Cooley and Homer Adams~ Anderson Among the many duties of the City Council, which as a body serves without compensation, is the duty of appointing and advising the city manager. That, however, is the only appointment or removal of administrative personnel with which the Council is concerned. The city charter states, "Neither the City Council nor any of its members shall direct the appointment of any person to or his removal from office by the city his subordinates; provided, missal of department heads shall of the City Council." In addition to the administrative head, the Council appoints the city j~dge, city attorney, sec , health officer and the various commissions, committees and boards. Other powers of the Council as reflected in the Charter are: 1. To establish administrative departments and dis the work of divisions. 2. To adopt the budget of the city. 3. To a e t_he issuan, ce of bonds by a bond ordinance. 4. To inquire into the conduct of any office, department or .agency of the city and make investigations as to municipal affairs. 5. To provide for a planning commission, a zoning board of adjustments, and appoint the members of all such commissions and boards. The planning and zoning co iSSions may be combined.
