AGENDA
1) Welcome and Open Meeting
-Pledge of allegiance to the United States and Texas Flags and Invocation.
2) Public Comments Regarding Items Not on the Agenda
- Individuals who wish to address the Policy Board must fill out a Public Comment Card describing
the topic(s) they wish to address. Public comment cards may be obtained from Lisa Lyon of the
MPO staff prior to the start of the meeting. Please limit your comments to three minutes per topic.
3) Approval Of Minutes from the September 7th, 2022 Policy Board Meeting
- Consider adoption - Action Required. (See attachment.)
6) Staff Report
• Safe Streets and Roads For All (SS4A) Discretionary Grant Program
• Request for Assistance in Autonomous Vehicle Deployment
• Safety Funding Contingent on Texas Transportation Commission Approval
7) Staff Presentation on Changes to the Metropolitan Transportation Plan and Transportation
Improvement Program
- MPO Director Dan Rudge will provide an update on current and upcoming transportation
projects that impact local jurisdictions and MPO documents such as the Metropolitan
Transportation Plan (MTP) and Transportation Improvement Program (TIP).
8) FY 2023 — FY 2026 Transportation Improvement Program (TIP) Amendment One
- Following adoption of the Unified Transportation (UTP) by the Texas Transportation
Commission in August of 2022, The Texas Department of Transportation (TxDOT) Bryan District
requested multiple changes to the TIP. These include: a) consolidation of all State Highway 6
projects into one project with combined and revised funding totals; b) changes to Business Route
6 project to allow for Phase 2A and 2B which have different TxDOT-Identification numbers but
the same MPO Project numbers; c) inclusion of the Bush/Wellborn interchange project; and d)
revised project descriptions for State Highway 21, FM 1179 and FM 2154. In addition, multiple
changes were made to construction estimates, MPO funding allocations, and construction funding
provided by others. All of these changes were a result of the adoption of the UTP OR revised cost
estimates on projects that previously were included in the list but have now been reviewed to

provide a more realistic cost estimate. The Technical Advisory Committee has unanimously
recommended approval of the TIP amendment and staff has completed a 15-day public comment
period. Action Required. (See attachment.)
9) Integration of Resiliency Into the MPO Planning Process
-Beginning with the Fixing America's Surface Transportation (FAST) Act and amplified in the
Infrastructure Investment and Jobs (IIJA) Act, also known as the Bipartisan Infrastructure Law,
the United States Department of Transportation has placed increased emphasis on how the surface
transportation network can quickly recover/respond to issues caused by weather and other natural
interruptions. Following two years of MPO staff investment into understanding the nature and
extent of natural interruptions to the Brazos County transportation network, and in consultation
with the Texas Association of Metropolitan Planning Organization's Resiliency Working Group,
staff has developed a process for better integrating resiliency into MPO plans and programs. The
document places increased emphasis on resiliency during the development of the Metropolitan
Transportation Plan, the guiding document for all MPO activities. The TAC has unanimously
recommended to the Policy Board that the document be accepted as work complete pursuant to
the FY 2020 — FY 2021 Unified Planning Work Program activities. Action Required. (See
attachment.)
10) Presentation By MPO Policy Board Chair
-MPO Policy Board Chair and Brazos County Commissioner Nancy Berry will recognize multiple
individuals that have provided leadership to the direction of the MPO over the last several years.
