1. Call to Order and Announce a Quorum is Present.
With a quorum present, the Special Meeting of the College Station City Council was called to order
by Mayor Mooney via In-Person and Teleconference at 5:01 p.m. on Wednesday, August 17, 2022,
in the Council Chambers of the City of College Station City Hall, 1101 Texas Avenue, College Station,
Texas 77840.
2. Executive Session
No Executive Session was held.
3. Reconvene from Executive Session and take action, if any.

4. Pledge of Allegiance, Invocation, consider absence request.
5. SPECIAL ITEMS
5.1. Presentation, discussion, and possible action on ordinance 2022-4379 to call the General
Obligation Bond Election. (Presentación, discusión y posible acción sobre una ordenanza 2022-

Bryan Woods, City Manager, gave an overview of projects in the potential 2022 Bond Election and
included an estimate of the annual O&M several of those projects.

MOTION: Upon a motion made by Councilmember Brick and a second by Councilmember Harvell,
the City Council voted seven (7) for and none (0) opposed, to approved Option 1 for Bond Proposition
C - Veterans Park & TIB four fields with championship field for $30,400,000. The motion carried
unanimously.

MOTION: Upon a motion made by Councilmember Harvell and a second by Councilmember
Nichols, the City Council voted seven (7) for and none (0) opposed, to adopt Ordinance No. 2022-
4379 to call the General Obligation Bond Election. The motion carried unanimously.
5.2. Presentation, discussion, and possible action regarding Ordinance No. 2022-4380 consenting
to and extending the Mayor's disaster declaration for severe drought conditions.
Bryan Woods, City Manager, stated that the severe drought conditions pose an imminent threat of
severe damage, injury, and loss of life or property from prolonged record heat and lack of significant
rainfall in City of College Station. These drought conditions pose the threat of large, dangerous, and
fast-moving wildfires with the potential to endanger property and life. Mr. Woods explained that the
State of Texas has issued a disaster declaration that includes Brazos County pursuant to §418.014 of
the Texas Government Code due to the extraordinary drought conditions. Therefore, the Mayor of
College Station has determined that extraordinary measures must be taken to alleviate the suffering of
people and to protect or rehabilitate property and issued a disaster declaration on August 11, 2022.
MOTION: Upon a motion made by Councilmember Harvell and a second by Councilmember
Maloney, the City Council voted seven (7) for and none (0) opposed, to adopt Ordinance No. 2022-
4380 consenting to and extending the Mayor's disaster declaration for severe drought conditions. The
motion carried.
6. Adjournment.
There being no further business, Mayor Mooney adjourned the Special Meeting of the City Council
at 5:58 p.m. on Wednesday, August 17, 2022.
