AGENDA
1) Welcome and Open Meeting
-Pledge of allegiance to the United States and Texas Flags and Invocation.
2) Public Comments Regarding Items Not on the Agenda
-Individuals who wish to address the Policy Board must fill out a Public Comment Card describing
the topic(s) they wish to address. Public comment cards may be obtained from Lisa Lyon of the
MPO staff prior to the start of the meeting. Please limit your comments to three minutes per topic.
3) Approval Of Minutes from the September 6, 2023 Policy Board Meeting
-Consider adoption - Action Required. (See attachment.)
4) Staff Report
• Safe Streets and Roads for All (SS4A) Discretionary Grant Program
• The Transportation Management Area Certification Review
• Texas Triangle Freight Planning Collaboration
• Transit White Paper (See attachment.)
5) Public Participation Procedures
-MPO staff regularly reviews the public participation procedures to determine if minor changes
are needed. Every other year, staff completes a more rigorous review to determine if any major
changes are needed, along with a review for minor changes. In completing the rigorous review in
cooperation with the Federal Highway Administration, it was suggested that the public
participation procedures be revised to include more opportunities for virtual public involvement.
In addition, the procedures were modified to remove the requirement that Policy Board meetings
be advertised in the Eagle since the newspaper no longer meets the definition of a widely read
daily newspaper. The Technical Advisory Committee has recommended the revised Public
Participation Procedures to the Policy Board for adoption. Staff has conducted a 45-day public
comment period and no substantive comments were received. Action Required. (See attachment.)
6) MPO Bylaws Amendment
-As a requirement for being redesignated a Transportation Management Area, the composition of
the Policy Board needs to be revised to include the local general public transportation provider,

Brazos Transit District. Staff has amended the bylaws to include Brazos Transit District as a full
voting member and made other minor adjustments in various sections to reflect the new six-
member Policy Board composition. The Technical Advisory Committee has recommended the
revised Bylaws to the Policy Board for adoption. Action Required. (See attachment.)
