Brazos County Commissioner’s Courtroom 200 South Texas Avenue Bryan, TX 77803 REGULAR MEETING 1) Welcome and Open Meeting -Pledge of allegiance to the United States and Texas Flags and Invocation. 2) Public Comments Regarding Items Not on the Agenda -Individuals who wish to address the Policy Board must fill out a Public Comment Card describing the topic(s) they wish to address. Public comment cards may be obtained from Lisa Lyon of the MPO staff prior to the start of the meeting. Please limit your comments to three minutes per topic. 3) Approval Of Minutes from the February 7, 2024 Policy Board Meeting -Consider adoption - Action Required. (See attachment.) 4) Staff Report • The Transportation Management Area Certification Review • Metropolitan Transportation Plan Progress Report • Greenhouse Gas Emission Target Setting Process • Congestion Management Process Update 5) TxDOT, Brazos Transit District and Bryan/College Station MPO Planning Agreement -As part of being redesignated as a Transportation Management Area, the Planning Agreement needs to be readopted to specify changes that were made to our planning process. The five changes to the document are: 1) Adding the requirement that we develop and maintain a Congestion Management Process; 2)Changing the requirement that BTD form an Urbanized Area Board to form an Urbanized Area Committee; 3)Changed BTD responsibilities to include serving as the designated recipient for the urbanized area; 4) Required that the document be renewed at least once every five years; and 5)Added the Chairman of the Board of BTD as a signatory to the document. The Technical Advisory Committee (TAC) and TxDOT Transportation Planning and Programming have reviewed and approved the agreement. The TAC has recommended adoption. Action Required. (See attachment.) 6) Presentation on the Brazos County Comprehensive Safety Action Plan -The Bryan/College Station MPO was awarded a Federal Highway Administration Safe Streets and Roads for All (SS4A) to complete a Comprehensive Safety Action Plan for Brazos County. Page 2 Payton Arens, PE with our planning partners Kimley-Horn will provide a status update on the plan and the next steps in the plan process. 7) Adjourn -The next meeting is scheduled for Wednesday, June 5, 2024 at 9:30 AM.
