Notice is hereby given that a quorum of the meeting body will be present in the physical
location stated above where citizens may also attend in order to view a member(s) participating
by videoconference call as allowed by 551.127, Texas Government Code. The City uses a third-
party vendor to host the virtual portion of the meeting; if virtual access is unavailable, meeting
access and participation will be in-person only.

and they will be distributed to the Board. Upon being called to speak, an individual must state their
name and city of residence, including the state of residence if the city is located out of state. Speakers
are encouraged to identify their College Station neighborhood or geographic location. Each speaker's
remarks are limited to three (3) minutes. Any speaker addressing the Board through the use of a
translator may speak for six (6) minutes. At the (3) minute mark, the Board Secretary will announce
that the speaker must conclude their remarks.

December 3, 2021
Board Member Holiday motioned to approve the minutes. Board Member Marvel seconded the
motion, which passed (5-0).
AGENDA ITEM NO. 3.2:Presentation, discussion, and possible action to consider a
waiver to the Unified Development Ordinance Section 5.8.B.3 "Building Design
Considerations for Historic Properties" for 106 College Main, which is zoned NG-1 Core
Northgate. Case # AWV2022-000010
Staff Planner Dimeolo presented the item to the Board and recommended approval of the request.
Board Member McGrail asked why the tenants went to two doors previously.
Staff Planner Dimeolo explained this was a two-tenant occupancy before and now will be used as
a single tenant like the original location.
Board Member Marvel asked about the neighboring property’s façade.

Staff Planner Dimeolo explained that the neighboring property went through the same process
since they changed their façade.
Chairperson Cornelius asked for clarification on what was being asked from the Board.
Staff Planner Dimeolo explained the applicant came before this board for removal and installation
of the new storefront.
Applicant, Taylor Teltschick was available for questions.
Board Member Holiday stated what is being proposed brings back the historical character of the
building and this would be an asset and a great solution. Mr. Holiday also asked what the applicant
planned to do with the windows above.
Mr. Teltschick explained the improvements being made to the transom windows. He stated they
will be removing the rotten wood around the trim and replacing it with hardy and cedar mill finish
so that it still looks like wood. They will then paint it back to match the store front below. The
layout will stay the same.
There was general discussion amongst the Board.
Board Member McGrail motioned to approve the request as proposed. Board Member Holiday
second the motion, motion passed (5-0).

ITEM SUMMARY: The request is to allow for the renovation and redesign of the current
Aggieland Credit Union structure in Northgate, which is subject to the Northgate Building Design
Considerations for Historic Properties. The structure is a single-tenant, freestanding
commercial structure with façades adjacent to University Drive and Tauber Street. Structural
and material changes are proposed by the applicant to enhance the property and continue the
lifecycle of the existing structure.
ITEM BACKGROUND: The building located at 501 University Drive currently serves as a
financial institution known as Aggieland Credit Union. The property’s original use was a bank in
1949, became a restaurant, and then renovated and rehabilitated back to a bank use in 1994,
which is its current use. The images below show a single tenant building with a wall-braced front
canopy, synthetic siding, a plain frieze and cornice, aluminum sash doors and windows, and a
recessed double entry door. The applicant is intending to remove the historic classification by
remodeling the existing structure, which includes upgrading the façades to include new features
and more durable materials. The proposal is to maintain and enhance the life of the property by
making it a more desirable asset to Northgate.

The building is listed in the Northgate Historic Resources Survey as a medium priority.
According to the survey, a Medium Priority:
Contributes significantly to local history or broader historical patterns, but alterations have
diminished the resource’s integrity; is a significant example of architecture, engineering, or
crafted design; is an outstanding example of a common local building form, architectural
style or type; is a modern or recent landmark not old enough (50 years) to be judged in a
historical context.
According to UDO Section 5.8.B.3 “Building Design Considerations for Historic Properties,” the
rehabilitation of historic structures shall follow the following standards:
1) The historic character of a property will be retained and preserved. Distinctive materials
or features and spatial relationships that characterize a property shall not be removed or
altered.
2) Distinctive materials, features, finishes, and construction techniques or examples of
craftsmanship that characterize a property will be preserved.
3) Deteriorated historic features will be repaired rather than replaced. Where the severity of
deterioration requires replacement of a distinctive feature, the new feature will match the
old in design, color, texture, and, where possible, materials.
The applicant is requesting a waiver to remove the historic character of the property. The
applicant states: “The hardship posed by meeting the ordinance is the historic designation given
to a building whose facade is a renovation of a renovation created in the early 1990s with less

