Chairperson Cunha called the meeting to order at 3:30 p.m. There were no absence requests for consideration. AGENDA ITEM NO. 2: Hear Visitors. Clinton Swisher – Resident in Castle Rock Subdivision Mr. Swisher stated his concern that there was no pathway along William D Fitch Parkway coming down from Arrington Road to Victoria Avenue which created an inconvenience for high schoolers getting to the school and for homeowners not being able to get to Tower Point. He asked how much money it would take to get that done and what time frame would be. Jacqueline Girouard – Resident of Plantation Oaks I Subdivision Mrs. Girouard stated that she was a community activist on behalf of the birding community. She mentioned that when advocating for birds she finds that she was really advocating for plants and their habitat. She stated that plants provide food, nectar, shelter, and nests for birds. She added that what we needed in our environment for birds were trees, grasses, bushes, and flowering plants that attract insects. She indicated that bird advocating connected with bicyclists through nature trails. Page 3 of 32 Laurie Brown – City of College Station Parks and Recreation Stated she has been a part of Bird City Texas Program for almost a year and has been working on an initiative to provide alternative transportation to the community through hike and bike trails. She mentioned that there might be some ways they can partner with the board to accomplish this conservation initiative. AGENDA ITEM NO. 3: Agenda Items. AGENDA ITEM NO. 3.1: Consideration, discussion, and possible action to approve meeting minutes. Board Member Madewell motioned to approve the meeting minutes from November, Board Member Brimley seconded the motion, minutes were approved 7-0. AGENDA ITEM NO. 3.2: Presentation, discussion, and possible action regarding priority rankings for unfunded projects implementing the Bicycle, Pedestrian, and Greenways Master Plan. Staff Planner Aspen Pflanz presented this item. Staff Planner Pflanz asked the Board to keep in mind some questions while thinking about the project list prioritization: •Which sidewalk projects they would prioritize? •Which shared-use path projects they would prioritize? •What additional information, if any, they would like staff to compile to assist in their prioritization? Chairperson Cunha asked if a sidewalk was in multiple zones, could that money be pooled or would it have to be spent itemized. She mentioned an example of having to divide out the funding to match the percentage of the length. Coordinator Schubert answered that it was not based on a percentage. He said that it was whatever amount was in each zone would be costs paid by that zone. Board Member Brimley asked if there was a need for a sidewalk for example in the Castle Rock area, where would it appear. He mentioned that from what he had seen there was a need in the master plan for that. He asked how that would be addressed. He added that it seemed that would be completed by another road project or a private development. Staff Planner Pflanz stated that there was a variety of segments on the list that went along State Highway 40, however that it was not a city owned road. She added that the city could work with the Texas Department of Transportation (TxDOT) to have that conversation of the requests for that specific road. Page 4 of 32 Chairperson Cunha asked to explain why TxDOT projects are shown on this map different from sidewalks. Coordinator Schubert stated that there was a lot of areas like the sidewalk on University Drive that already have sidewalks on it but would have future shared-use paths. We expect shared-used paths on TxDOT facilities because of the type of road with the volume and speed of traffic was not accommodating to bicycles on the street. Staff Planner Pflanz asked the Board for feedback on the prioritization list based on the information provided and also asked if there were any additional questions. Coordinator Schubert recommended to remove the stand-alone projects that are not in the city limits because city funds will not be allowed to be used towards them. Board Member Brimley asked if there were any metrics that are subjective. He mentioned that the utility corridor to him would be an important one which ended up low on the list. He said it could really enhance the bikeable network with a really long path that could get people from one end to the other. He asked if there was anything they could do to add any subjectivity to it. Chairperson Cunha stated that the Board would be providing the subjectivity. Board Member Jansen seconded Board Member Brimley’s comment and added that the utility easement if ever built, would be used heavily by bicyclists, especially recreationally, but perhaps in every way. He said there was a demand for it, but it would never be met because we do not have it. There could be a twenty or thirty-mile path which would be amazing and yet there was no such thing that existed because there was no idea of what the usage would be. He said his subjective opinion would be that the usage would be very large. Graduate Engineer II Beaman-Jamael clarified that she could speak on the demand forecasting for active transportation. She stated that the short answer was the city was not there yet. There have been models developed by the state of Utah and California that incorporate demographic information to factor in what the impacts and usage will be for pedestrian and bike projects that are installed. She mentioned that currently it required a level of modeling that was beyond the capacity of a small municipality. She mentioned that they had to go by some of the ranking methodologies being used now, but hopefully they could get there where staff could do some demand forecasting for those kinds of