Chairperson Christiansen called the meeting to order at 6:08 p.m.

Committee Member Cornelius motioned to approve the Consent Agenda. Committee Member Jackson seconded the motion, motion passed (8-0). 4. Regular Agenda 4.1 Presentation, discussion, and possible action regarding a Semi-Annual Report on System-Wide Impact Fees for Water, Wastewater, and Roadway. City Engineer Cotter presented the Semi-Annual Report to the Committee, recommending consideration for forwarding to City Council. Chairperson Christiansen asked for a summary of the five-year update.
City Engineer Cotter explained that the five-year update was initiated in 2021 with the City holding several Impact Fee 101 sessions with the Development Community, the Impact Fee Advisory Committee, and City Council. The studies were presented to the Impact Fee Advisory Committee and City Council in November 2021, and adjustments were made. The Land Use

Assumptions, Capital Improvement Plan, and maximum impact fee rates were adopted, with an implemented reduced collection rate and a 10% increase on the residential construction.
Committee Member Jackson asked about equalized rates. City Engineer Cotter stated that this was a policy decision by City Council. Committee Member Smith asked if staff had a projection of how much will be collected given the current rate and the projected development, how the fund will be built, and how this compares to the capital plan. City Engineer Cotter stated that at the current collection rates, Roadway Zone A would collect $2,000,000 of the estimated $14,000,000 capital cost; Roadway Zone B would collect $1,900,000
of the estimated $48,000,000 capital cost; Roadway Zone C would collect $2,100,000 of the estimated $78,000,000 capital cost; and Roadway Zone D would collect $1,700,000 of the estimated $74,500,000 capital cost.
Committee Member Woodward asked for the aggregate percentage of impact fees.
City Engineer Cotter clarified that Roadway Impact Fees totaled 7%. Committee Member Mirza asked for information on any major projects that impact fees are funding. City Engineer Cotter stated that impact fee revenues will fund debt service on well #9 and the collection line, the State Highway 6 water line project, the 2021 Impact Fee Study, the Lick Creek trunk line, the North East trunk line Phase 1 and 2, the Lick Creek wastewater treatment plant expansion, the Carter Creek diversion lift station project, Rock Prairie Road from State Highway 6 to Stonebrook, Stonebrook to Townlake Drive, Rock Prairie Road West to Wellborn Road, Capstone Drive to Wellborn Road, and Barron Road from Wellborn Road to W.S. Phillips
Parkway. Committee Member Jackson questioned the issue about only recovering a small percentage of the cost (7%) when compared to the total costs needed to construct all of the facilities in the Impact Fee CIP. If not fully recovering costs and projects not funded or don’t occur, does that change the mix or number of projects in calculation of the costs.
City Engineer Cotter stated that staff makes a projection over a ten-year period and has five-year updates to make adjustments in land use and growth projections. Committee Member Jackson asked how the update looked compared to previous years. City Engineer Cotter stated that some of same projects are being funded, some projects fell off or were completed, and additional projects were added. Committee Member Jackson asked if a developer who puts in road improvements, is given a credit.

City Engineer Cotter confirmed that if a developer constructs one of the roads on the Impact Fee CIP, a credit is given and applied to the building permit.
Chairperson Christiansen opened the public hearing. No visitors spoke. Chairperson Christiansen closed the public hearing. Committee Member Jackson motioned to accept the Semi-Annual Report for consideration by the City Council. Committee Member McIlhaney seconded the motion. Committee Member Woodward stated that according to mandate, it is prudent to advise the City
Council to raise impact fees. Committee Member Smith expressed concerns for impact fees not collecting enough. The motion passed (8-0). There was consensus amongst the Committee and concerns expressed by the Committee on whether impact fees were high enough and if the funds collected are sufficient. Committee Member McIlhaney asked if the collection rate as set, can be raised. City Engineer Cotter confirmed that the fees can be raised to the maximum amount listed in the report. Committee Member McIlhaney suggested raising the impact fees to be comparable to sister cities. Transportation Planning Coordinator Schubert stated that from the collection rate discussion with
City Council, Council asked for some information on sister cities. Mr. Schubert further explained that Water and Wastewater Impact Fees are collected at a higher percentage than Roadway Impact Fees. 7. Discussion and possible action on future agenda items.

SUBJECT:Semi-Annual Report - System-Wide Impact Fees for Water, Wastewater, and Roadway
The City of College Station adopted “System-Wide” Impact Fees for water, wastewater, and roadways in
the latter part of 2016. In accordance with Texas Local Government Code, the 5-year update was
completed last year, and on November 22, 2021, revised land use assumptions and capital improvements
plans were adopted including resultant maximum assessable rates and associated collection rates.
Texas Local Government Code requires Semi-Annual Reporting to monitor the progress of impact fees and
to determine if an update to the fee study is necessary before the statutory five-year requirement. There
have been no major changes in the water, wastewater, or roadway impact fee programs during this
reporting period. This report documents the period of April 1, 2022 to September 30, 2022 and includes
a summary of the utility and roadway impact fees collected, transferred, and available for capital
improvement projects. It also lists ongoing capital improvement projects partially funded by impact fee
revenues.
Staff recommends that the Impact Fee Advisory Committee accept this report and forward to City Council
for their update.
Impact Fee Advisory Committee (IFAC)
The City of College Station Code of Ordinances Chapter 107, Impact Fees, designates the Planning and
Zoning Commission as the Impact Fee Advisory Committee (IFAC). Additional ad hoc members were
appointed for the update process. The role of the IFAC is to:
1. Advise and assist the City in adopting Land Use Assumptions.
2. Review the Capital Improvements Plan and file written comments.
3. Monitor and evaluate implementation of the Capital Improvements Plan.
4. File semi-annual reports with respect to the progress of the Capital Improvements Plan.
5. Advise the City Council of the need to update or revise the Land Use Assumptions, Capital
Improvements Plan, and Impact Fees.

System-Wide Impact Fees
System-wide impact fees for water and wastewater were adopted September 22, 2016, with roadway
impact fees following on November 10, 2016. Maximum assessable rates were adopted, and reduced
collection rates implemented. Water and wastewater fees were phased in, starting at 50% of the
collection rate the first year with full collection rates the following year. Roadway impact fees were phased
in, beginning with zero fee collection in year one and 50% in year two. Full implementation of the initial
collection rates occurred in December 2018.
The statuary 5-year update of the water, wastewater and roadway impact fee programs was initiated and
completed last year. On November 22, 2021, amendments to the land use assumptions and capital
improvements plans were adopted, including resultant maximum assessable rates and associated
collection rates, and became effective on January 1, 2022. The collection rate for residential developments
were increased by 10% from the previous rates and became effective March 1, 2022. The service area for
roadway impact fees remained unchanged, bounded by the city limits. Service areas for system-wide
water and wastewater impact fees were adjusted to respective services areas within the city limits,
removing areas of the City’s extra-territorial jurisdiction (ETJ). The amendments have been incorporated
in the semi-annual report.
