Chairperson Cunha called the meeting to order at 3:32 p.m. There were no absence requests for consideration. AGENDA ITEM NO. 2: Hear Visitors. There were two visitors who requested to speak. Neo Jang – Edelweiss Estates Resident Mr. Jang presented the following questions to the Board: 1. Has there been a walkability study conducted in the past? 2. Are there any current pedestrian crossings with Lead Pedestrian Interval implemented? 3. What is the average wait time for the pedestrian crossing button throughout the city? 4. Has there been a discussion regarding Rails-with-Trails? Maury Jacobs – Resident and Member of Brazos Valley Mountain Bike Association. Mr. Jacobs stated he was there regarding the bike lanes on Longmire Drive at Barron Road potentially being proposed to be removed as part of a future project with the intersection and not replaced. He asked if the contractors making these recommendations were aware of the bicycle master plan here in town. Page 3 of 86 He also added that they worked hard on getting those in place and even though they are not the best, taking them out would be a disaster. AGENDA ITEM NO. 3: Agenda Items. AGENDA ITEM NO. 3.1: Consideration, discussion, and possible action to approve meeting minutes. Board Member Madewell motioned to approve the minutes from December 19, 2022. The motion was seconded by Board Member Langlotz. The minutes were approved (5-0). AGENDA ITEM NO. 3.2: Presentation, discussion and possible action regarding the Bicycle Friendly Communities program and College Station’s designation as bronze level community. Coordinator Schubert introduced the item and stated that several staff members would be presenting a portion of this item. Staff Planner Pflanz presented an overview of the Bicycle Friendly Communities Program. Staff Planner Ahrens presented on College Station’s Bicycle Friendly Community Designation Bronze level. Graduate Engineer Beaman-Jamael presented on the Key Steps to get to the Silver level in the program. Coordinator Schubert presented on progress accomplished since the City received the Bronze level designation and upcoming steps the City is working toward to make additional progress. Board Member Langlotz thanked staff for the thorough, articulate, and wonderful conversation. She added that their enthusiasm speaks well for the community, and it made her happy to be a participant. Board Member Chmelar asked how Texas A&M got the Silver level and College Station only received the bronze level. Staff Planner Ahrens stated that their boundary focused only on Texas A&M property. He mentioned that Texas A&M was also on a different application schedule, and they had previously applied in 2018 and then again in 2022. Chairperson Cunha asked what an advocacy group was. Mr. Jacobs stated he was working on one in town called Brazos Valley Cyclist. Coordinator Schubert showed the Board the recently purchased Bicycle Friendly Community Designation signs. He added that these signs would be placed around the community. Chairperson Cunha asked if the MS150 event would be considered an outreach event. She added that the City does a lot to support them and retain them. She mentioned that it is new since 2020 and that when putting together the application for 2024 staff might consider mentioning how the City will be hosting MS150 in cooperation with Texas A&M. She stated that the City has provided a space for them Page 4 of 86 to meet and supported them with volunteers. She also asked staff if Community Trip Reduction Planning had to involve only a micro mobility element. Graduate Engineer II Beaman-Jamael responded no it did not. Chairperson Cunha asked if the Christmas in the Park and Santa’s Wonderland shuttle would be examples that we could add into the 2024 application. Graduate Engineer II Beaman-Jamael stated that they are mainly focused on commuter trip reduction, but she can check into it. Chairperson Cunha stated that it made a huge difference at Santa’s Wonderland, and it made a big difference on the number of complaints we got from our residents with traffic congestion on the highway. She added that she felt as a City they worked hard to encourage it to happen and promote it. She also mentioned another idea of doing a sandwich seminar as an outreach event and talking about bicycling education or micro mobility options. She asked if the Board could look at the 2024 application packet before it gets submitted. She stated that she would like to be fully represented when the application packet gets turned in. Board Member Langlotz stated she suspects there are bike-friendly businesses. She added that she owned a gym that had showers and she also encouraged the employees to ride their bike to work. She said she had no idea she could be considered as a bike-friendly business. She also added that she thinks other businesses can be identified as bike friendly too. Mr. Jacobs mentioned that in the past the City of College Station and TxDOT have coordinated to do outreach together. Chairperson Cunha asked staff if there was any shift away from bicycles and more towards micro- mobility. She also asked if being a bicycle-friendly community included other things like the electronic scooters or skateboards or if it was strictly focused on bicycles. Staff Planner Pflanz stated that every few years there are some updates made to the application that can be previewed online. She added that they do highlight what has changed from the last application. She also mentioned that there are certain ways the application allows an expansion to be added to specify category. She said that micro-mobility was not used in it specifically, it seems it is still just focused on bicycle facilities. She said if staff could make it easier for businesses to get this information maybe more would register as bicycle-friendly. Board Member Madewell suggested doing a monthly ride your