facilities. AGENDA ITEM NO. 3.3: Presentation, discussion, and possible action regarding an update on grant applications and potential grant opportunities. Coordinator Jason Schubert presented this item. Coordinator Schubert stated that a grant was approved for the FM 2818 shared-use path, which would be on the south side of the street from Larry Ringer Library to Texas Avenue. Page 5 of 32 AGENDA ITEM NO. 3.4: Presentation, discussion, and possible action regarding potential routes or the May 2024 Cycle with Council event. Chairperson Cunha requested to continue this item discussion on the next meeting in January. AGENDA ITEM NO. 3.5: Presentation and discussion regarding the following items related to biking, walking, and greenways: a) Bicycle, Pedestrian, and Greenways Master Plan – Board Member Jansen •Board Member Jansen read from Bicycle, Pedestrian, and Greenways Master Plan Chapter 3 Needs Assessment, Economic Section – The most successful communities, most attractive to homebuyers, business and tourists offer easy access to outdoor recreation activities to bicycle, pedestrian, and greenways facilities. The community as a whole may indirectly profit from the development of multi-use paths along greenways. Studies have shown that residential neighborhoods as well as commercial and office spaces, located adjacent to or near a greenway are considered more desirable and as a result have higher property values. b) Public Meetings of Interest – •City Council Meeting – November 9, 2023, the City Council discussed landscaping for the State Highway 6 project with TxDOT and wanted to provide additional landscaping proposed with option 3c. •City Council Meeting – January 11, 2024 at 6:00 p.m. City Council will be making appointments to Boards and Commissions c) Capital and Private Project Updates – •Greens Prairie Road project is nearing completion and it includes a shared use path on both sides. •Deacon Drive railroad crossing was nearing last stages of coordination with Union Pacific Railroad and is planned to be opened on January 9, 2024. •A midblock crossing was recently installed on Victoria Avenue between Graham Road and Eagle Avenue that connects a sidewalk and a path from two different parks. Board Member Chmelar requested to follow up on the pathway connection along William D Fitch Parkway between Arrington Road and Victoria Avenue for the Castlerock Subdivision. Board Member Madewell requested an update on the leading pedestrian interval for traffic signals that had been requested previously. Board Member Jang requested that coordination regarding greenways occur with the Parks & Recreation Department. Unfunded Bicycle and Pedestrian Project Priorities Sponsor: Aspen Pflanz, Staff Planner Reviewed By CBC: Bicycle, Pedestrian, & Greenways Advisory Board Agenda Caption: Presentation, discussion, and possible action regarding priority rankings for unfunded projects implementing the Bicycle, Pedestrian, and Greenways Master Plan. Relationship to Strategic Goals: • Core Services & Infrastructure • Improving Mobility Recommendation(s): Staff recommends the Board review the priority rankings for each project type and provide feedback so that additional refinement to the prioritizations can be made. Summary: This item is a continuation of the discussion from the December 18, 2023 Board meeting regarding priority rankings of unfunded bicycle and pedestrian projects. Recent revisions to the planned pedestrian and bicycle networks adopted into the city’s Comprehensive Plan initiated an update to this list of stand-alone projects and their associated prioritization. One of the duties of the Board is to provide recommendations regarding capital project priorities related to biking, walking, and greenways. The updated priority rankings for stand-alone bicycle facility, bike route, sidewalk, and shared use path projects are attached. The Board began initial discussions of sidewalk and shared use path projects at the December 18, 2023 meeting. These project lists have been updated to remove projects in the ETJ and subsequently adjust the draft priority rankings. Several projects have equal ranking scores and are identified in the attached ranking lists in blue color with the same priority rank number. Staff recommends that additional evaluation of the prioritization is necessary to further refine and appropriately categorize the projects. The Board expressed interest in prioritizing projects that were near schools and high crash areas, create recreation opportunities in open/undeveloped areas, and qualified for additional funding sources. Staff has compiled notes to provide additional context to assist in the Board’s assessment of each project, such as if the project fills a gap in the network, if there is an existing facility on one side of the street, if the project is in a low-to-moderate income area (LMI Area), a criterion for Community Development Block Grant (CDBG) funding, if the project abuts a park, if the project is aligned with the street right-of-way or not, and other considerations. The Board also requested a map of crashes between automobiles and pedestrians or bicyclists which is attached and depicts reported crash data, as available, from 2020-2023. Staff will present potential approaches and criteria to further refine the prioritizations and gather feedback from the Board. The intent is to convert the initial numerical rankings into High, Medium, or Low priority categories in keeping with the prioritization output established in the Bicycle, Pedestrian, and Greenways Master Plan. This will also assist in discussions about specific project selection and implementation. With the feedback received from the Board, staff will provide updated prioritization lists at the February Board meeting for final consideration.
