REGULAR MEETING
1) Welcome and Open Meeting
-Pledge of allegiance to the United States and Texas Flags and Invocation.
2) Public Comments Regarding Items Not on the Agenda
-Individuals who wish to address the Policy Board must fill out a Public Comment Card describing
the topic(s) they wish to address. Public comment cards may be obtained from Lisa Lyon of the
MPO staff prior to the start of the meeting. Please limit your comments to three minutes per topic.
3) Approval Of Minutes from the November 13, 2023 Policy Board Meeting
-Consider adoption - Action Required. (See attachment.)
4) Staff Report
• Safe Streets and Roads for All (SS4A) Discretionary Grant Program
• The Transportation Management Area Certification Review
• Texas Planning Fund Revision
• Greenhouse Gas Emission Target Setting Process
5) Annual Performance and Expenditure Report
-Each year, the MPO examines its expenditures in relation to the Unified Planning Work Program
to see where additional efforts were needed that were not expected in the budget for review and
approval by The Texas Department of Transportation (TxDOT) and the Federal Highway
Administration (FHWA). The biggest discrepancy is in Task Three – Short Range Planning as the
work related to selecting a designated recipient took much longer than anticipated. Overall, the
budget was underspent and the funds will be considered carry-over by TxDOT to spend on special
projects in future years. The TAC has recommended that the Policy Board adopt the APER and
direct the Executive Director to submit the report to TxDOT for approval and transmittal to
FHWA. Action Required. (See attachment.)
6) Setting FY 2024 Roadway Safety Targets
-Under FAST Act and Infrastructure Investment and Jobs Act requirements, state DOT’s must set
safety targets on an annual basis. The Texas Transportation Commission took action to set safety
targets in August for 2023. MPOs have 180 days to support the state targets or set their own

targets. Staff recommended that the Bryan/College Station MPO mirror the state’s Safety Targets.
When the TAC examined the safety targets in past years, it was decided that the MPO should
support the state target and not try to set their own. The TAC has recommended that the MPO
support the state safety targets and to direct the Executive Director to submit the targets to the
Texas Department of Transportation and the Federal Highway Administration. Action Required.
