HomeMy WebLinkAbout03/09/2023 - Regular Agenda - Rock Prairie Management District No. 2ROCK PRAIRIE MANAGEMENT DISTRICT NO. 2 NOTICE OF PUBLIC MEETING Notice is hereby given to all interested members of the public that the Board of Directors of the above captioned District will hold a regular public meeting at 4121 State Hwy 6 South, College Station, Brazos County, Texas 77845, said address being a meeting place of the District. The meeting will be held on Thursday, March 9, 2023, at 2:00 p.m. The City Council of College Station, Texas may or may not attend the Public Meeting. The Board shall consider and discuss the following matters and take any action appropriate with respect to such matters: 1. Public comments; 2. Review and approve minutes of the January 12, 2023, Board of Directors meeting; 3. Bookkeeper's Report, including authorizing the payment of invoices presented; 4. Authorize consultants to research unclaimed property and consider authorizing bookkeeper to prepare Unclaimed Property Report as of March 1, 2023; 5. Tax Assessor/Collector's Report; 6. Ratify actions taken to authorize the request to Brazos Central Appraisal District for Appraisal of Property; 7. Engineering Report, including: a. Authorizing the design and/or advertisement for bids for construction of facilities within the District, approving of related storm water plans, including: 1) Status of design of Lakeway Drive Reserve Phase 200; b. Authorizing the award of or concurrence in award of contracts for the construction of facilities within the District, authorizing acceptance of TEC Form 1295, and approval of any storm water permits; c. Status of construction of facilities to serve land within the District, including the approval of any pay estimates and/or change orders and authorize acceptance of Form 1295, including: 1) Midtown Reserve Subdivision Phase 107 by Greens Prairie Investors, Ltd.; 2) Midtown Subdivision Phases 109 and 112 by Greens Prairie Investors, Ltd.; 3) Midtown City Center, Subdivision Phase 404A by Terra Bella Construction, LLC; d. Acceptance of sire and/or easement conveyances for facilities constructed or to be constructed for the District, and acceptance of facilities for operation and maintenance purposes, including: 1) Conveyance and Bill of Sale of Recreational Facilities from College Station Downtown Residential, LLC, relative to Midtown Reserve, Phase 107; e. Status of acceptance by the City of streets for maintenance; f. Ratify actions taken to authorize the President or Vice President to sign the plat for Midtown City Center, Phase 404A; and g. Consider Engineer's updated Schedule of Hourly Rates; 8. Resolution Authorizing the Use of Surplus Road Construction Funds, including (i) approval of supplemental audit relative to the payment of proceeds of the District's $2,500,000 Unlimited Tax Road Bonds, Series 2022, and (ii) authorize disbursement of proceeds in accordance with such supplemental audit; 9. Adoption of Resolution Concerning Developed District Status for 2023 Tax Year; 10. Review of annual survey of wage rate scales and consider adoption of Resolution Adopting Prevailing Wage Rate Scale for Construction Projects; 11. Discussion relative to the proposed issuance of Series 2023 Unlimited Tax Road Bonds ("Road Bonds"), including: a. Approval of Summary of Costs; and b. Engagement of an auditor for preparation of audit of payments to the developer out of the proceeds of the Road Bonds and authorize the acceptance of TEC Form 1295; 12. Developer's Report; 13.
