HomeMy WebLinkAbout1996-2182 - Ordinance - 05/23/1996ORDINANCE NO. 2182 AN ORDINANCE OF THE CITY OF COLLEGE STATION, TEXAS, ORDERING A SPECIAL MUNICIPAL ELECTION IN THE CITY OF COLLEGE STATION ON SATURDAY, AUGUST 10, 1996; FOR THE ELECTION OF A CITY COUNCILMEMBER, PLACE 3, A ONE YEAR TERM EXPIRING MAY, 1997; DESIGNATING THE TIME, PLACE, AND MANNER FOR HOLDING THE ELECTION, AND AUTHORIZING THE MAYOR TO SIGN AN OFFICIAL ORDER OF ELECTION. BE IT ORDAINED BY Tile CITY COUNCIL OF THE CITY OF COLLEGE STATION, TEXAS: SECTION I A Special Election shall be and the same is hereby ordered to be held on the second Saturday in August, 1996, the same being August 10, 1996 for the purpose of filling a vacant position on the College Station City Council Place for a one year term, ending May, 1997. The election shall be held under the provisions of the laws of the State of Texas governing special elections, and only duly qualified voters who are residents of the city of College Station shall be allowed to vote in this election. Deadline for filing for place on ballot is July 10, 1996 at 5:00 p.m. in the City Secretary's office. The polls shall be opened promptly at 7:00 a.m. and shall be closed promptly at 7:00 p.m. The office of the City Secretary shall perform all duties normally performed by the County Clerk in general elections with respect to early voting, giving notice of election, and preparing the official ballot. The City Secretary shall serve as the Early Voting Clerk and she may appoint deputy clerks as needed. SECTION 2 Early voting shall be conducted by personal appearance and by mail. The main early voting polling place by personal appearance shall be in the City Ordinance No. 2182 Page 2 Hall, 1101 South Texas Avenue, College Station, Texas. During the period early voting is required or permitted by law, being July 22, 1996 through August 6, 1996, the hours designated for early voting by personal appearance shall be from 8:00 a.m. to 5:00 p.m. The Early Voting Clerk for said election shall be the City Secretary. She shall appoint city employees and additional assistance by qualified individuals of the community to serve as deputy early voting clerks to assist her at the early voting polling place. The following persons are hereby appointed as the Early Ballot Board to count the early ballots: Presiding Judge: Kay Parker Clerks: To be named by presiding judge SECTION 3 Punch card voting machines shall be used for voting at the foregoing election precincts and electronic count devices and equipment shall be used for counting the ballots at said election. SECTION 4 The Council Chambers in the College Station City Hall, is hereby established as Central Counting Station to receive ballots for said election, the ballots to be tabulated and returned to the office of the City Secretary for the required retention period. The following persons are hereby authorized and approved as persons employed and designated to handle the ballots, operate the tabulating equipment, and count the ballots. Presiding Judge: Alternate Judge Manager, Data Processing Tabulating Supervisor: Clerks: Kay Parker Mark Schulz Tracy Price John Salmans, Ginger Bednar To be named by presiding judge The following state officials and other designated persons are hereby authorized to be present at the Central Counting Station to observe the election process: Ordinance No. 2182 Page 3 am Mayor and members of College Station City Council College Station City Secretary and designated members of staff College Station City Manager County Judge of Brazos County and Commissioners Court Attorney General of State of Texas County Clerk of Brazos County SECTION 5 A committee is hereby established consisting of following persons to hold Computer Accuracy Tests, including two tests prior to the count of ballots, and one test immediately after the counting of the voted ballots, to ascertain that the computer will accurately count votes cast for offices to be voted upon in said election. College Station Mayor College Station City Secretary Tabulating Supervisors and Data Processing Manager Presiding Judge of Central Counting Station College Station City Manager SECTION 6 The Mayor of College Station is hereby authorized to sign an official ORDER OF ELECTION FOR THE CITY OF COLLEGE STATION, TEXAS as prescribed by the Election Code, to be attached hereto, and recorded as part of this Ordinance. PASSED AND APPROVED THIS 23RD DAY OF MAY, 1996. City Secretary Connie Hooks APPROVED: ORDER OF SPECIAL ELECTION FOR THE CITY OF COLLEGE STATION, TEXAS An election is hereby ordered to be held on Saturday, the 10th day of August, 1996, for the purpose of electing a City Councilman Place 3 for a one year term. Early voting by personal appearance will be conducted each weekday at the College Station City Hall, 1101 South Texas, College Station, Texas between the hours 8:00 a.m. and 5:00 p.m. beginning on Monday, July 22, 1996 and ending on Tuesday, August 6, 1996. Applications for ballots by mail shall be received no later than 5:00 p.m., August 2, 1996 in the office of the City Secretary: Connie Hooks, P.O. Box 9960, College Station, Texas, 77842.