durable finishes.” If the owner were to demolish the existing building, the requirements of
Building Design Considerations for Historic Properties would no longer be applicable to the
property and new construction would have to meet all current Northgate standards, which
includes UDO Section 5.8.B.2.a.5. “Additional Use Standards” for NG-1 Core Northgate:
5) Freestanding, single-tenant buildings are prohibited except:
a) For structures existing on or before April 2, 2006; or
b) For the following uses: casual and fine dining restaurants (not “fast food”), hotels,
and theaters.
If the building were to be demolished, the applicant would not have to meet the design
considerations for historic properties, but a multi-tenant building meeting design requirements
would be required.
REVIEW CRITERIA:
According to UDO Section 5.8.B.14 “Waivers,” the Design Review Board (DRB) shall review
waiver requests for certain deviations from the standards of the Northgate Districts, including:
a. Relief from the building design standards for historic properties if the proposed
building improvements or additions generally conform to the section of this
Ordinance addressing Building Design Considerations for Historic Properties—
Standards for the Northgate zoning districts, and if the property building
improvements or additions generally preserve the historical appearance and
architectural character of the building.
The Northgate Historic Resources Survey states the building property has integrity of design
and that its current use is the same as the original. The building was noted to have a single-
door entry on Tauber and double-door entry and two windows on University with a wall-braced
canopy. Of the two windows on the University façade, one has been partially covered or
removed for the installation of a walk-up ATM. The transom window over the double doors has
also been covered.
The applicant would like to remove the existing siding and replace with brick facades on
University and Tauber. A stone veneer will run along the base of the building and accentuate
the main entry that would be moved to the corner of the building with double doors to both
University and Tauber. The University façade would still have two windows, but they would be
in new locations and extend to the ground. The Tauber façade would remove windows but
retain the smaller window towards the back of the building, and two windows that extend from
the floor level would be installed. All windows and doors are proposed with individual canopies.
The frieze would be removed and a cast stone cornice utilized.
This property is zoned NG-1 Core Northgate, which is intended to serve as a mixed-use area
that contains a diversity of pedestrian-oriented retail, dining/restaurant, housing, and
entertainment businesses that are in close proximity to on and off-campus dormitories.
Regulations are designed to aid structural rehabilitation and redevelopment while promoting
new high density, mixed use, pedestrian-oriented infill development with an urban character.
The proposal moves the building closer to Northgate design standards for new construction in
that the building would then 1) meet the requirement that the two facades facing public rights-of-
way provide public entries and 2) the subject façades approach, if not meet, the minimum
transparency requirements between 0 and 8 feet above ground level. While the building would

be closer to meeting current design standards, it would not meet the Northgate standards for
new construction that prohibit freestanding, single-tenant buildings and that require a minimum
of two stories to help develop an urban character.
In an effort to preserve/conserve the more historical structures of the area, buildings that have
been determined to reflect the history of the area are allowed to continue with minor
improvements that generally preserve the historic appearance and character of the building.
The proposed changes to the building would alter both the materials and look of the main
facades. Tearing down the structure would allow the applicant to design without any
consideration to the overall historical look of the building, but it would prohibit the reconstruction
of the freestanding bank use.
The applicant has stated that one possible alternative would be to re-clad the façade while
maintaining the existing building main entry and window locations. Staff feels that this would be
a preferred option so that changes would be minimized by preserving the existing arrangement
of windows and doors.
STAFF RECOMMENDATION:
Staff recommends denial of the proposal as submitted but is generally supportive of the
alternative to allow material changes while preserving door and window locations.