bike to work event. Mr. Jang stated he has been commuting daily for almost three years with his two kids in town. He often gets asked if he is not worried about getting hit by the new student drivers not paying attention or being on their phones. He said it is a valid concern, but his experience has been positive. He added that it is mostly people seeing something strange on the road and then delighted to see the kids on the bike. He stated that it shows that there is a lot of good that has been done in the city like the bike lanes that are safe to use. He also mentioned that motorists do not get enough credit because when they see a bike with kids they slow down and are courteous. He said there is good work being done already. Page 5 of 86 AGENDA ITEM NO. 3.3: Presentation, discussion, and possible action regarding an update of grant applications for bicycle and pedestrian planning and facilities. Coordinator Schubert gave the presentation on this item. Coordinator Schubert went over the following TxDOT Transportation Alternatives grants and other grant programs: TxDOT Transportation Alternatives grants: •George Bush Drive - Separated bike lanes •2023 Call for Projects – Previously had discussed shared-use path projects to pursue but was pursuing a planning grant to create a Complete Streets Plan in the core of the city to focus on establishing protected bikeway corridors. •Texas Parks and Wildlife Department Recreation Trails Grant Program – Was looking to pursue a grant application to extend a portion of the Spring Creek Trail to Southern Oaks Park. AGENDA ITEM NO. 3.4: Presentation, discussion, and possible action regarding the development of activities for National Bike Month in May 2023 including a Cycle with Council event. The Board discussed the following suggestions and considerations for Cycle with Council event: •May 6th as the event date for Cycle with Council •Texas A&M students have their finals May 4th through the 9th •MS150 is going to be at the end of April this year •May 27th is High School graduation Chairperson Cunha suggested the following for the Cycle with Council event: •To use the bike route that starts at the College Station Utility building and loops back around to it. •To have a staff member to help at the left turn from Eagle Avenue to Longmire Drive. •She went over the rule about having to be 18 years old or having an adult accompany their kids and not dropping them off alone. •She will be reaching out to the sponsors and direct them to Coordinator Schubert to sign up for a booth at the event. •Wants to extend the invitation to the City’s bicycle officers. •To have the College Station utility building unlocked for participants to use the bathrooms. AGENDA ITEM NO. 3.5: Presentation and discussion regarding the following items related to biking, walking, and greenways: a. City’s Comprehensive Plan – Chairperson Cunha announced the Board did a great job with the Comprehensive Plan Book and will now continue reading and rotating the Bicycle Master Plan next. She will start off the rotation for the next meeting. b. Future City Council Meetings – Chairperson Cunha suggested changing the name of this agenda item to possibly say City Meetings of Interest, Future and Past Meetings or Public Meetings. Page 6 of 86 Coordinator Schubert mentioned the City Council Meeting this Thursday will be for Bicycle, Pedestrian, and Greenways appointments and reappointments. c. Capital and Private Project Updates – Coordinator Schubert mentioned he had heard from the Capital Projects Department that the Krenek Tap Road project is looking to move forward with the shared-use paths on both sides of the road. He also talked about the project on Barron Road at Longmire Drive with the potential removal of the bike lanes. A Bicycle, Pedestrian, and Greenways Advisory Board Member may inquire about a subject for which notice has not been given. Chairperson Cunha asked to talk about the sidewalk prioritization list as Board Member Brimley has asked before. Summary: This item is being brought forward at the request of Board and is intended to be an informational item regarding the existing project priority rankings created by the Board. One of the duties of the Board is to provide recommendations regarding capital project priorities related to biking, walking, and greenways. The Board last considered project priority at the November 2021 and January 2022 Board meetings. That effort followed the most recent revisions to planned bicycle, sidewalk, and shared use path networks resulting from changes associated with the updated Comprehensive Plan adopted in October 2021. The project lists with priority rankings and associated map book locations for future sidewalks and shared use paths considered at those meetings are attached along with excerpts of the meeting minutes that describe the discussions and direction provided by the Board. Bicycle facilities (i.e. future bike lane projects) were not prioritized by the Board at that time as they are more complicated in nature due to the significant variations in feasibility depending upon existing street width, number of travel lanes, and on-street parking demands. Staff intends to initiate a new prioritization effort after the 2020 Census data has been fully released so updated population data and other metrics can be utilized as part of the criteria and priority analysis developed in collaboration with the Board. Ms. Garza gave a presentation on the prioritization process for sidewalk projects. There was general discussion amongst the Board regarding the presentation and the level of priority. The Board suggested to keep most items in the same priority level with the following changes and comments: •#2 Welsh Avenue 3: Move down to #16 on the priority list since there is a sidewalk on the other side. There is a high volume of pedestrians accessing the CSISD facilities