HomeMy WebLinkAbout230713 -- City Council -- Agenda Questions Agenda Ques�ons for July 13, 2023 Council Mee�ng 7.4- Tree Trimming Contract Sponsor: Timothy Crabb Ques�ons: No�ng the contract was not included Response: The contract will be included in the agenda ques�ons document sent to council prior to the mee�ng. 7.7- College Heights U�lity Rehab Project Sponsor: Jennifer Cain Ques�ons: Under scope of work, item 6.5.1 lists up to 6 mee�ngs with property owners and item 12 lists 4 public mee�ngs – are these the same mee�ngs as listed in 6.5.1, or separate? Response: They are separate mee�ngs. 9.2- Community Development Program Updates Sponsor: David Brower & Raney Whitwell Ques�on: The chart offers a 60 % AMI and an 80% AMI; can you please iden�fy some programs that are open specifically for 80% AMI’s? Response: Homeownership programs like Down Payment Assistance and Minor Home Repair and also public service agency social service programs require a household’s gross annual income to be at or below 80% AMI to qualify – for a household of 4 that is $64,300 or less. Rental programs like the Tenant Based Rental Assistance Security Deposit Program or rental units produced by a nonprofit partner like Elder-Aid require a household to have a gross annual income of at or below 60% AMI - $48,240 for a household of 4. Ques�on: How many members of the general public (as in not staff nor board members) atended the March 21st public mee�ng? Response: No members of the general public attended. Ques�on: Atachment 3 indicates that we are funding at levels that exceeded the agency requests, is that correct? Response: Recommended funding for CDBG Public Service Agencies is higher than amounts originally requested. Five agencies responded to RFP 23-042; however, two agencies withdrew their applications towards the end of the review process leaving more funds available than were requested. The three remaining agencies were asked if additional needs existed in their proposed programs and if so, to submit requests for additional funding. The CDBG Public Service Agency Funding Review Committee considered these additional requests when making funding recommendations and Big Brothers Big Sisters of South Texas and Catholic Charities of Central Texas were both recommended to receive amounts above their original requests. Ques�on: Atachment 1 indicates $686,705 to Habitat, is this for the Renee proper�es? What is the status of those? Response: The $686,705 in Attachment 1 is for the Renee Lane properties. This amount represents $486,705 in carry over from a contract awarded in 2017. Habitat is currently addressing questions for the review of the final plat of the Renee Lane property. Habitat responded to RFP 23-063 and requested additional funds needed to complete the project. This will be brought to Council for consideration once the final plat is approved. 9.3 & 9.4- Right-of -Way & Easement Abandonment Sponsor: Lucas Harper Ques�ons: Did we originally pay for these ROW and easements? If so, how much did we pay? Response: No, both the ROW and the easements were dedicated by plat in 1983. Ques�on: Where is the proposed loca�on of the gate the applicant is seeking? Response: The exact location has not been determined at this time and will occur with the site planning process. They will be required to meet the Site Design Standards, which includes that a gate must be located at least 100 ft from where the driveway and public street intersect.
