6.1 Affordable Housing Development through LIHTC

Question: In thinking of expanding low income rental properties, does our local crime data show current
low income rental properties to have statistically significant different crime rates than other properties?
Where is the Harvey Road property in relation to the Smith tract that the city owns as a parkland?
Response: The proposed developments are both for elderly populations. According to Chief Couch,
"there are no significant increases in crime at elderly low-income developments." After the application is
submitted to TDHCA, the population served cannot be changed and must remain elderly for the 30-
year affordability period.
A map of the relation of the proposed Harvey Rd property in relation to the Smith tract is attached.
7.6 Brazos County Municipal Utility District No. 1 Bond Resolution

Question: Can we get a map that shows the location and geographical extents of Brazos County MUD No.
1?
Response: The MUD’s boundaries are drawn to include only the Southern Pointe Subdivision. A map of
these boundaries is included as a separate attachment.
7.13 Texas Enterprise Zone Nomination Resolution

Question: Have any other local companies expressed interest in pursuing one of these?
Response: Economic development staff are not aware of others taking advantage of this unique
opportunity through the State of Texas. Staff presented this program to the Economic Development
Committee and subsequently to leaders of FUJIFILM Diosynth Biotechnologies; this was a natural
opportunity due to their significant capital investment in the new expansion, estimated at $300 million.
8.1 ABAN2022-000008 3939 Fujifilm Way; PUE Abandonment

Question: When we originally acquired the Public Utility Easement, how much did the city pay for the
easement? Will the city incur any other costs in abandoning this easement that are not covered by the
applicant?
Response: We did not pay for the easement originally other than the filing fee at the courthouse ($78).
The applicant pays the city an application fee for the abandonment application/processing ($894). The
city will not incur any cost for abandoning the easement, all relocation of the infrastructure is at the
applicant’s expense.
8.2 Base Failure and Pavement Reconstruction Contract

Question: The total is for $8.4 million. Our budget shows on p.218 that we have allocated $5.3 million
from the Roadway Maintenance Fee fund. The cover sheet says that funds are available in this account
but our budget says no. Where is the rest of this coming from? General fund? Capital?
Response: The not to exceed contract amount is greater than what is budgeted in the Roadway
Maintenance Fund so we will only expend up to our budget amount and not utilize the full contract
amount. The quantities in the bid were left unchanged since the last bid (2020), but due to increased
materials costs, the total contract amount increased significantly (From $4.6 mil to $8.4 mil). This
information will be included in the presentation.
