AN ORDINANCE ADOPTING A BUDGET FOR THE 2000-01 FISCAL YEAR AND
AUTHORIZING EXPENDITURES AS THEREIN PROVIDED.
WHERRAS, a proposed budget for the fiscal year October 1, 2000, to September 30, 2001, was
prepared and presented to the City Council and a public hearing held thereon as prescribed by law
and the Charter of the City of College Station, Texas, notice of said heating having first been duly
given; and
WHEREAS, the City Council has reviewed and amended the proposed budget and changes as
approved by the City Council have been identified and their effect included in the budget;
NOW THEREFORE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
COLI.RGE STATION, TEXAS:
PART 1: That the proposed budget as amended by the City Council of the City of College
Station, which is made a part hereof to the same extent as if set forth at length herein, is hereby
adopted and approved, a copy of which is on file in the Office of the City Secretary in College
Station, Texas.
PART 2: That authorization is hereby granted for the expenditure of the same under the
respective items contained in said budget with the approved fiscal procedures of the City.
PART 3: That the City Manager and his authorized and designated employees, at his
discretion, be, and are hereby authorized to sign or release utility easements; to negotiate and sign
documents related to the settlement of disputed assessments for paving weed mowing, demolition,
and other disputes based on legal questions of whether the assessments are enforceable or other
extenuating circumstances; to sign contracts and documents authorizing the payment of funds and
to expend public funds for expenditures that are $15,000 or less; to sign change orders authorizing
the expenditure of funds pursuant to SECTION 252.048 of the TEXAS LOCAL GOVERNMENT CODE
or as provided in the original contract document. The intent of this secton is to provide the ability
to conduct daily affairs of the City which involve numerous decisions of a routine nature.
PART 4: That the City Manager and his authorized and designated employees, at his
discretion, be, and are hereby, authorized to provide for transfers of any unexpended or
unencumbered appropriation balance within each of the various depaxwnents in the General Fund
and within any other fund of the City in accordance with Section 60.4 of the Charter of the City of
College Station and to authorize transfers of Contingent Appropriations within a fund up to an
amount equal to expenditures that are $15,000 or less. The intent of this section is to provide the
ability to conduct daily affairs of the City which involve numerous decisions of a routine nature.
PART 5: That the City Council hereby approves the funding for the outside agencies and
organizations in this budget and authorizes the City Manager and his authorized and designated
employees, at his discretion, to sign contracts and documents authorizing the payment of funds,
and to expend public expenditures that have been expressly approved and appropriated in this
budget, as set out in Appendix G of the 2000-01 Fiscal Year Budget.

PART 6: That the City Council hereby approves the funding and the purchases that are made
pursuant to interlocal agreements as provided by CHA~R 271, SUBCHAPTERS (12)) _AND (F) of the
TEXAS LOCAL GOVERNMENT CODE, in this budget and authorizes the City Manager and his
authorized and designated employees, at his discretion, to sign contracts and documents authorizing
the payment of funds, and to expend public funds that have been expressly designated, approved,
and appropriated in this budget, as set out in the 2000-01 Fiscal Year Equipment Replacement
Fund, and Attachment "A" to this Ordinance.
PART 7: That this ordinance shall become effective immediately after passage and approval.

CERTIFICATE FOR ORDINANCE
We, the undersigned Mayor and City Secretary of the City of College Station, Texas (the "City"),
hereby certify as follows:
l.The City Council of the City (the "Council") convened in regular session, open to the public, on
September 14, 2000, at the meeting place designated in the notice (the "Meeting'), and the roll was called of
the members, to wit: Lynn McIIhaney, Mayor, and the following City Councilmembers: James Massey. Ron
Silvia, Winnie Garner. Larry Mariott, Dennis Maloney, and Anne Hazen All members of the Council were
present, except all present , constituting a quorum. Whereupon
among other business, the following was transacted at the Meeting: a written ordinance entitled:
ORDINANCE RATIFYING ORDINANCE AUTHORIZING THE ISSUANCE OF
$8,100,000 CITY OF COLLEGE STATION, TEXAS CERTIFICATES OF OBLIGATION,
SERIES 2000A AND OTHER MATTERS RELATED THERETO, INCLUDING
IMMEDIATE EFFECTIVENESS
(the "Ordinance") was duly introduced for the consideration of the Council and read in full. It was then duly
moved and seconded that the Ordinance be finally passed and adopted; and after due discussion, such motion,
carrying with it the adoption of the Ordinance prevailed and carried by the following vote:

2. A true, full, and correct copy of the Ordinance adopted at the Meeting is attached to and follows
this Certificate; the Ordinance has been duly recorded in the Council's minutes of the Meeting; the above and
foregoing paragraph is a true, full, and correct excerpt from the Council's minutes of the Meeting pertaining to
the adoption of the Ordinance; the persons named in the above and foregoing paragraph are duly chosen,
qualified, and acting officers and members of the Council as indicated therein; each of the officers and
members of the Council was duly and sufficiently notified officially and personally, in advance, of the time,
place, and purpose of the Meeting, and that the Ordinance would be introduced and considered for adoption at
the Meeting and each of such officers and members consented, in advance, to the holding of the Meeting for
such purpose; and the Meeting was open to the public, and public notice of the time, place, and purpose of the
Meeting was given, all as required by Chapter 55 I, Texas Government Code.
3. Connie Hooks is the duly appointed and acting City Secretary of the City.
