: Approval of minutes from the meeting of September 1, 1992.
This item was removed from the agenda until the next available Zoning Board of
Adjustment meeting.
AGENDA ITEM NO. 3: Consideration of a height variance request by Spaw-Glass, Inc. to
allow a construction crane 562' in height to operate on Texas A ~ M Diversity property.
Staff Planner Kuenzel presented the request for a temporary height variance for two crawler
cranes that will exceed the allowable height of 470' above sea level by 92'. (A total height
of 230' above the ground or 562' above sea level.) Over the next twelve months, the cranes
will be used in the construction of a new business administration building and library at
Texas A & M University. In order to grant a height variance, the Board must find that the
impact of the operations of the airport will be mammal. Easterwood Airport Operations
Manager, Richard Arnold, is present and will discuss the findings of the Federal Aviation
Administration.
Applicant Walter Riggle approached the Board and was sworn by Chairperson Baker. He
stated that the proposed cranes are the same ones that were used to construct the
horticulture building approximately two to three years ago.
Easterwood Airport Operations Manager Richard Arnold approached the Board and was
sworn in by Chairperson Baker. He stated that the subject cranes are located in
• approximately the same area as the previous cranes and should not disrupt the overall
operations of the airport. The only change in operations is the increase in circling
minimums for smaller aircrafts that will not adversely effect the airport or inconvenience the
pilots. The cranes will be marked, lighted and possibly lowered at night as an added safety
factor. The airport has no objection to the variance request.

Mr. Birdwell moved to grant a temporary height variance of 562' above sea level, to allow
the operation of two cranes to be used m the construction of a new business administration
building and library on Texas A & M University property. Mr. DeOtte seconded the motion
which passed unopposed (4 - 0).

There was no other business.
AGENDA ITEM NO. S: Adjourn.
Mr. Sawtelle moved to adjourn the meeting of the Zoning Board of Adjustment. Mr.
DeOtte seconded the motion which passed unopposed (4 - 0).