on the west side. There are also accessible parking spaces available but not all with mobility issues choose to use them. The scope of the project could be reduced to the areas in front of CSISD that don’t have sidewalks to maximize available funds and meet need. •#9 Nueces Drive: The side the sidewalk is placed will need to be evaluated based on potential need on the east side versus the west side which has the existing gap. •#12 Foster Avenue 1: Move up on priority list based on pedestrian and bicycle activity along the corridor and sidewalk improvements already being added to City Hall site. The Board suggested other sidewalk locations of importance but didn’t place them on the top priority list. They include University Drive, Rock Prairie Road from William D. Fitch Parkway to Lick Creek Park and Southwest Parkway from Eastmark Drive to SH 6. Page 83 of 86 March 6, 2023 Bicycle Parking Requirements To:Bicycle, Pedestrian, and Greenways Advisory Board From:Jason Schubert, AICP, Transportation Planning Coordinator Agenda Caption: Presentation, discussion, and possible action regarding an upcoming ordinance amendment affecting bicycle parking requirements. Summary: As part of the Planning & Development Services Plan of Work, staff is drafting an ordinance amendment to revise the off-street parking requirements for non-residential developments. Staff sought input from the Planning & Zoning Commission and City Council in prior workshop items and received direction to reduce the minimum amount of vehicular parking that is required. The ordinance amendment would affect biking as well as the current ordinance bases the minimum amount of bicycle parking required on the number of vehicular parking spaces required (see attachment). Since biking would be affected, the Board will need to provide a recommendation regarding the proposed amendments when it is planned to be brought forward for consideration later this spring. Staff is in the process of drafting the amendments and is proposing to reivse how the minimum bicycle parking requirements are calculated so the required amount is not also reduced. The current framework being considered is to change the minimum requirement to be based on the size of the proposed use. There is potential to establish a base minimum and a cap on the maximum required which could vary depending upon the context or character of the surrounding area. Another change being considered is to incorporate the bike parking requirements within the same section as off-street vehicular parking which should help elevate the requirements to the same level as vehicle parking. The purpose of this item to receive initial feedback from the Board on the proposed approach and any other aspects that should be considered. SUPPORTING MATERIALS 1. UDO Section 7.2.J Bicycle Facilities Page 84 of 86 Page 1 of 2 Sec. 7.2. General Provisions. J. Bicycle Facilities. 1. Number Required. a. For sites subject to the Non-Residential Architectural Standards of this UDO except for Mini- Warehouse/Self-Storage, Industrial and Manufacturing land uses, and property located in the Rural Zoning District. The number of bicycle parking spaces shall be as set forth in the chart below (Figure 1) and in any event no less than two (2) bicycle parking spaces must be provided. b. Bicycle Parking Requirements: The number of bicycle parking spaces shall be based on the required automobile parking spaces and shall be provided in accordance with the following. c. Notwithstanding the above, in multi-tenant buildings in excess of twenty thousand (20,000) gross square feet, one (1) or more facilities capable of storing eight (8) bicycles shall be provided at a minimum. d. In MU Mixed-Use districts, bicycle storage facilities shall be provided at a rate [of] one (1) bicycle for every 15,000 square feet of non-residential uses, and one (1) bicycle for every two (2) dwelling units. e. Refer to the Alternative Parking Plan Section for the potential to substitute additional bicycle facilities for vehicular parking. 2. Placement and Design. a. Facilities shall be separated from motor vehicle parking to protect both bicycles and vehicles from accidental damage and shall be sufficiently separated from building or other walls, landscaping, or other features to allow for ease and encouragement of use. This separation shall be a minimum of three (3) feet. b. Bicycle Corrals: In areas with limited sidewalk space and frequent bicycle activity, bicycle parking may be provided in "bike corrals" located in the vehicular parking area adjacent to a curb. Design will be considered as context dictates as approved by the Administrator. Bicycle corrals shall be designed to distinguish and define the parking stall they inhabit for visibility and safety purposes. The corral should be well defined, such as generally surrounded by a painted white box on the pavement with flexible vertical delineators and a wheel stop where vehicles in adjacent parking spots might back into the corral. See example image below: Page 85 of 86 Page 2 of 2 c. Where bicycle facilities are provided for two (2) bicycles, a standard footprint which is at least four feet wide by six feet long shall be used. Facilities shall be placed in clearly designated, safe, and convenient locations and such that no primary building entrance is further than one hundred fifty (150) feet from a bicycle facility. e. Bicycles may be permitted on sidewalks or other paved surfaces provided that the bicycles do not block or interfere with pedestrian or vehicular traffic. f. Bicycle facilities shall be constructed so as to enable the user to secure a bicycle by locking the frame and one (1) wheel of each bicycle parked therein. Facilities must be easily usable with both U-locks and cable locks and support the bicycle frame at two (2) points. Facilities shall be anchored securely to the ground. Page 86 of 86
